We are writing to express our strong support for the introduction of House Bill 11, a state-level REINS (Regulations from the Executive in Need of Scrutiny) Act in Ohio. As a coalition of organizations, we stand together in our shared belief this critical piece of legislation will restore accountability, transparency, and fiscal responsibility to Ohio’s regulatory processes, ensuring that new regulations with significant financial impact to individuals and businesses are subject to legislative oversight before being enacted.

Ohio’s regulatory environment plays a pivotal role in shaping the state’s economic climate and affecting the daily lives of its residents. However, over time, administrative agencies have acquired increasing authority to impose regulations that can carry substantial costs—costs that are often passed down to businesses, taxpayers, and consumers. These rules, though not passed through the democratic process of legislation, can have far-reaching effects on our economy and state budget.

The REINS Act will establish the necessary checks and balances by requiring legislative approval for new rules or regulations that impose a significant fiscal burden, ensuring that such decisions are made by elected representatives rather than unelected bureaucrats. With this mechanism in place, Ohio’s legislature will have the opportunity to review regulations, ensure that they are aligned with our state’s priorities, and assess their fiscal impact on the economy. This approach will promote sound, responsible policymaking that protects Ohio’s businesses, workers, and taxpayers.

We are especially concerned about the potential for regulatory overreach that can stifle job growth, increase the cost of living, and make Ohio less competitive in attracting investment. The legislature has the authority to create and change the rulemaking process. By creating a procedural control for the legislature to affirmatively approve regulations with high fiscal impact, lawmakers can ensure that no regulation is imposed without careful consideration of its costs and benefits.

This coalition is composed of groups that represent a broad cross-section of Ohio’s business, labor, and taxpayer communities, and we all recognize the importance of fostering a regulatory environment that encourages innovation and prosperity. We believe that the REINS Act will provide a critical safeguard against undue burdens on businesses, particularly small businesses, and ensure that our state remains a place where opportunity thrives.

We strongly urge you to prioritize the passage of a state-level REINS Act in Ohio. We are confident that this policy will enhance transparency, strengthen legislative authority, and promote responsible governance for the benefit of all Ohioans.
