and walked up and murdered him andhis friend. Well, that thug has
been sentenced to sixty years in prisonafter he pled guilty to murder. No

bonds, including two felonies, thanksto Democrat judge wanting to Jackson. Let
me make this clear. If HarrisCounty Democrat Judge Jannie to Jackson had not

Democrat judges. At some point,these Democrat judges, I genuinely hope that
the murderers and the rapists that theyput back out on the street coincidentally commit

guarantee you that'll change their perspective.They don't see themselves as a victim.
They don't see their family members asvictims. They see the murderers and rapists

Briscoe's coffin, began the trip backto New Orleans so he could be honored
by loved ones and fellow police officers. But the journey for justice had just

later, twenty two year old FrederickJackson of San Antonio pleaded guilty to murdering
Briscoe and his friend Dren Recolfee.Prosecutors say the duo we're on vacation at

a Houston restaurant when Jackson and anotherman approached guns in hand. Frederick now
faces sixty years in prison, buthas the chance to parole out after thirty
sixty years is not long enough.With six thousand wouldn't have been long enough
to justify what he did. There'sno way you're going to make this right.
And it's unfortunate that we have asystem that has this many young people

that desperate to do things that's stupid. J. H. Banks described Briscoe
as a true friend and his murdera loss for the community. Genuinely good
person that nobody had a problem with. I don't know if anybody that had
anything bad to say about ever,and that is a very, very very
unusual quality to have. That sentimentwas echoed by Donovan liver Carey, who

worked with Briscoe while he was withNPD. He was always looking to take
care of everybody, and you cantell that by his involvement with Zulu in
the community. He was just hewas just one of those people who like
to give. Despite Frederick's plea,the journey is still not over. Two

more men faced trials connected to themurders, and the healing process continues.
I don't think you ever get overit. The truth is, you figure
out a way to get past itand deal with it, but the pain
never goes away. So just inthe last ten minutes, we got a
statement from Briscoe's widow, saying thefamily is pleased to see Jackson held accountable,

but this won't bring the two menback. The family says the sentence
reflects the severity of the crime andthe impact it has had and continues to
have on innocent people. The thingabout it is the Democrats. The only
thing the Democrats ever talk about isguns. This isn't a gun issue,

It's a culture issue. It's acriminal issue. New report crime has moved
to the East Side after they relocatedthe Greyhound bus station. Greyhound bus ain't
committing crimes. Guns aren't committing crimes. Criminals commit crimes. Get comfortable saying

that make the politicians say that theinterim report be telling how HPD two hundred
and sixty four thousand cases were suspendeddue to quote unquote lack of personnelity,
just sign them off. We nowknow they were signed off by originally by

assault investigations being suspended because of thelack of personnel by Houston Police incomprehensible.
Whit Myer's Independent Review Committee presented theirfirst interim report to look into why and
how criminal cases two hundred and sixtyfour thousand in all were suspended by the
department going back to twenty sixteen.I think it's more a question of structural

issue. Looking at all the differentparts, structural deficiencies in the department was
primarily highlighted by the panel. Theyhave questions as to why some divisions within
HPD were using the suspended lack ofpersonnel code while others were not. That's
one of the problems, I mean, that's my takeaway. Did you guys
drill down to understand how something likethat could be utilized by one division but

wasn't utilized by I don't think wehave an answer to that yet. The
committee admits it is far too earlyfor broad, detailed recommendations for the department
as a whole. However, thereare still questions over how this investigation started.
As KPRC two investigates first reported ExecutiveAssistant Chief Chandra Hatcher and the letter
she wrote to launch this massive instigationis now under investigation by internal Affairs as

it came to light that her claimsin the letter, which bolstered former Chief
Troy Fitter's statements, were inaccurate.Hatcher claimed in writing to be at a
meeting where the use of the codewas discussed, only for the department to
realize she was out of the citythat day. That's under review, and
obviously we have to let the processgo forward. I'm certain people would be

held accountable, but that's an activeie the investigation that when you let them
do their job. Mayor Whittmeyer alsotells me he believes the city's crime stats
in recent years deserved to be reviewedas a result of the city's claiming that
lower crime stats were actually in existenceunder the previous administration, only to now

see hundreds of thousands of criminal incidentreports, two hundred and sixty four thousand
