And Biden said the other day thathe's running the world, and we all
know that that's not the case.He might be the figurehead leader of the
free world, but struggling with thedebate and he's leaving everyone with the impression

that he's probably not really running anything. Nonetheless, he is going to be
there as the representative for the UnitedStates of America at the NATO Summit,
which kicks off. What is thewhole point of this NATO summit? What
what is what is hoped to beaccomplished here, and I suppose an analysis
of what role, if any Biden'sgoing to actually have at this summit.

Yeah, there's actually a big momentthat everybody's already looking towards, and that
is on Thursday, there's going tobe a post summit press conference by Biden.
That he hasn't done a press conferencesince November of last year, and
obviously given recent events, there's gonnabe a lot of people paying attention to
that, probably not for the rightreasons that that he would lack anyway,

you know, to talk about whathappened during the summit, But yeah,
it's gonna be it's gonna be abig challenge, a huge challenge, I
would imagine. I'm certain he'll haveteleprompter and notes at that one and pre
planned questions. But isn't that arole. I mean, fine, he's
the President of the United States ofAmerica. He should be able to manage
that. But recognizing where he is, isn't that post the post conference analysis

something he might better delegate to somebodyelse, Well, one would think,
But you know, I think there'sthe mother signs just how much the White
House is worried about this is thatI saw in the Washington Post just moments
ago that they are doing lots ofpreparation for him. He's been spending lots
of time with the Secretary of State. He's going to be by his side,

it said, most of the timeduring the conference itself, you know.
And it really struck me that,wait a minute, why are you
doing so much preparation for a pressconference of NATO for crying out loud.
I mean, this is something that'ssupposed to be You should be able to
extenporaneously just riff off whatever is goingon because you deal with it all the
time. This is not like adebate where you don't know what's coming,

et cetera. That you should haveto be prepared. And look to your
point about using the teleprompter, hewas using a teleprompter on the fourth of
July in front of the in frontof the White House, where he twice
in a four minute speech badly stumbled. So even that is not a given
that he can just read off theteleprompter because of whatever is going on with

him. That's not a given.So I think that's one of the reasons
why lots of people are going tobe watching that event. Well, he's
going to be surrounded by handlers,presumably because we are going to have world
leaders attending the NATO conference, andI'm sure all of them have run into
Biden over the past several years andare painfully aware of his limitations cognitively,
if I may be so delicate.So this is not going to be something

new for them. It's new forthe American people who woke up to realize
that we've been gas lipped by themedia for all these years. But for
world leaders who sat down with himpreviously, they're just going to see the
same old Joe, right, ordo you have a different take on that?
Yeah? You know. John Kirbyyesterday was asked about that very issue.
Are the global leaders concerned about theleadership of the United States? And

he said, oh no, theyfine, They're excited about this. They
have no problem. There is noissue whatsoever, which is just nonsense.
I mean, no one could saywith the straight face, shouldn't be able
to stay with the straight face thatnobody has any concern. Everybody has some
concerns, and that's why everybody's goingto be watching this press conference, just
in the public to see can heactually just do the basics of speaking without

losing his train of thought, etcetera. The idea that a foreign leader
would not be worried is just nonsensical. But unfortunately, it seems like so
many of our leaders just can't behonest about anything. Well, one of
the things that's certainly going to coompanenturingthis conference is the situation in Ukraine.
You and I have talked about thata lot over the past several months,
and you know, I think yourconclusion, and I don't want to put
words in your mouth and correct meif I'm stating erroneously, is it's not

winnable. It's an unwinnable situation.Last week we talked about how to resolve
and settle the war going on andwhat that might look like considering the inescapable
conclusion that the Ukraine's are running outof people ammunitions to fight this war.
So what you think is going tobe accomplished at the NATO conference relative to

the situation Ukraine? Yeah, Iactually just have a piece out just this
morning at the National Interest covering exactlythat issue, that Ukraine is at a
crossroads, that what the NATO Allianceshould do is recognize the Tacit reality,
the Tacit ground truth reality that thewar cannot be won by Ukraine, and

so we should do everything we canto end this on the best terms we
can get for Ukraine, and youknow, give them a future going forward,
have some kind of relationship with them, strengthen our own eastern flank of
NATO. All those things are doableand attainable. But instead we just remain
on this path that we will notbe honest about what's going on the ground.

(05:36):
We're going to just plunge ahead withthis objective that cannot be attained at
any kind of time frame or costthat we could pay. And I think
we're just setting ourselves lves for areally bad outcome. And I think that
is that ultimately Ukraine will lose thewar outright on military terms. Well,
the elections that have gone sideways inFrance have any impact on this. I

mean instance, position relative to NATOis not going to change with a different
administration, is it. Well,And it wasn't going to be a different
administration. Macrone is the president.He was going to remain in no matter
what. This was a parliamentary issue. The one thing it might do is
put the brakes on his fantasy desire. Weirdly stated to maybe want to put
French troops on the ground because mostof the opposition parties are against that,

and certainly that's the European Union overallelections about a month before that also went
in the direction that they want anegotiated settlement. The public polls in America
are saying they want a negotiated settlement. The people are going in the direction
of the things that I'm observing.They see them as well, even if
they're not out military expert. It'sour leaders who seem to keep wanting to

go in the wrong direction. Hasthat situation been a wake up called or
the other members of NATO the war, because I mean forever, we have
been the protector of the NATO alliance. We funded the armies, we provide
munitions, We spent the lion's shareof money. That was one of the
things Donald Trump was complaining about.Let's say, NATO step up. You
have an obligation to help and assistin your own defense. Absent Trump out

of the equation because God Biden.Now have they woken up to the reality
that they do need to put somemoney toward their own respective military so they
can fend off and or alternatively assista country like Ukraine down the road in
a different situation. In that regard, and financially, yes, there has
been significant movement. There's been alot more countries now, can't remember the

number right offhand, but more thanhalf now are at or above the two
percent mark. So in terms ofthe money, they're actually starting to do
that. But there's another issue that'sgoing on that's starting to fracture NATO,
and that is along the lines ofwhat we're talking about here. Victor orbon
is on a peace mission. Imean he went to Kiev, he went

to Moscow, he went to Beijing. He is just on a drive as
the current rotating President of the EUto use his platform to say we're going
in a wrong direction. We needto go in the direction of peace.
Ficho from Slovakia is on his side. Bulgaria, Turkey are all saying at
this summit we need to be talkingabout peace, not about more war.

(08:07):
So there is a growing significant chunkof NATO that's saying, hey, I
don't want to go down this path. I'll be real interested to see how
that dynamic plays out this week well, and ignoring the situation between Russian and
Ukraine. But that whole idea ofreaching out to the Jijian pings of the
world, I don't know Neville Chamberlainpops into mind. I mean, is
it possible that we prostrate ourselves orcapitulate a little too much and lose leverage

with China, who seems to bewanted to take over the Wall. No,
this is not like that at all. I mean, it's grossly different
because the Nevil Chamberlain issue of nineteenthirty eight, you had a Hitler that
had a massive army that had agenuine threat to the entire continent because he
had the means to put him atthreat. Vladimir Putin does not have the
means to even take all of Ukraine, much less one inch of NATO territory.

So now reaching out to other nations, and you have to add Brazil
zeal into that. There are manynations around the world that say we just
want to end the fighting. Noone's saying hand to anything to Putin,
allow him to do anything. Theyjust want to end this pointless war here
and then you can continue to strengthenNATO's Eastern flank. If you want,
add all those moneys that you weretalking about just a second ago, so

that they have national defense capabilities thatwould make it impossible for Putin to even
think about that. So it's very, very different than that situation. Well,
I'll be looking forward to the postmortem. We'll be watching President Biden
anxiously on Thursday try to struggle throughthat press conference, but also be looking
forward to talking with you next Tuesday. Maybe get an update on the entire
