Corrections has admitted it was alerted when New Windsor dairy stabber Mitchell Lam's ankle bracelet went offline an hour and a half before the attack.

They say they didn't investigate the issue and didn't call the police because Lam had never tampered with it before.

However, Corrections say Lam had also breached bail conditions five times and had been arrested on multiple occasions.

Victims advocate Ruth Money joined Andrew Dickens.
