Seven two. Now here in Houston's morning news. There's way
too many victims of crime here in our city, and
there seemingly is way too few people looking out for
their best interest. It seems like everybody's working on behalf
of the criminals these days. Whether there's into nonprofit, it's
a new five oh one seed. Its mission and priorities
are to accomplish a level playing field in the criminal

justice system for crime victims. The president of Texas Crime
Victims United TCBU is Paul Castro. He joins us, Paul,
welcome to our show.

Speaker 2 (00:32):
Good morning, Jimmy, thank you for having me on.

Speaker 1 (00:35):
Are you a victim of crime yourself or a family member?
What got you interested in this organization?

Speaker 2 (00:40):
Yeah. July and twenty twenty one, my son David and
I with his brother were driving back from an Astros game.
Person who was a convicted felon out on parole had
a gun that he should not have had, got mad
at us while we were driving through traffic, chased us
down try to get away from them. He took two

shots out as hit my son and the head, seventeen
year old David Castro, and he tied in my hands
and that.

Speaker 1 (01:08):
Was I apologize. I should have remembered the association of
the case and the name, and for some reason, I'm
glad you're the president of this organization. Who better to
speak out? I mean, you talk about a completely innocent situation.
I mean, your son was just a random victim of
an act of violence of somebody basically having road rage.

(01:32):
Just beyond ridiculous. What has happened in the court system though,
is it relates to your your son's case that made
you feel like there's not a level playing field. I mean,
I know there's not a level playing field, but I'm
sure there are things that have been happening in the
court system that make you realize just how un level
that playing field is.

Speaker 2 (01:51):
Now we're started off with everybody immediately siding with the
criminal and saying, well, you know, well, what did you
do to deserve this pall? And you know what happened?
And you know, I was like I was driving, it
was Houston. I don't know what to tell you. And
what people don't understand is what happens once you know
the you know, so he got caught. Thankfully, the Houston
Police Department worked with City of Houston Crime Stoppers of Houston,

and over one hundred tips came in. They found him.
He immediately declared he was innocent, and he was granted
a bill bond. When he was granted a bell bond,
the first time we found out is a billbond system
was broken because at the time it was legal to
provide a bell bond for as low as two percent
of the total bond. So for killing my son, it

(02:35):
cost him on a credit card seven thousand dollars. His
parents falsified records. It was out. You know, he was
up for sixteen months, and every time we had a
court date, I would have to stand literally across the
hallway from him, and he would be sitting there in
his you know suit, on his cell phone, and you know,

(02:56):
defense attorney would come fist bump them, and you know,
the you know, innocent until proven guilty was just raining
down all around us. And I get that. And this
is a person who had two violent felonies, two aggravated
armed robberies and his passes is not a boy scout.
This is a bad person who did a bad thing
and killed David while he was on parole.

Speaker 1 (03:15):
Well, there's no doubt, there's no doubt. We have a
criminal justice system, Paul Castro, that you know only too
well that that favors the criminals, that that that that
that coddles them, that that that believes they have some
sort of a right to not be in the jail
sale after they've killed somebody, which is beyond comprehension to me. Yesterday,
the Texas House finally passed through bail reform. That's one

of the Governor's signature items that he wanted to get done.
Do you feel this is moving us in the right direction.

Speaker 2 (03:44):
Absolutely so. I want to thank you know, the Governor
as well as members of the House, members of Senate
Senator John Hoffman, who was the one who sponsored the
original legislation and it's coming out. Provides judges a tool,
and that tool is in a situation like our where
there was a person who was obviously you know, you know,
there was all the evidence pointed towards him. He should

have been locked up and the community should been kept
safe from him making another bad decision. And this center
build SJAR five, which is going to you know, hopefully
pass the House. That's the biggest thing that needs to happen.
Twenty twelve Democrats out of sixty two to support it.
Once that happens, it'll be put in front of voters

(04:26):
and will have an opportunity to decide as a state
whether we want to give judges that additional tool to
hold repeat by a lone offenders like the guy who
killed David in jail without parole or without bond.

Speaker 1 (04:39):
Well, Paul, I congratulate you on channeling your grief into
something so positive. The Texas Crime Victims United. What is
the best way. I know you folks are just getting
started up, But for other victims of crime who would
like to consult with your organization, well, how do they
contact you?

Speaker 2 (04:54):
Yeah, so we have a website a pcview dot org,
and they can find our emails there send us an email.
We're not able to help every single crime victim out,
but what we can do is point people in the
right direction. You give them opportunities to access the system.
I think if we go out to what we could
be that could be something we do down the road

(05:16):
as a half staff. Right now, we're a purely volunteer organization.
We pay out of pocket, we go to Austin. We
are just committed to helping make Houston and really the
state of Texas safer.
