Get ready, small GovCon IT firms! The Department of Defense is undergoing a major strategic overhaul of its cloud procurement, moving beyond its current flagship contract, the Joint Warfighting Cloud Capability (JWCC). While JWCC, a $9 billion multi-vendor contract awarded in late 2022 to Amazon Web Services, Microsoft Azure, Google Cloud, and Oracle, provided critical enterprise cloud services and has seen significant uptake with over $2.3 billion in task orders by early 2025, it was widely criticized for its limited vendor diversity, effectively shutting out over 180 security-approved cloud providers and small businesses from prime contracts.

But that's all changing with "JWCC Next," the highly anticipated follow-on contract. The Pentagon is actively retooling its strategy to be more open, modular, and inclusive, with a draft Request for Proposal (RFP) expected by late 2025 and formal solicitation around mid-to-late 2026.

Here's what this means for small and nontraditional vendors:

  • Expanded Prime Opportunities: For the first time, smaller cloud service providers and integrators may be able to vie for prime contract spots under JWCC Next, moving beyond just subcontracting.
  • A "Cloud Marketplace" Model: The DoD is considering a marketplace model to give military users access to entire cloud ecosystems and third-party software and services, allowing small Independent Software Vendors (ISVs) with FedRAMP-approved offerings to sell directly to the DoD.
  • Dedicated Small Business Contracts: Expect new entry points like set-asides and small business-only contracts, with a recent July 2025 sources-sought notice for 8(a) small businesses providing support services for the JWCC program office as an early indicator.
  • More Subcontracting: Even under the existing JWCC, and certainly with JWCC Next, opportunities for subcontracting on value-added services like cloud migration, legacy app modernization, cybersecurity configuration, and DevSecOps pipeline setup are expanding.

This strategic pivot is not just about competition; it's a national security priority aiming to inject innovation, achieve faster acquisition cycles, and align with DoD's push for open architectures, multi-cloud interoperability, and the adoption of emerging tech like AI, zero trust, and edge computing.
