This wealthy neighborhood spend over $134,000 to turn a piece of land in a park where dogs could run off-leash in a fenced refuge with other dogs.
Apparently, residents who live near the dog park say that "their peace and quiet has been disturbed by barking dogs."
I'm so confused by this...
