Missouri Governor Jay Nixon is activating the state's National Guard and declaring a state of emergency ahead of a monumental grand jury decision.  The troops will help with law enforcement if violent protests break out after it's announced whether the officer who shot an unarmed 18 year old Michael Brown will face charges. 

Brown's death led to days of rioting in the St. Louis suburb of Ferguson over the summer.  Nixon says it's necessary to have the National Guard in place in order to be prepared for any contingency.
