On March 4, 1995, three lives were stolen inside the Kim Anh restaurant in New Orleans: Cuong Vu, just 17 years old; his older sister Ha Vu; and Officer Ronald A. Williams II. All three were murdered by someone they should’ve been able to trust — Officer Antoinette Frank — with help from her teenage accomplice, Rogers Lacaze.
In this episode, we focus on the victims: a hardworking family trying to build a life, and an officer who lost his life while doing his job. We unravel how power, manipulation, and unchecked behavior allowed a tragedy to unfold inside a place that was supposed to feel safe.
