هنگامی که صنعتی برای اولین بار در یک کشور شروع به فعالیت می‌کند با چالش‌هایی همچون چگونگی رقابت با صنایع پیشرفته و پاگرفته در کشورهای دیگر مواجه است. این موضوع یکی از مسائل پرچالش میان اقتصاددانان است. یکی از دیدگاه‌هایی که در این زمینه وجود دارد و در ایران نیز تقریبا مقبول است، الزام حمایت دولت از صنایع نوزاد است. با این‌وجود منتقدان این نظر نیز کم نیستند زیرا دخالت‌های دولت معمولاً نتایج خوبی به همراه نداشته‌است. وقتی حمایت از صنعتی آغاز شد تا کجا ادامه می‌یابد؟ صنعتی که به حمایت عادت کرده‌است، چطور می‌تواند به تنهایی رشد کند؟ در نهایت اگر حمایت دولت از صنایع نوزاد مطلوب است، چطور می‌توان از آن توقع کارآمد بودن داشت؟
