Gillian Blythe: Hope for new water infrastructure - The Mike Hosking Breakfast

Council-controlled organisations will soon be able to borrow more for less through the local government funding agency. 

They will be able to borrow five times their operating revenue, meaning major work can get underway without major rates hikes.
