president of the Nevada Club. She is a retired attorney
and founder of the Asian Bar Association of Las Vegas.

She's a board member of the Keystone Corporation and the
facilitator of the Consortium. Pauline, as a member of Governor
Lombardo's transition team, was largely responsible for the executive order
that terminated former Governor Siicelect's COVID related orders. Welcome, Pauline,

Thank you so much for having me here. Patricia your Garland,
I just thank you for having me here.

I'm so excited.

Speaker 1 (02:27):
Oh absolutely, and we're excited to have you as well.
But before we even go into any of our questions,
I wanted to let the audience know that we are
Today is the anniversary of the nineteenth Amendment, which gave
women the right to vote. So what do you think.

(02:48):
Let's just say this happened back in nineteen twenty and
so we're now in twenty twenty five. Have women really progress?

Speaker 3 (03:00):
Oh? Absolutely? And I need to remind people that the
nineteenth Amendment, you know, all of it really was passed
by an Illinois Republican. It was really the Republican party
that actually came out saying we need to give women
the right to vote. If you may recall, in nineteen nineteen,
James Mann, who was an Illinois Republican, reintroduced the nineteenth

Amendment in the House of Representatives and it passed by
a vote of three hundred and four to eighty nine.
And if you may recall, and this is why history
is so important, is that eighty nine percent of the
Republican congressmen and women at the time it was men
now women, they voted in favor of the nineteenth Amendment
to give women the right to vote. Only forty one

(03:43):
percent of the Democrats were in favor of that. And
then when it came to ratification of the nineteenth Amendment,
it's important to know, because this is history, that of
the thirty six states that ratified it, twenty six of
them were Republican controlled legislatures, and that's really important. And
it was because of that that Warren Harding won his election.

(04:06):
It was a twenty six point two percent point victory
for him. He was a proud Ohio Republican who was
a staunch advocate for women's suffrage and women's right to vote.

Speaker 1 (04:17):
You know, it's very interesting if we go back to
the founding of our country and the writing of the
Declaration of Independence, it was Dolly Madison who told her husband,
James Madison, don't forget the ladies, and they wanted at
that time to be included to vote. And it took

(04:38):
them over a century or more too, before we got
the nineteenth Amendment pass. So that's very interesting.

Speaker 3 (04:46):
Well, and it was about that time, you know, we
had several amendments to the Constitution that first of all
prohibited slavery right and free the slaves, and then also
gave you know, slaves the right to vote. Time, and
it was only made sense, well, you know, women in
are part of our constituency. They should have a right
to vote and a right to have their voices heard

(05:10):
in the legislature. And so I'm very proud as a
Republican that it was our party that helped free the
slaves and also gave women the right to vote.

Yes. Yeah, and so our number of callers are seven

And so we're going to get back to our guests,
Pauline Lee and Pauline. So from your bio, I see
that your license in three states, licensed to practice law
in Nevada, California, and Texas, and you you practice in
the areas of corporate bankruptcy and commercial litigation. Are you
still practicing law now?

Speaker 3 (08:52):
You know, I just gave up my active license just
this year, and I'm actually thinking reactive again. But I
gave up the private practice of a law after the
birth of my fourth child, and then I started doing
a lot of pro bono work and start working with
law of charitable nonprofits. But I kept my active, my

(09:14):
license really active until about a couple of months ago.
Now don't think of reactivating it.

Speaker 1 (09:18):
Well, I keep my license active in California for family
and friends in case they need something. But like you said,
right now, I'm thinking, oh no, why am I doing that.
I need to concentrate on something else.

Speaker 3 (09:30):
So yeah, Well, it's been very helpful because I was
in the election department and was a Republican National Lawyers
Association attorney helping monitor elections in both in twenty two,
twenty twenty and twenty twenty four, so it's been very helpful,
and knowing the election law has been extremely helpful.

Speaker 1 (09:50):
So what do you think about President Trump signing an
executive order declaring that we should have paper ballots and
we should do away with the voting machines.

Speaker 3 (10:04):
So I think the Executive Order number one talk about
mail ballots and that universal mail ballots should be limited
only to people who actually request those mail ballots. And
I'm definitely in favor of that. If we actually have
a day that allows good hard working Americans to take

(10:27):
the day off so they can actually vote, because voting
takes time, and you want to make sure that they
vote with their conscience and they vote with information, and
a lot of times on election day, like November fifth,
that's coming up in twenty twenty six, people are so
busy with their work, their family, their obligations that they
forget to vote.

Speaker 1 (10:47):
Well, you know, some people don't realize that the employer
is supposed to give them at least two hours off
to go vote. At least in California, that was the
law there.

Speaker 3 (10:55):
Well, that law doesn't exist in Nevada. And many times
there is a backlog of people of coming in person.
We've had that multiple on many many occasions. Is particularly
in general elections where people are actually standing in line
around the building trying to get in to vote. And

(11:16):
we really need to make it easier for people to vote.
And if they are unable to get there because they
have a disability, or they really have a work or
they're out of town, or they're a vacation, they should
be able to send in their mail ballots. But the
majority of people should be able to take a vacation
day and actually take that time to vote and actually
celebrate the fact that we have the right to select

(11:39):
our elected officials.

Speaker 2 (11:41):
Yeah.

Speaker 1 (11:41):
Yes, you know one thing that you were mentioned about.
Certain people should be able to get an absentee ballot,
that's what they're call in California. But you know, to me,
one of the things in my practice, I would do
conservatorships and a lot of people would be developmentally disabled.
They're an adult and their caretaker would want them to vote.

(12:05):
So I believe that if someone's under a conservatorship and
it impacts their mental capacity, I don't I think that
they should not be allowed to vote because that way
it's too easy to cheat with their balance.

Speaker 3 (12:19):
Oh yeah, I mean they don't. The reason why you
have a conservatorship is because they cannot manage their affairs, right,
they can't manage their billing, they can't manage their money. Well,
if they can't manage those things, how can they manage
who to vote for?

Speaker 1 (12:33):
Yeah, I find it very odd that people will still
want to retain their voting privileges, and so I just
believe that a lot of times when they are so
disabled that they can't vote, that those orders it's sent
to the Registrar of Voters so that they will be
taken off the.

Speaker 3 (12:53):
I completely agree. I completely agree, and I think you
know right now here in Nevada we are still trying
struggling to have the voter rolls cleaned up. Is particularly
here in Clark County because we are the biggest county
with seventy three percent of the vote, and we have
a lot of people who are moving, who aren't, who haven't,
who have who actually have on the registry list in

(13:14):
the national database that they've moved, but those ballots are
still going to their addresses, and you know they're being
left in the mailboxes. I mean, who's picking them up?
And there's such a possibility of fraud, strong probability of fraud,
and why are we wasting money and postage on all
of these ballots.

Speaker 1 (13:32):
Is something that you know. It's not very efficient government callers.

Should we have them, should we restrict them to just

Pauline, are there any horror stories you want to share
about observing elections?

Speaker 3 (14:36):
You know, in twenty twenty, when I was in the
election department, I saw people with car loads of ballots. Okay,
I'm talking about people with trash bags, those yellows, green
black trash bags. Full of ballots and they're just dumping
them into the park and the clerk's department over on

(14:58):
the election department, and you know, it was really disheartening
about that is that these people were definitely not elected officials.
They were definitely not officials with the county clerk. Where
did all those ballots come from? Right in twenty twenty, until,
if you may recall, the harvesting of ballots was considered
absolutely illegal. You could not take someone else's ballot and

(15:21):
bring it in. And the reason why was you want
to make sure that the person had actually filled out
their own ballot. All of a sudden twenty twenty, you know,
you had ballot harvesting become legal, and all of a sudden,
it became legal for it to do. The one thing
that we didn't want people to do was just to
pick other people's ballots up. And how many of those

(15:42):
ballots actually had for signatures, we don't know, because at
the time, there wasn't much of a concentration on the
validity of signatures. There wasn't a real concentration on, you know,
whether or not these there was no ability to identify
whether that person had actually filled out the ballot. Now
you know, in twenty twenty six, in November, we're going

(16:04):
to have voter ID the second time around. The ballot
initiative will be on the will be part of the ballot.
And you know, eighty five percent of voters, including Democrats,
believe that yes, voter ID should at least be a
minimum a way to secure mail ballots. Yeah, is question seven,

(16:25):
I'm sorry, question seven, good patch, And you know question
seven is something that we all want. I think that
if you have voter ID that would definitely help in
making sure that the ballots are authentic and that the
signatures are fact for real.

Speaker 1 (16:40):
Okay, But with voter ID, you have a driver's license
that you present, But the driver's license does not state
whether you're a citizen or not. So that's a whole
nother issue that needs to be addressed.

Speaker 3 (16:53):
Oh yeah, In fact, this is being addressed by Congress.
Only citizens should be able to vote. Why should we
allow foreigners to make our decisions here in the US.
You know, they're not paying taxes necessarily, have citizenship in
the US needs to mean something. Okay, it means the
ability to elect your officials and to vote for ballot

(17:16):
measures that are for the benefit of the country and
for your state and for your community.

Speaker 1 (17:21):
Okay, callers seven zero two two two one seven two
eighty three, join the conversation. Were we're talking about issues
that impact shoot. So, getting back to the ballots that
you saw in trash bags, where was the chain of
custody for any of those?

Speaker 3 (17:41):
There was none. There was absolutely none, And I don't
think there was even a thought at that time. People
were so panicked about COVID and the pandemic that people
paid no attention to what the sources of all of
these ballots. And it was tremendously disconcerting to see a
lot of these ballots come in even after election day,

(18:04):
and even right now, the law says that the clerk
should continue counting those ballots three days after election day
has expired, which is ridiculous. There should be a finality
on election night. We should be able to know who
has won and who has not won. I mean, that's
the way we grew up.

Speaker 1 (18:23):
That should in the day, we knew before we went
to bed who the winner was, though I don't know
why so many years later, with so much technology, we
can't do that now.

Speaker 3 (18:35):
Well, and I think you need to be you know,
the law should be that all ballots need to be
in by seven pm on election day. If it isn't in,
it's not going to get counted. I think it's very simple.
You have three to four weeks. Actually, now with the
new bill that was passed, everyone will have four full
weeks from the time they receive their mail ballot to

(18:57):
make a decision and actually vote. That's four full weeks.
That's certainly enough time for people to get their mail
ballanced in by election day, where.

Speaker 1 (19:08):
We have so many people that are busy and they
put them on the counter and they forget about it,
and then they're on the day of they're trying to
decide whether they're going to vote or not. So yes,
we should have a push to make sure that people
once they receive their balance, make sure they send them
back a SAP.

Speaker 3 (19:23):
Yeah, I mean it's we need to and that's why
there are a lot of people who do get out
the vote. And I know that the Nevada Republican Club
we want everyone to vote. We want everyone's voices to
be heard. We are a one of the largest social
conservative club in the state, and all we want is
for people to really express themselves and express their viewpoints

(19:47):
and the best way to do that in terms of
government is by voting.

Speaker 1 (19:52):
So you just mentioned the Novati Republican Club, which you
are the president of. Yes, can you tell our listeners
a little bit more about that organization.

Speaker 3 (20:01):
Well, Nevada Republican Club is really a social organization designed
and its mission is to educate our members. So we
bring in civic leaders every single month to talk about
issues that are affecting the community. And unlike many other
clubs around the state, you don't have to be a

(20:22):
Republican to join our club. In fact, we encourage democrats
and nonpartisans, independent minded people to come in and join
our club and to actually be at our monthly meetings.
Our monthly meetings are the first Tuesday of every month
at the Ahern Hotel Boutique Hotel over on West Sahara,

(20:42):
and we encourage everybody to actually come in and learn
and meet candidates, to meet elected officials, to meet people
who are working in our government. In our September luncheon,
which is September two, features Lieutenant governmentor established Anthony, who's
our featured speaker, and we also have people nationally who
are coming in. We're really excited. In October, we're going

(21:04):
to have the director of the Leadership Institute talking about
candidacy training. And then in December even we have the
fire chief of Clark County coming in to talk as
well as the chief of the Bureau of Emergency Management.

So, Pauline, you mentioned your club, Nevada Republican Club. How
can we get more? I will say people of color
involved in your organization?

Speaker 3 (23:00):
Well, you know I and I guess what you can't
see through the radio is I'm an Asian American, very
proud Asian American, and I go to the Asian Chamber
regularly and talk about the club, and I think it's
really important. I've gone to the Shepherd's Breakfast, and I've
gone to of course, I've visited near North Las Vegas

(23:21):
Conservative town Hall, and I've tried to get people to
talk come over to the club, and you know, we're
really open, and our membership is very reasonably priced at
thirty five dollars per year, and the best way for
us to do is to just constantly publicize and brand
that we are at the Ahern Luxury Boutique Hotel, and

(23:43):
we try to bring in some pretty amazing speakers. In
twenty twenty four, we brought in Ryan Binkley, Larry Elder,
and of course DeSantis Ron DeSantis, and of course Trump
has his own brand as well. But we're trying to
educate people about different candidates. Education is our mission. We

(24:05):
are not never Trumpers. People think, oh, you're never Trumpers
because we brought in Roger Santis.

Speaker 1 (24:11):
No, but last year you had that big gala event
for Trump, So how can they say that you're well, they.

Speaker 3 (24:18):
Can't say that about me. We actually was on the
host committee that brought in millions for Donald Trump and
it was the biggest fund raiser in the entire state.
But people kind of I forget that, you know, And
unfortunately that's unfortunate that people should say that about me. Okay,
it's conveniently overlooked, yes, And you know they probably also

(24:42):
overlooked that me and my friends. I was at the
inauguration in January. I traveled there and had a great
time and went to the Liberty Ball. And you know,
when people say are you a Trump or not Trumper?
I love Trump and his policies. I mean I personally
met him. He was very kind to my husband and
I and you know, I love everything about him now.

(25:06):
I mean, I think he's a better president today than
he was during the first term.

Speaker 1 (25:11):
He knows more, you know, knows more what to do now,
and he has people behind him to help him accomplish
his goals. I agree, yeah, and the first time he
didn't have that. And we went to the first inauguration,
we were there.

Speaker 3 (25:25):
Wow.

Speaker 1 (25:29):
So as president of the Nevada Republican Club, you said,
that's one of the largest organizations in the group. But
there are so many other Republican or conservative clubs in
the county. Yes, and we have our women's groups. We
have the town halls popping up everywhere now.

Speaker 3 (25:51):
And it's so enlightening to see. You started the North
Las Vegas Conservative town Hall. There's the original Las Vegas
as Conservative town Hall. Now we have the Centennial Conservative
town Hall, and I think we're actually going to start
wunning over in Southern Hills, Southern Highlands. I'm sorry, and
I just love that. And we also have a lot

(26:12):
of groups that are parent and family oriented, like Power
to Parent also included in the consortium as we have
a Moms for Liberty. Now, these are all five on
one c fours. They all have a different mission and
I love that. But there's so many of these conservative
they're not necessarily Republican, and I like that too because
they're much way more open. They're all about policy and

(26:35):
not about political affiliation necessarily.

Speaker 1 (26:38):
And you forgot the Henderson Conservative.

Speaker 3 (26:41):
Henderson Conservatives, Yeah, and you know they meet I think
the third Thursday of every month, and you know, so
I just love seeing these different opportunities for people to
meet and discuss and talk with the Conservative.

Actually yes, and that will lead us to our telephone

is a very famous person that worked at McDonald's, but
he probably won't be there.

Yes, he's too busy saving the world now. So, Pauline,
you're also a board member of the Keystone Corporation. Can
you tell us what the Keystone Corporation is and what
they do?

Speaker 3 (28:48):
So Keystone Corporation is starting its thirtieth year in business
and what it is. It's a political action committee and
its mission is all about business. So it's about low taxation,
reasonable regulation. It's about the encouragement and promotion of private
job private sector job creation, and the efficient delivery of

(29:12):
government services. And so when this group, what it does
primarily is it advocates just relentless about low taxation. So
we fought taxes on gas, we've fought taxes for digital
tax They wanted to tax on Netflix and we were
very adamant against it. And you'll see us advocate in

(29:34):
the state legislature against unreasonable regulation. And we encouraged private
sector job creation because it's really the private small businesses
that are the growth set.

Speaker 1 (29:49):
The backbone of America.

Speaker 3 (29:50):
They are the backbone of America and this is the
way really for people to accomplish wealth in their lifetime
to actually and we encourage prosperity for all Nevadams. It's
not just one sector. And so I'm very proud to
be a Keystone Board member. And for the last three
years we've supported candidates as well as elected officials who

embody pro business policies.

Speaker 5 (30:19):
Yeah.

Speaker 2 (30:19):
Also Keystone OSCOL sponsors separate talks. Yes, because I remember
we went to Bootleggers and it's a great place to
go for dinner, things like that. And if I remember
Cameron built, Yes, I spoke and he's an economist. He
talked about the future of Las Vegas in terms of
land and water. It's like there's something you really shouldn't

(30:41):
miss if you can ever go to those.

Speaker 3 (30:43):
Yeah, our Keystone events are not We have about three
or four events per year. We had a clay shoot.
We usually have a clay shoot, which is a really
fun thing to do out in Bouler City. In March
of every year, we had a legislative Day in which
we had our members go up to car City to
advocate for pro business policies. And we actually have a

(31:03):
luncheon coming up. That's this Thursday, August twenty one over
at the Dragon Ridge Country Club and we are featuring
the athletics and sports in Las Vegas and how it
is contributing to our economy.

Speaker 1 (31:16):
So we have we're so proud.

Speaker 3 (31:17):
We have John Penhallow, who's the new president of the
Vegas Golden Knights. We also have Mark Bedaine, the president
of the A's and ESPN host and president of the
Las Vegas Bolt John Cescente, and they will be panel
speakers to talk about how Las Vegas has become the
sports capital of the world.

Speaker 1 (31:38):
Callers are number is seven zero two two two one
seven two eighty three. And so you mentioned the luxury
a Hearn Hotel. Yes, and so tomorrow there's going to
be an event. They're the Save Act, Yes, if you
want to talk about that.

Speaker 3 (31:54):
Yes, the Save Act is about it's going to the
rally is going to start at nine am and there
will be a bus that's coming through actually to Las Vegas.
And the Save Act is talking about saving the vote
really for citizens and only citizens. And right now when
you register or you get your license, there is no
way for the DMV and the DMV never asked. They

(32:17):
just ask you, are you a citizen? But they never
ask for verifications, so there is no stopgap procedure to
make sure that people are citizens when they vote, so
when you're part and in fact, there have been quite
a few people with green cards who have gotten ballots
during the election season, and that's actually a great concern.

(32:39):
Now most of them, most people green card holders will
not vote, but there are some who will or or
worse yet, will sell their ballot to someone else who
will then complete the ballot for them. And that's really
just concerning. I mean, we have a republic to protect, yes.

Speaker 1 (32:55):
We do, and so they're going to be discussing also,
like we said question seven.

Speaker 3 (33:00):
Yes, voter ID is extremely important.

Speaker 1 (33:03):
Yes, and that's going to be on the ballot next year,
and people need to realize it was on the ballot
last year, so it passed that time. It has to
be passed twice to become part of the constitution of Novatic.

Speaker 3 (33:17):
Yes, that's right. As you may recall, ranked choice voting
did pass the first time around in twenty twenty two
I think it is, or was it twenty twenty I
think it was twenty twenty two, and then the second
time around, it failed in twenty twenty four, so ranked
choice voting was defeated.

Speaker 1 (33:37):
So once a ballot measure is defeated on the second
time then they have to restart the process all over again. Yes,
that's right.

Speaker 3 (33:46):
So we're pretty confident the voter ID is popular with
our voters, Novada voters in general, but we are not
going to take it for granted, and we are going
to make sure that people vote in favor of it
because it's the best way to secure our elections.

Speaker 1 (34:05):
Okay, So I also notice that you're an activist, and
so can you share with us your new neighbor program.

Speaker 3 (34:15):
So our new neighbor program that we're really proud of,
we actually had it. We had it in twenty twenty
one and twenty twenty two, and actually we're starting at
the end of August and beginning of September. And what
we're doing is we are actually welcoming people who are
moving into Las Vegas or a Clark County and if
they are registered Republican, we want to welcome them to

(34:35):
the party and we want to talk and tell them
about our club. We want them to join our club
and to be informed about what's going on in our state.
You know, the wonderful thing about our state is that
elected officials are very accessible, unlike in California or some
of these bigger states, and so when they come to
our election, we are happy to have I would say

(34:56):
a good number of elected officials there. Last time, last luncheon,
we had the mayor of Henderson there, we had two
city council members from Henderson there, and we also had
quite a few candidates. So this we give an opportunity
for people to meet the candidates one on one and
to talk to them directly.

Speaker 2 (35:17):
I understand that on the ballot this time there'll be
a question that we'll look at establishing an independent redistricting commission.
Have you heard anything about that.

Speaker 3 (35:31):
I've heard about that that I think that's something, an independent,
nonpartisan redistrict and commission. I think that's a great idea
in thought, I'm not sure how you actually get that
done in actuality.

Speaker 2 (35:49):

the tea party said that the event was from ten
to twelve. After I signed up, I got an email

saying it from eight to eleven, and now Pauline is
saying it starts at nine. Could you quarify that for me? Please?

Speaker 3 (38:07):
Sure. My understanding is that it starts at nine because
we expect a lot of people. I expect to be
there personally to be parking by eight thirty because there'll
be quite a few people, and you do run out
of parking over at the ah Hearn. So if I
were you, I'd get there early. There's always also a
coffee and donuts, and there's plenty of people meet and

(38:30):
talk to, so get there early. I'm going to get
there at eight thirty.

So one more thing, Pauline. In your bile, you said
that you says that you were largely responsible for the
executive order that terminated former Governor siicelects COVID related orders.

(38:54):
How did you get that done? And if you briefly
can tell us and how did you feel about them?

Speaker 3 (38:59):
So I was quite honored to be asked by Governor
Lombardo to be on his transition team, and the first
assignment was to actually go through all the one hundred
and ninety two orders and sub orders to figure out
what exactly as of that date when he was sworn
into governor as a governor, what orders were actually in place.

(39:21):
And there were so many orders that were conflicting. There's
so many orders that didn't make sense and was just confusing,
like why is it that certain venues were allowed to
have people in without mass and other places and other
venues outdoors needed mass, which didn't make sense. So I

(39:42):
helped draft the order that actually terminated all of those
COVID orders. Because by then you're talking about twenty twenty two,
and so he was sworn in as governor in January
of twenty twenty three, those orders became obsolete. So I
was really I actually had a charge excel chart quite extensive.
It was eleven pages long. It was quite extensive. All

(40:05):
the orders that were signed by Governor Sisilak and after
reviewing it and I gave the Excel chart to the governor,
he was like, we need to terminate all these orders
and I say, yeah, I think so because it's just
too many.

Speaker 1 (40:19):

You know, I think that what Trump is doing right
now with Ukraine and Russia is pretty amazing. I mean,
you actually have a US president taking the time and
energy to try to negotiate some peace talks, and I
think it's quite disappointing to see some of the media
immediately judging what he is doing and not allowing these

(40:56):
peace talks to continue.
