want to talk about House Bill five to two O four,
the Child Captivity Prevention Act. You've been big on this.
Explain the bill.

This bill is in response to the case that was
here in Kanall County, in Cinsonville, West Virginia, where a
couple that was from Minnesota by way of Washington State
came to West Virginia with I believe five adopted children
and basically held those children in slavery.
Speaker 1 (00:34):
They were kept in a barn.
Speaker 2 (00:36):
From what I understand they did, there was no schooling,
they were made to do work. They were treated very,
very inhumane. And what this bill attempts to do is
address that. So if you're going to come into state
of West Virginia, you're going to homeschool your kids, we
just want to build a touch point. The bill outlines
that DHS would be that touch point just to say, hey,
(00:59):
you know, just let us come and if you're choosing
to do homeschool, we just want to make note of it.
Possibly do a home visit and just make note of it.
It's not meant to be punitive. It's not meant to
inhibit your school choice if you want to you know, however,
you want to educate your kids. But it just creates
that touch point and I think it's it's rare. It
(01:19):
goes with Rayley's law, Raley's loss kind of on the
other end of that where a parent took their kid
out of school after abuse claims a CPS claim and
sort of creates that touch point there. So we want
to just we don't want West Virginia to be a
haven for these sort of activities, whether slavery or human
traffick or however you want to phrase it.

And that was a horrific case. And in the time
that I have done this show, Dell, that was one
of the cases that was the single most difficult even
to even talk about. And I know that you've, because
of your support of this particular bill that you have
been working on, you've had to really dive into that
what what what what a horrible, horrible story that was.
Speaker 2 (02:01):
And it was like it was one of those things
where a lot of the community members were worried for
a long time because they were seeing that activity in
that community. And you know, and it's not lost on
me that I believe that they came to West Virginia intentionally.
I don't believe they just sort of spun the globe
and just point their finger on it. I believe they
came because of our relaxed educational school choice laws and policies.

So they knew that they could come to an area Sinsonville,
which is it's rule, but it's in close proximity to
a city, so they weren't, you know, just they didn't
have to be way far out to have access to
maybe some of the things that they wanted to do
in the metropolitan area. So we cannot allow that. Of
that's just something that cannot be allowed. And what's troubling

is that even that case, we should be talking more
about this. It seems like we talked a lot about it,
but it seems like it's one of those issues that
we could talk just for days about that we cannot
do this. And I would just want to send, you know,
a shout out to our prosecutor here in Kanaal County,
Judge Acres. I feel like they did a great job
of handling that matter. And uh, you know, and and
(03:11):
justice was served in my eyes.

What are the odds of passage of this bill or
where does it stand now?
Speaker 2 (03:17):
I mean right now you know it's uh, it's pending
in committee. I believe it's in judiciary. So hopefully it
can just at least be heard in the committee process.
So you know, my fingers across. I'm optimistic. This is
not a partisan bill. This isn't I mean, it shouldn't be.
Speaker 1 (03:32):
That's what I was what I was.

Getting, and that's what I want to say. This isn't
a partisan bill.
Speaker 1 (03:36):
You know, you have you have your fellow legislators that
are Republicans that are on board with this, that you've
talked to, maybe not on the record, but if you
talk to a few that said.
Speaker 2 (03:44):
I've talked to a few and they have agreed to,
you know, give it a look. And that's all I
can ask. I'm not you know, I don't want to
call anybody out, but they have agreed to, you know,
give it a look and give it consideration. And again,
I just wanted an opportunity to be heard because, as
I mentioned, this is not partisans this isn't liberal. This
isn't conservative. This is about protecting our children. And also
this is about protecting a reputation in West Virginia.

We don't want to be viewed as a state where,
you know, we're open to this sort of activity in
any capacity. So we need to stop it before it starts.
Speaker 1 (04:16):
Now, if I'm correct with the with the the parents
that were involved in this or the adults in this case, yeah, yeah,
that's a better way to put it. And that's that's questionable.
They did not have any ties to the West Virginia area,
Am I right about that? No ties.
Speaker 2 (04:32):
They were in Minnesota at one point, Washington State at
another point, and then I believe from Washington State they
moved to West Virginia. And like I mentioned earlier, I
believe it was intentional. I think they done they did
their research to see what state or what area would
we be able to sort of operate clandestine while still
having you know, access to a city and community. So

I believe it was intentional that they picked this area.

So it's in the committee now, that's what you said.
Speaker 2 (04:59):
The buildings, so it's not up for you. So we'll
see how it matriculates in the next you know, days,
in the next couple of weeks.

What's on your agenda today? What are you looking at
today or tomorrow?

Well, like I said, we got some bills on third reading.
That well, will you know, just going through the regular
process right.
Speaker 1 (05:16):
Now, what's the one thing that has happened this session?
One or two things, Delegate that some discussions that have
been had, whether they've been passed on under the capitol dumbess,
made you say, Okay, this is good, We're on the
right track. Yeah, I'm glad you said that.

And then again, I just want to say, uh, you know,
that's one thing I tried to do far as on
my social media. I don't want to sit and just
bask people all day. I want to just this is
what I'm doing, and this is what I think we
could do now. One building, and this is Delegate Pension
out of Point Pleasant. He had a bill to create
peer to peer support groups with our first responder agencies.

So peer would get you know, a fellow law enforcement
officer or EMS or firefighter. They would get a six
And now we're training. So if something were to happen
to one of their fellow teammates that was dramatic, they
would be able to talk. So they create these perier
to peer groups and they able to be able to
have like counseling, and because a lot of times when

you have a law enforcement officer, they don't want to
go talk to somebody who doesn't understand the industry and
kind of what they're dealing with on a daily basis.
So I've actually signed on to be a co sponsor
to that bill. It is a fabulous bill, and I
think it's going to help us because as we've seen,
we've had a lot of first responders suicide depths unfortunately
throughout the state in the last couple of years. So

I think this can be a pathway to some sort
of quill that and you know, build some internal remedies well.

And again, Delegate Penson has been on this show and
on the Metro News midday show in the past, and
he is about as conservative Republican as you can get. Yes,
but I think that just kind of gives me hope
there that there are because a lot of times we
focus on the differences between and there are certainly a
lot of them, but this is something from what you're
telling me, and I haven't read the bill specifically, but

the delegate pencil out of Mason County and you out
of Kanawa County. One Republican, one Democrat work together and
he is co sponsoring the bill. We probably need more
of that, But I'm going to go and turn the
camera around or the microphone in this case on ourselves.
Maybe we in the media do need to focus on
more of that.

One hundred percent. I think, like I said, there's going
to be issues that are going to be contentious that
we have to call them out, maybe they call us out.
But I think there are all those touch points in
which we are able to work together to actually do
something that's going to benefit the people of West Virginia.
And I can't think of anything that's going to benefit
the people more than having first responders who are mentally

and emotionally and spiritually healthy and ready to do their
job for the people of West Virginia. And you know,
I work I'm a CIT director as christ individual team.
I work with first responders across the state of West
Virginia and really across the country for that matter. So
I understand intimately that importance of doing things like this delicate.

major buy in for the coal industry. The Department of
Energy Investment in coal fired power plants includes three in

at the White House for the announcement yesterday. We'll talk

that was thrown from a car window or run over,
shot twice. Someone dropped him off at the shelter and

then left without leaving any information. They attempted to do
a medical procedure on Stubbs and he did not survive it.
They actually had to put him down because of complication
during the surgery, and the investigation is continued. I just
talked to Angie Gillenwater from mconnell Charleston New Main Association
prior to the show, and because some folks that asked
me about an update on Stubbs, and at this time

the investigation is continuing. There is no update. They are
working feverishly with the Charleston Police Department and others trying
to bring somebody to justice in this dog's death. And
that's kind of that's kind of where it is right now.

guests today will be West Virginia Secretary of State Chris Warner.
Secretary of Warner is making the news for denying a
request from the Trump Department of Justice. Now here's the story.
(15:38):
The Department of Justice made a request for full access
to the state's voter rolls. Secretary Warner said, and I
will say this, He's not the only secretary of state
across the nation that has said this to the Trump administration.
They simply said no, quote from Secretary Warner, state law
(16:00):
clear voter lists are available in a redacted format from
my office. But I will not be turning over any
West Virginia's protected information in quote, and he goes on
to say that the DOJ doesn't have the authority to
run state elections, saying again quoting I support the effort
to strengthen election integrity, but I will not break the
(16:22):
law in quote. Now, a little background here. The Department
of Justice sent a letter to every state back in
September asking for full access to the voter rolls, unredacted,
with full names, addresses, driver's license numbers, partial social security
(16:44):
numbers of every registered voter. And this came out of Washington,
the Department of Justice asking for this. Secretary Warner republican.
Several other Secretaries of State have said simply no editorial comment.
I'm your host here, amen, and hats off to Secretary Warner.

In my opinion, and again, I don't give a lot
of opinions when I have other guests in the show,
but when I'm by myself, I kind of like to
give my opinion. It's just another attempt, in my opinion,
by the Trump administration to take things out of State's
hands and into d C, which, when you think about it,
is the least Republican thing ever. And again I applaud
(17:33):
Secretary Warner. Interestingly enough, Chris Warner's younger brother, Mac, former
Secretary of State, now works in the Trump administration. If
I'm correct on it, and if I'm not, think it's
for the Department of Justice. And if I am a
totally different div I mean, the Department of Justice is
pretty big division. It's not like you, you know, run
into people in the hallway or anything like that. But

I will say that when Mac Warner, Chris's brother with
Secretary of State during the first Trump administration, he turned
down similar measures, not exactly worded the same way. But
again during the first Trump administration, they were asking going
to secretaries of state around the country Republican, a Democrat,
and asking for information that quite frankly, is unconstitutional for

them to give up because Constitution is pretty planned on that.
It is the state's rights. It's the state's duty to
put on elections. So editorial comment on my part there,
I say, great job Secretary of State Chris Warner, and
he will join Wilson Meadows coming up on talk line
