Many people are misguided as to what it really means to be tough. One who curses someone out, engages in physical altercations, feel justified in blurting out whatever's on their mind regardless of how the other party may feel or react sees nothing offensive about their behavior and claims to be fearless. But when one fails to take into consideration another person's feelings by acting callously towards them, they are in essence mean-spirited, and are not tough at all.
