One thing Crowley focused on was Brennan's efforts to weaken the CIA's operations division. "Brennan's CIA filled gaps with foreign intelligence sources," explained Crowley, "So basically the CIA started subcontracting American espionage." Crowley continued, "That outsourcing allowed them to insulate themselves from exposure and responsibility."
