Ante la emergencia, existen diversas acciones poderosas: una de ellas es el curso CLESAL, promovido por el Proyecto CEELA, dirigido a especialistas en edificación sostenible que trabajan en el sector público, académico e inmobiliario. Estos tres sectores conforman la triple hélice, un potenciador de las acciones en los estados y los países.
