Speaker 1 (00:04):
Good afternoon. I'm Malcolm Jordan and this is your midday
news fix for Tuesday, the second of December. Revelations advisers
preparing government rates cap recommendations didn't do a detailed dive
into all councils spending. The government's proposing to limit councils
to four percent rises by twenty twenty nine, excluding water rates.

(00:24):
Any wanting higher levies would need approval from a government
appointed regulator. Economist Cameron Baggery says that have needed a
biggot team for in depth analysis and they knew the
basic economics weren't working.

Speaker 2 (00:37):
Local authority rates are moving up at three times the
rates of inflation. What we're also seeing as a local
government expenditure as rising as a share a GDP in
the past couple of years.

Speaker 1 (00:48):
Meanwhile, a local government expert says councils could game the
system by taking advantage of exceptions in the legislation for
things like natural disasters. Andy Asquith says when rates can
apps were introduced in the UK in the nineteen eighties,
councils found loopholes to get around them.

Speaker 2 (01:04):
Well, there is no evidence that I'm aware from the
UK or from Australia that shows that work capping would
have a positive effect.

Speaker 1 (01:14):
Our promise of stability at the Reserve Bank. New Governor
Anna Bremen took up the role yesterday and has made
her first public appearance today fronting Parliament's Finance and Expenditure Committee.
It could spell the end of a tumultuous period for
the bank after high profile resignations by Adrian Orr and
Neil Quigley, then the departure of Christian hawksby Bremen is

(01:35):
promising to be laser focused on the Bank's mandate. Transparency,
accountability and clear communication will be our focus to maintain
trust and credibility with New Zealanders. Meanwhile, the Minister of
Finance is rubbishing the idea of purchasing offshore carbon credits
to meet Paris Accord climate commitments. Meeting our targets might

(01:57):
not be feasible domestically, with financial statements suggesting offshore mitigation
could be required to meet the gap. In a heated
discussion at Parliament's Scrutiny Week, Nikola Willis says she will
always put New Zealanders first and I.

Speaker 2 (02:09):
Do not believe it is in their interest to send
billions of dollars offshore to meet your liability that James
Shaw ratcheted up for this country.

Speaker 1 (02:20):
New Kiwibank research shows some New Zealanders are adapting to
get on the property ladder. Chief executive Steve Yukovich says
cost of living remains the biggest obstacle for people, but
some are open to exploring different pathways to home ownership.
Would I go in with someone and try and co own.
Would I go for a smaller property?

Speaker 2 (02:39):
Would I rent out a room?

Speaker 1 (02:41):
The number of consumers behind on their credit repayments has
reached a two year low, according to the latest data
from Credit Bureau Centrics. Centric's chief operating officer Monica Lacey
says the tide appears to be turning.

Speaker 2 (02:53):
We've seen an overall down with trend twenty twenty five
versus twenty twenty fourth, but the fact that we've buck
the trend that actually gone below twenty three is even
more exciting.

Speaker 1 (03:02):
The news isn't all good, though, with liquidations now at
fourteen year high. To sport frustration in the Tall Blacks
camp after allowing Australia another come from behind victory in
their Basketball World Cup qualifiers. Coach jud Flavell says the
results should have been better. Netball stakeholders attempting to overthrow
the national governing body say issues extend well beyond the

(03:24):
Silver Ferns coaching saga, with TV rights and uncertainty around
the A and Z Premiership issues to address, and Auckland
FC are relishing the prospect of a full house for
Saturday's A leg derby against the Wellington Phoenix at Mount Smart,
with crowd numbers lower than expected so far this season.
I'm Malcolm Jordan. That's your latest news fix. We'll be
