The Department of War announced on Monday (November 24) that it is opening an investigation into Arizona Senator Mark Kelly, a retired Navy captain, regarding a video he participated in with other Democratic lawmakers. The video urged military and intelligence personnel to refuse illegal orders from President Donald Trump's administration. War Secretary Pete Hegseth criticized the video on X, calling it "despicable, reckless, and false."

The video, released last week, featured six Democratic lawmakers, all with military or intelligence backgrounds, including Senator Elissa Slotkin of Michigan and Representative Jason Crow of Colorado. In the video, they emphasized the importance of refusing illegal orders, stating, "You must refuse illegal orders." They argued that the Trump administration was creating a divide between the military and American citizens. President Trump responded on Truth Social, accusing the lawmakers of "seditious behavior" and suggesting they should face legal consequences.

The video has sparked significant controversy, with critics like Stephen Miller, a senior advisor in the Trump administration, accusing the lawmakers of inciting insurrection. The video did not specify which orders were deemed illegal, but it coincided with concerns over military strikes against alleged drug-carrying vessels in the Caribbean and eastern Pacific Ocean. These strikes, which began in September, have been criticized by some lawmakers as lacking legal justification.
