83 percent of nurses say patients aren't receiving complete care in hospitals due to understaffing.  
A major independent report has been looking into a safe staffing programme that was put in place 15 years ago, and found 13 out of 20 DHBs haven't been following it.  
Along with this, it highlights just how bad the short staffing has become.
