Environment Canterbury says ratepayers are bearing the brunt of having to put on extra public transport, to get cruise passengers from Lyttelton to Christchurch.

Chairman Peter Scott says it could cost the council $500,000 to accommodate passengers next season.

He says that could balloon to $1 million and they can't impose that on ratepayers.
