President Obama's final budget plan tops four-trillion dollars and sets the stage for a showdown in the Republican-led Congress. About one-quarter of Obama's spending blueprint for fiscal 2017 covers so-called discretionary spending which includes the military and domestic programs.
The rest goes to pay down interest on the national debt and fund major programs like Social Security and Medicare. The budget for the fiscal year starting October 1st also includes 19-billion-dollars to step up cybersecurity under a sweeping new initiative. The White House calls it Obama's "final vision" for the fiscal future of the country.
