the Secret Service director knew about Kim Cheatle and say, okay,

could have done that, and what they should have done
has had snipers with rifles and eyes on that building

the entire time. They could have also used drone footage.
They could have kept a drone right on top of it,
and then somebody could be sitting in the convenience of
an air conditioned car watching the roof the entire time.
This never would have happen, but easily preventable, just like

investigators that understand protecting primary targets and understand what snipers
