Residents in Norfolk, MA have made their concerns clear about the state’s plan to house a couple hundred migrants at the old Bay State Correctional Center. Despite residents’ pushback, the state has informed the town that at least 400 migrants will arrive at the shelter by the end of this week. A community group, the Concerned Citizens of Norfolk are holding a rally this week in protest. We discussed what’s unfolding in Norfolk and heard from residents about their thoughts regarding this measure.

I have been in Norfolk for fortyyears, and to begin with number
one, calling these people migrants reallyupsets me. They are not illegal immigrants
across that American border illegally. Theybroke the law. Now when they broke
the law and they've come to Massachusetts, I feel terrible for them. I
would have come to if the administrationwas given me everything for free. One

of the things that they get isa family of four from the Department of
Transitional Assistance. They get two eighthundred and eighty dollars a month to spend
as they please. Above and beyondall the other services. The other thing
that they are giving them is thatif a family wants rental assistance and they

want to move out of the facility, they will get thirty thousand dollars over
a two year period free. Allright, that's way more than my Social
Security is. Yeah. Well,remember that there's a big difference here in
fairness. You worked for your SocialSecurity debt. I let me just tell

you something. I worked my tailfeathers. No, I'm being a little
sarcastic, but I hope retirement.Wait a minute, for state retirement,
and I did Social Security quaters.But I get punished because you can't double
dippenas Absolutely, people who do theright thing at the end of the day
generally get the short end of thestick. That's right. You know.

One of the things that bugs meis if I cheated getting my kids into
college, I had to go tojail. But if I come here illegally
over the line, my kids goto school for free. How about that?
Huh? True? The whole thingis ridiculous. And I know Bay

State Facility. I was anurse thatplace. I'm gonna say maybe nine or
ten years ago. They had abid from Frimingham State Women's Prison to go
there, and at the time,the cost to rehabit and make it for
human inhabitants was fifty million dollars,so they closed the deal. Now all

of a sudden, it's only eighthundreds of dollars to flap some paint on
the wall. So it's a miracle. It's one thing. It's America.
I should mention one thing. Ishould mention that that study or that did
it wasn't ten years ago. Itclosed in twenty fifteen. It was shut
down. It was in twenty twenty. It was only four years ago that
they estimated it would take fifty milliondollars. And now they've spent eight hundred

thousand to a minion, and nowit's fine. All of a sudden,
it's fine. Fine, And theother thing that you had mentioned, and
it makes perfect sense. I understandwhy these people are coming. I have
nothing against these people. If yougave me a blueprint and an app and
a map and told me you weregoing to give me everything for free,

I'm sure as hell would come also. So I can't blame these people.
But what's I'm surprised we don't havemore to be honest with you. Well,
what this administration has done though,Okay, they're taking these people who
seek a better life for everything.They are uprooting them from Logan Airports supposedly.
Now they're throwing them in a placewhere there are absolutely no amenities whatsoever,

just a swamp across the street andMCI next door to them. And
they're putting them not in little rooms, it's just a big auditorium with cock
salts that problem. They're converting thegymnasium into a place with continents. Yeah,
it's just inhumane. And the otherthing I have and I know this

is not nice, but kids aregoing to be kids. Thank god,
my kids are all out of school. I have grandchildren in this area that
have to go to school. Butwhen these kids go to school, what
do you think they're going to callthese migrant children. Well, hopefully they're

of course they will. They're prisonof kids. I mean, that's a

what you have to do, youhave to take it out on the
politicians who are giving in these situations. Absolutely, absolutely so I don't think
the whole thing, really, inhonesty, was a fear set up for
these people coming, nor for thepeople who live in Norfolk. We have

enough people, I think in thistown that could use an assistance. I
have a neighbor two doers up whoare schizophrenic. He walks around the neighborhood
from six thirty in the morning tillabout eight at night, screaming obscenities and
profanities. He gets one meal aday, five days a week from the

lunch in place. I don't knowwhat they call it. If they provided
I forgot my brain dead right now, but I could use yeah, meals
on wheels. This guy could usemore services, and he doesn't get it.
Well. Again, the problem thathe has he's an American citizen,
that's right, yeah, you knowso again everyone has to live with that

with their circumstances. And you know, if he were to leave, renounce
the citizenship and come across the border, maybe he'd be treated better. Obviously,
I'm being sarcastic when I say that. No, I know you.
I mean, I'm just wondering.Can I just claim that I'm illegal,
identify illegal? You can try,Yeah, But the whole thing is just

how they're getting all these three roomsfree amenities. Three things. I have
dear dear friends that drove from Floridatwo years ago because their son became heavily
diabetic. Yeah, and then twomonths later they lost their four year old.
They have been living in and outof hotels paying for it, which

they don't have the money for.They only get two hundred and forty dollars
for food stamps. And they werea family of four. They're no longer,
just split up in different homes nowbecause they can't afford hotels anymore.
So I'd like to know where arethese phone numbers that I can call,
that they can get into a placethat is paid for for them. Well,

let me help you out. Yeah, let me help you out,
Stacy. First of all, areyour friends American citizens? Yeah, well
they're not eligible for this program.I'm well, I'm being honest with you.
I just want to tell you thetruth. The program that the migrants

are taking advantage of, and Ido use the word taking advantage intentionally,
is a nineteen eighty three law thatwas passed and signed into law by then
Governor Mike Decaccas. I actually coveredthe ceremony. I remember being there,
and that law basically said that thereshould be no women with children or pregnant

women living on the streets. Andso you know, at any given time
you could have a couple of thousandwomen who found themselves in dire straits.
And the law was intended to takecare of Massachusetts residence. It wasn't intended
for people to move here from NewYork and Domsia or from you know,
Ecuador or you know Dagastan. Butwe have of people touring over the border,

and that law is being interpreted byby our government here. And basically
it's Katie bar Theador and It's insanebecause if that was in the nineteen eighties,
when do Karcas pass that? Whyhave I can't be the first person

saying that I have friends that arehomeless, that have been through probably one
of the worst prodigies of their lifeand no place to live. Why haven't
there been these kind of programs forpeople like that that you can pick up
the phone and right away you'll gethousing. Yeah, well, I just

think that the state only has somuch money. The state is obligated to
balance their budget and their priority.Right now, we have homeless veterans on
the streets. We've had doing thisshow before. I've had homeless women call
women in Massachusetts, intelligent women whoare living out of their cars. You
know, they're in a bad situationand sometimes maybe there's abuse evolved or whatever.

They get out of a bad situation. They don't have the money to
rent anywhere. These shelters are nowall full, they're over capacity, and
that's why the governor is the Governor'soffice is trying to open this prison in
Norfolk. But it's a bad location. I mean, yeah, I don't
live in Nork, but it's justas Jack will tell you, Jack tell

us why the location just doesn't work. Well, there's no sidewalks in Norfolk
except right in the middle of thecenter of town. There's no street lights,
there's no hospital or urgent care facilitywithin half an hour drive. There's
there's no support. There's in thecenter of time, there's a one pizza

shop, drug store. They rollup the sidewalks at seven o'clock or eight
o'clock at night. There's nothing therethere there's there's literally nothing nothing there.
And if they were to walk tothe drug store, it's a two mile
walk each way. And they don'teven have places out their yards or anything
like that, so they'll be inthe And the other thing is where what

are the kids going to do duringthe summer. I mean, they have
a prison yard. There are theygonna They're talking about putting swing a swing
set there and maybe a soccer field. What are the kids going to do
all cooped up in the in aprison for the entire summer until school starts.
We get we have no answers.And I thought that the hotels were

allow showing people who were homeless tostay, but I heard they took that
Laura away. No, No,what happens though, is the hotel signs
of contract with the state, andwhat the state says is, if you
house migrants, we will guarantee thatall of your rooms are covered for two

years or three. So if you'reif you're running a Rundown hotel, it's
not the Ritz, it's not thefour Seasons, and it's been running at
twenty percent capacity, and all ofa sudden, someone from the state shows
up and says, Hey, wewant to rent every room you have for
three years, whether they're occupied ornot, and we're going to pay you

whatever the figure is, you know, two ninety five a night or whatever
the figure is. And if youown a hotel and you're close to going
out of business, this is awonderful thing, you know. I mean,
not good for the taxpayers, andit's not good for the people who
really need people from Massachusetts, Americancitizens, right, And it's it's just

that we're calling the wrong people becauseit sounds like these migrants get instant service.
Yeah, well you were calling thewrong people. The people who could
help you are not calling back.Correct. Again, you have Marcus Vaughan,
who's a member of the legislature,who's a Republican who's a great guy,

but he's one of twenty five Republicansin a one hundred and sixty member
legislature. Do you think the speaker'slosing any sleep speak of Mariano or Brockton,
is losing any sleep over the factthat there's a huge migrant facility going
to be opened up in Norfolk.I'll bet you there's not a lot of
migrants in Brockton if I just hadto bet on that. Okay, I

could be wrong, but you know, before I end, can I just
ask one question? What happened tothe migrants in Martha's Venues last summer?
Well, they were warmly they werewarmly received by the residence of Martha's Vineyard,
who were who virtue signaled and letall of us know what good people
they were. They gave them somecold sandwiches, and I think some of

them got like a hat that saidMartha's Vineyard. They were able to sleep
in the church overnight, and thenthe next day they were put on a
bus and sent back across the waterto Cape Card Airbase, the Otis Air
Base. So they were wonderful.They were wonderful to those migrants for about
thirty six hours, right, AmI right? The wrong Jack? I

mean, that's well, you're right. And the other thing is, you
know what, Martha's Vineyards has asummer population on one minion and in the
winter of their fifty thousand, butthey couldn't find room for fifty fifty migrants.
They couldn't find room for fifty butthey were they were. If you
remember the media coverage that that theMatha's Vineyard residents got, oh my god,

you had You would think they hadgiven these people, you know,
full scholarships to Yale University or something. It was like, oh, they
were wonderful. They welcomed them whenthe bus arrived, and they gave them
sandwiches and also knew well that theywould be turned away. Yeah. Yeah,

but you know, I don't thinkthat's available. I don't mean to
laugh, but if it, butif it wasn't so pathetic, I mean,
it's unbelievable. I mean, thepeople in Martha's Vineyard are celebrated by
the national media. How the peopleof Martha's Vineyards stepped up? Yeah,

they step up and put these peopleon the bus and sent them to hold
As Air Base. Whereas if I'mthey gave a coffee. I think they
get right. You're right. Theyeach got one cup of coffee, and
I think it was a full sandwich. I think one more question. Supposed
to be finished? When is itsupposed to be when's the building for the

migrants supposed to be finished? Orwhen's this supposed to happen? This was
this week? Wow, the endof this week, if you can believe
them. I mean they've already delayedit once, but they said at the
end of the week. Yeah,yeah, I'll tell you this. Here's

two things are select board has beenpromising since the beginning is that they'll
not confident when I was on publicsafety or the quality of the schools.
But in the meantime, our superintendenthas been vocal about how excited she is
because the more migrants we get,the more money we get from the state.
She's made statements that the goal willnot necessarily be to educate the students
anymore, but to make everyone feelsafe and welcome. And obviously, you

know for us this is not anacceptible standard for those of us that already
have kids in the school would clearlymean that the select Board has felled their
promise that that's that's what the standardis going to be. And the superintendents
also stated that the class sizes willbe increasing, which would be another sign
of a dropping level of the quality. And then another taxpayer recently scheduled office

hours is one of our select boardmembers during that meeting. That's like remember
expressed for excitement and the fact thatthe town will get more money from the
state for migrant students than they willfor taxpayer students. So, after all
the promises of not compromising the schoolquality, every private school within commuting distance
at Norfolk now has been inundated withapplications from Norfolk. My family is one

of those applicants. My wife andI are now in the process and rolling
our first grader, our son,in a Catholic school that will cost us
ten thousand dollars a year. Ihave two other children behind them that aren't
even in kindergarten yet, so allcombined, we'll be paying probably around four
hundred thousand dollars or more for ourkids like kindergart in the twelve education.

You know, we moved to Norfolkbecause of the public schools. We're expecting
that number is going to be zero, and we really can't believe we're actually
being forced into pursuing their educations atthese costs. So that's that's what we're
forced to do. And there aremany many filmies like us in Northwolk.
Tax players across the town no longergoing to be using the public schools that
we're playing very high taxes for.It's just so these schools can be now

(22:23):
essentially used as babysitting centers to keepnewcomers feel welcome and safe. So this
is certainly not maintaining the quality ofour schools. And we were really answers
tomorrow from the select Board at themeeting and the answer for this, because
it's you know, now we're pullingthe kids from the school, so where's
the promise that the school quality isnot going down. That's that's what we're
looking for. Well, good luck, good luck with that, Jack,

you'll comment on much. Steve hadto say. It is a very powerful
presentation. See, yeah, he'sabsolutely right. And tomorrow night I'm going
to make a pitch at the selectBoards meeting and I hope they take it
seriously, and that is we're goingto need metrics. We're going to need
we're going to need a police blodderof response times before the site opens up

and a police blotder every week publishedon a website, on a town website,
that shows how our safety is beingimpacted. Likewise with the fight department,
our response time for ambulances, whatis it now, what will it
be after the site opens up.Likewise with the education system, what are
the metrics that show the quality ofeducation for the Norfolk students is staying the

same or going down? All ofthose things should be on public record,
posted every week. There are townsalready. I lived in one Mansfield where
they used to publish the police blodderevery week in the newspaper. We don't
do that for some reason. Ithink it's mandatory that we do it.
Now. We have to measure whatthe effect of this prison shelter is having

on the quality of life in thetown. And I think that's what we
absolutely have to do. Well,I think that's I happen to think that's
a great idea. I will justtell you this. I will bet you
that your Bordiscment are going to comeup with some strong and dance about how
that that's in position on the privacyof the migrants. They anticipated they'll get

the lawyers to write a paragraph.You watch yea one more thing about doing
I wanted to say, sorry,Jack One, what thing I wanted to
get about the school is no masslaw requires vaccine in the schools. But
but we're we told out by asuperintendent they need to get the newcomers in
asapp and worry about the vaccinations afterthat, which you know, aside from
the education standards, that's that's awhole new other concern for any of us

parents to worry about now is youknow what kind of diseases will they be
exposed to? And who's been vaccinatedand who hasn't. But see remember this,
if if you're some you know,an orthodox religious person, maybe an
Orthodox to or you know a Christian, and you tried to your kids to

go to school without vaccinations, you'dhave all of the people are who are
supporting more migrants, who are goingto try to keep your kid out of
school because that your kid represents aclear and present danger to the other children
who are all vaccinated anyway. ButSteve, you're right, there is a
Massachusetts state law that says every childentering school has to have a TV test,

depending on their age, whether it'sa blood test or a swipe,
they have to be tested for TBand with the overcrowding in a facility it's
supposed to only hold two hundred andseventy seven and now it's going to hold
four hundred. Any disease, eventhe flu that gets started over there is
go to move to their facility likewildfire. So I think the vaccinations are

even more important than before. Steve. I appreciate you taking the time to
call. You made great points bythe way. I know it's going to
be a burden to pay for it, but your kids are going to get
a better education in those Catholic schools, those private Catholic schools. Then they
will. They will, but Iwas seldom we could at least get the
middle school for for those costs startedkicking in. Well. The other thing

too is you know, with multipleas kids, you can go in and
you can negotiate with some of theCatholic schools and say, look, I
kind of afford to have two kidshere paying twenty thousand, you know,
ten thousand a piece. You knowthey want to maintain their their their student
base as well. So I wouldn'tjust I would go and do some negotiating

and and sometimes you can, youcan be successful and save a little bit
of money. Thanks. That's that'sa good idea. Thank you. Yes,
there's nothing wrong with asking. Imean they're not going to be able
to raise the tuition on you.They're going to say, you asked for
a low tuition. We're going toraise it a thousand dollars. Don't ask
again, we'll we'll raise it twothousand dollars. No. Thanks Steve,

if this was a law that wasvoted on in nineteen eighty three, why
can I not be voted on againto either amend it or get rid of
it? And who would have todo the voting on it? Very simple,
very simple. All you'd have todo is have the legislative, any
of the legislature. Nothing happens atthe legislature without the Speaker of the House

(27:33):
and the Senate President agreeing on legislation. That's just the way it works at
the legislature. You can have anindividual legislator file a piece of legislation,
but it will get referred to committeeas where bills go to die. That's
the dirty little secret up there.You never even get a vote on it.
Okay. But if either the HouseSpeaker or the Senate President Speaker of

Mariano or Senate President Karen Spilker lookan interest in this and said, hey,
look we got to stop the bleeding. It cost the taxpayers one billion,
that's one billion with a B thisyear, and it cost the taxpayers
another billion, one billion with aB next year. And I'm the phone
with Dan Ray was that No,my daughter was asking me a question.

Oh okay. She was wondering whoI was talking to. She thought I
was talking to myself. I canremember when Dan was a very young reporter.
He used to sit in front ofus at Saint James Church on Sunday.
My husband worked for the railroad,so sometimes we would go to Sunday
Mass at Saint James. Yep,he was a very very young man.

We're all were younger then. Butthat's okay. Yeah, I'm a very
old lady. Now so, butI was just wondering, if it's a
man made law, why why Wellyou're asking, You're asking the perfect question,
because if the legislature wanted to getup on it, hind legs and
say wait a second. This lawwas passed in nineteen eighty three to help

Massachusetts residents who are hitting upon toughtime, particularly pregnant women, women with
children who you know, were reallyand in some cases probably facing the potential
of domestic abuse. It's a greatidea great law. Governor Dakaka signed it.
Now it's been on the books,and now it's being interpreted to help
anybody who arrives at Logan Airport andthat and you need some you need some

leaders up there, some legislative leaderswith some backbone, and right now there's
not a lot of spines up onBeacon Hill. It appears that it appears
that way. But again, whatyou should do is find out who your
state representative is, and you andyour husband and your daughter should let him
know or her that if they don'ttake some some sort of action here or

attempt, they have the ability togo to the Speaker of the House or
to go to the Senate President.You you walk up there and you try
to get an audience with easy toget an audience with the Pope than with
the Speaker of the House or thesecond resident. It's true. Yeah,
well, I was just curious asto how you know it could go about.

You identified it. You your questionanswered itself. But you've got to
have some people out there who arewilling to step up and represent the interest
of this. I mean, whatabout all of the people who call you
know, not a lot of themrecommend that they would be doing that,
you know, they just so myadvice to you is to I mean,

not want just one person. Onelegislator is ant going to do it.
But again, as a group,we have a fairly big microphone here,
and I encourage everyone to call thesestate reps and to let the state reps
know next time you run, Iwill vote for anyone in the ballot other
than you. If you don't dothis and don't give me some you know,
some some form letter that says I'veread your concern and I share all

of your concerns about this important issue, and I want to assure you that
under my leadership, I will belooking at every possible option which might address
the legitimate concerns that you have madethat you have have sent to me.
You know, it's all it's allsmoke and mirrors, is what it is.

You gotta let it like that,and the average person is wow,

driver from Ecuador. You have aboutseventy five thousand people every year in America
who would die, and that's terrible. But there's American citizens doing that too.

fact that in America we have murderersand rapists and bank robbers. That's horrible,
But we don't need more people cominginto the country and who we have
no idea what their intentions are.President Biden has opened up the borders three
and a half years ago. Therehave been like eight million people who have

come into the country that we knowabout in another two million called get it
who got away? But that's awhole different issue, the issue with it.
But it's from that issue. Thisis where the issue springs from.
Jeff is armed and we should betalking about that and not the housing issue
right now. We talked about thatalready. Here needs somewhere, some places
to live. And I agree that'sthere's plenty of American citizens. That woman

said, you know her friend andyour friend, you know, destitute home
home, homeless veterans. Women shouldhave the hYP your id, throw your
id in the fence, go tothe border, throw your id in the
fence, come in and pick anew name, say you came from another
country. I think that's a littleyou know, we we joke about that,

but I think that's a little unrealistic. Jeff, Okay, I don't
know if your fingerprints on him thesystem. Why not, Jeff? Why
should you have to do that?Why is it taking advantage of a law
that's on the book. Well,we're supposed to be a country of laws.
We're supposed to follow the laws,and we're being inundated by people who

have no concept of what it meansto follow the law. We're getting people
in here. We were told bythe state that all these screening process we
were we were told by the statethat all of the people were getting have
been screened and been vetted, andthat they have no criminal records, they

have all been vaccinated, and theydon't have any communicable diseases. Then you
hear about AWE and we asked themhow how is that? How is that
possible? And they said, well, the federal government vetted them for us,
the federal government, they can't vetthem themselves. Look at these things
that Dan just brought up. RachelWarren was murdered, the mother of five

from with an l Salvador. Howcan they possibly vet somebody who doesn't have
any records from Kajika stand some otherstand. They have no idea Once there,
you know, is it coming infrom another foreign country? We have
no idea who were letting it?And they had I used as the police
officers. You can if they're froma foreign country, how are you going

to get the information from Taika stand. I'm not gonna look you can't.
But this country was canmed on immigration, legal immigration, legal legal immigration,
right, Yeah, immigrations, andso the only law other breaking is coming
into the country. But once theycome into the country, if they fought,

if they're a law a bonding citizen, and they followed the law,
what's the problem. What's the issue. There's a huge issue. There's a
huge issue. We're paying far.That's the issue. Citizens don't want to
work. That's why that is,Jeff, I'll tell you, we just
see the problem very differently. Thereare tens of thousands of people around the
world who are attempted to comply withour immigration law by going to the US

consulate in their country and requested theproper papers. Many of the people who
am the most strongly opposed to illegalimmigrants, unlike you and me, are
not American citizens. They're people whohad done it the right way. And
you know what, I employ alot of a lot of immigrants and they're
all legal. Well, good foryou, good for you. But there
are other people, and that's allI can find, the people to work.

People from this country don't want towork. Well, why don't we
do this, Why don't we justclose up the country and let's all go
back home to where we came from. Jeff come on, you know you're
you've got a problem finding people towork. Pay them more, pay them
more, everybody. Well if if, if you double the pay for your
