State Rep. David Cook has introduced a bill to make
jugging a separate felony crime in Texas. Jugging is when
thieves target people who are at or leaving banks. Andy
Conn with Houston Crime Stoppers likes the idea.

It is a prevailing problem, and perhaps it's time for
it to be given its own identity as its own crime.

Cooks bill would create a first degree felony for robbing
someone during a jugging and a third degree felony for
