Usually we'd catch up with the Lord Mayor combat Scarlets
at this time on a what day is it Wednesday?
Wednesday morning? But joining me in the studio is the
CEO of the City of Darwin, Simone Saundas. Good morning
to you, Simone morning, Katie. Thank you so much for
joining us this morning while the Lord Mayor is away. Now,
firstly I might just get a bit of an update

(00:21):
from you if I can, in relation to the to
the stray dog attack that happened in Nightcliff over the
course of the weekend.

Speaker 2 (00:28):
Yeah, so the dog has been impounded at the city
of City of Darwen and what the team now do
is undertaking investigation. The first part of that will be
to see whether it's actually Michael Chip tagged and whether
it does have an owner and that that process. They'll
run through that process for the next period of time
and then provide it provide an update.

Speaker 1 (00:48):
And at this point in time does it seem as
though it's god a owner.

Speaker 2 (00:51):
Look, I don't know as far as the details. They'll
they'll look at all different avenues to find a potential
owner owner for that animal. But at this stage we
haven't got we haven't identified somebody yes.

Speaker 1 (01:03):
What I mean is what's going to happen. I guess
with that dog in the sense that it was from
all accounts, a pretty brutal situation where it has attacked,
you know, a person and a dog unprovoked in any way,
shape or form.

Speaker 2 (01:17):
Look, we really have to allow the investigation to go
through from start to finish. If though, however, we have
certain situations where there is really really serious dog attacks,
the dogs may be euthanized as part of that part
of that process. And we've also got last night at
council meeting, a council unanimously endorsed our new bylaws, which
means that from October this year will also see some

(01:39):
strengthening in relation to the categorization of dog attacks and
also an increase in the penalties for dog attacks and
owners that aren't you fencing, fencing the er properly and
making sure that their dogs are contained either within their
home and when they're on leashes.

Speaker 1 (01:54):
Okay, so those penalties will be increased from.

Speaker 2 (01:57):
From the second of October when the by laws become effective.

Speaker 1 (02:00):
All right, someone I do want to ask, I understand
that parking fees, well, we're going to start to be
charged in the city on Saturdays in central areas. That's correct,
isn't it.

Speaker 2 (02:11):
That's right. So it was, it's part of the municipal
plan and it's in the public domain. But it will
become effective on the first of first of August. Parking
will be reintroduced just in Zone A, so just that
the Central Business District, and it will be two dollars
per hour CAUP to the time limit. You can stay
for a maximum of four hours. Look, we receive some

feedback from business owners in the area that sometimes we've
got people parking overnight in the city in those prime
prime areas, and also workers or other people staying for
the whole day. So really to get the turnover if
you want to pop in on a Saturday morning, go
into your favorite store, get something to eat. We really
want to free up those spaces to move, you know,
move people around that that central business.

Speaker 1 (02:52):
Because it was done. It was really done in good will,
you know, at a time when when I guess we're
trying to attract people into the CBD to get them
hopping on a Saturday morning, but it sounds as though
some people aren't using it in the appropriate way.

Speaker 2 (03:04):
Yeah, I think that we are finding that people are
staying all day in those spaces and not allowing traffic
to flow to come into those businesses. The other thing
is that it's still free in zones B and C
on a sunurday, our off street parking is all still free.
We'd really encourage people, if you are leaving your car
in town over the night overnight to use those other
zones rather than rather than the Zone A to free

(03:26):
up that activation of that space and the business visitation.

Speaker 1 (03:30):
So simone, what day, sorry, does that do those fees
come into play?

Speaker 2 (03:33):
It comes into effect on the first of August, and
there'll be some communications, all the signs will be updated
in preparation for that over the coming period of time,
and all the pace days and everything else supporting that.

Speaker 1 (03:45):
Do you reckon there'll be any backlash from the community,
you know, people sort of turning up to the CBD,
then realizing they've got to pay, or maybe not realizing
not paying and then ending up with a fine.

Speaker 2 (03:55):
I think when it does come into effect on the
first of August, our ranges will take an education process,
will take a bit of time for the community to
become used to it, and we'll use it, you know,
an educative approach in that regard.

Speaker 1 (04:05):
Okay, now a bit of an update or I'm keen
to see if there is a bit of an update
when you talk about the Esperanade and the fact that
there has been plans to heritage list the Esperanarde. The
Property Council joined us on the show yesterday Ruth Palmer
and said that they are quite concerned about this. I
know that it's something that the Lord Mayor Convat Scalis
had said to us that he was quite concerned about

as well. From your perspective as the CEO, is there
any update on this proposal to heritagely see Esperanard.

Speaker 2 (04:34):
There is actually a court order that's currently in place
that puts a halt on the current process, effectively meaning
that currently the Heritage Council and the Minister are able
to make a decision on the listing, they're not able
to not at the moment until after a direction's hearing
which has been set for the thirteenth of July, and
after the directions hearing, City of Darwen, you know, needs

(04:57):
reasonable time to be able to consider the broader proposal
also seek some stakeholder feedback. This land includes City of
darwin Land, but also private land and businesses as well.
So it's a very very broad area that's being proposed
as part of that remint.

Speaker 1 (05:12):
And I would imagine that when you sort of look
at it from a real sort of operational perspective, if
it's City of Darwin Land, that then it gets heritage
listed against the City of Darwin's will. Who's meant to
maintain it? And can you maintain it and do all
the different things that you've been able to do over
previous years.

Speaker 2 (05:27):
Look, I think the maintenance of it you can absolutely
continue to do. But I think the challenge becomes that
extra layer of anything that we want to do to
develop that area. And I'm not talking about necessarily big,
heavy footprint development, but we're talking about activations, festivals, like
low footprint activation of the area. It really would be
be quite unprecedent, and if we look around other capital

(05:48):
cities and jurisdictions, you know, the great development on prime
waterfront land really does change the nature of the city
and it really will help to activate the whole city
and increase business, visitation and everything else on that beautiful area.
But done respectfully, which City of Darwin's absolutely committed to do.

Speaker 1 (06:07):
And it sounds as though you've done a bit of
research anyways to what goes on interstate. I mean, have
we got a situation where any other any other esperanads
interstate are heritage listed? Do you know?

Speaker 2 (06:18):
Look, to my knowledge, there's nothing of this magnitude that
I'm aware of, So it's probably just that it's the
broad remit of the area that's been looked at, and
it does. It's interesting where the boundaries actually start and finish.
So certain areas the waterfront, you know, some similar potential
military history, etc. But it is interesting where the boundaries

(06:41):
start and finished, and probably more about private land where
we've already got business operators is really concerning.

Speaker 1 (06:47):
Yeah, So that direction's hearing is due to happen a
little later next month or part way through next month,
and then I guess you'll have a better idea of
where things will go from there.

Speaker 2 (06:55):
Correct, And the Direction's hearings in relation to what Lord
Mayor's already spoken about. But the process City of Dulwin
does not believe the process to get to us to
this point, and the communicators, sorry, the consultation and following
the legislation has actually been adhered too.

Speaker 1 (07:10):
Yeah, I've got to tell it. I was pretty surprised
when I actually saw it just pop up as an
ad in the NT News and I thought, hang on
a set, we're heritage listing the whole of the espanat.

Speaker 2 (07:18):
So the first that City of Darwin heard about it
was on the fourteenth of April bye by way of
by way of that listing and a letter. At that time.
Prior to that we had we had no visibility or
knowledge of it.

Speaker 1 (07:30):
Well, it sounds like a very interesting situation, and we'll
stay on top of that, and I've no doubt that
we'll talk to you again about that one at some
point some home. I do want to ask, though, I
know that there has been a request for proposal which
has been issued for Bundilla Beach, what exactly is this
all about?

Speaker 2 (07:46):
So City of Darwin is commencing the master planning process
for Bundilla Beach, which is you know which will be
great for the community and that you know the future
for that whole area. So we're seeking proposals from businesses
to actually undertake the master plan and the engagement process,
and the request for proposals close on the thirteenth of July.
What that then means is that community engagement will start

(08:09):
mid September and run for about four weeks, so community
at that time will absolutely will be seeking feedback and
we want to hear from the community on what they'd
like to see you see in that space. More broadly,
some of the things that are within the Northern Church
Government grant funding which will be absolutely within stage stage
one of that considerations include there's green space, basketball courts,

(08:32):
power bollards for food, vans, upgraded toilets and paths and parking.
But what we will look to do is do a
broader master plan that goes probably three stages and gives
us a real future vision and we'll look to do
stage stage one with that funding and.

Speaker 1 (08:47):
Someone does any of that include the V park that
we've heard a lot about in recent weeks and months.

Speaker 2 (08:53):
So the r V park was a trial arrangement and
we actually received advice from the Ministry yesterday that the
accept under the planning scheme has not been granted to
the City of Darwin, so it means no RV park
for this so it's not happening a stri season and
council will look to revisit options later in the year.
And we'll continue to still work in relation to the

(09:14):
Northern Territory government's drive strategy in what they call Freedom
Campus and how we get more RVs potentially within the city.
But no, definitely not for this Strive season and not
at Bundela.

Speaker 1 (09:25):
Okay, so the Minister has knocked it.

Speaker 2 (09:27):
Back yesterday we received that advice.

Speaker 1 (09:29):
Yes, was that disappointing for the council.

Speaker 2 (09:31):
Look, we respect the minister's decision in relation in relation
to the planning and I think we'll look, like I said,
revisit it later in the year and potentially look at
other options for r V and those freedom campers within
the city and close to the city in our festivals
and events.

Speaker 1 (09:46):
Yeah, because that's some of the feedback that we've actually
received to the show, is that there are people that
do want to see an RV park and that there's
not enough around the Northern Territory in terms of places
where they can actually stop and stay safely when the
really quite self sufficient.

Speaker 2 (10:01):
Absolutely, and if you look at the Anti government's tourism
drive strategy, the section of Freedom Campus absolutely identifies that
we need to encourage more freedom campers are vs within
the within the Northern territory and have places where where
people can can come and you know, linger a little
bit longer in our cities and towns.

Speaker 1 (10:19):
Yeah, some before I let you go. Territory Day on Saturday.
Obviously it's a fun time if you're you know, wanting
to let off some fireworks and that kind of thing.
But I would imagine a pretty busy time for the
council in terms of the cleanup afterwards, is it.

Speaker 2 (10:33):
Yeah, Look, we encourage everybody to celebrate safely. Please take
your rubbish and look after a municipality and also your pets.
We will have a monitorium until the third of July
on the fees within our within our pound environment for
any dogs that we do pick up. One of the
great things though, that we signed a memorandum understanding two

(10:53):
days ago with Northern Church Government Corrections, and that's actually
a five year agreement where low security prisoners are going
to assist within the municipality with rubbish collection maybe after
festivals and events and also in some of our key
reserves and parks East Point, et cetera. And that we're
going to have four crews provided by Corrections as well

(11:15):
to assist with that Sunday cleanup for Territory Day, which
is great and I think, you know, a real, real
benefit for the whole of the community.

Speaker 1 (11:23):
Right, So that's going to start from basically this weekend.

Speaker 2 (11:25):
Yeahs for Saturday where we're started MU signed and that
arrangement will continue for five years. So we really appreciate
the commitment from Corrections and the Northern Territory government and
also the opportunity I guess for low security prisoners to
participate in a work environment and have that certificate of
participation from City of Darwen as well.

Speaker 1 (11:45):
And someone I know that that is something that conbat
Scalas have mentioned to us before that he would like
to see. I guess there might be some people in
the community who are thinking, oh goodness, me prisoners out
you know, collecting rubbish. Is this going to be saved?
But we are talking low security prisoners, aren't.

Speaker 2 (11:58):
We absolutely low security prisoners and Corrections has they'll supervise
the crew and City of Darwin will assess the work
areas and they've been really careful to select the locations
for crews in our beaches and foreshows and parks. So
there's been a lot of consideration in bringing that agreement together,
just very quickly.

Speaker 1 (12:18):
You said the moratorium when it comes to maybe dogs
escaping on Territory Day, it's a terrible time for some
of our pits, you know, in terms of them getting
out and then winding up goodness knows where. So if
they do get picked up by the pound or if
they end up in the pound, won't be charged to
feed to just say no.

Speaker 2 (12:33):
Up until the third of July, we won't be charging
fees for dogs that we do pick up during that period,
but we really do again encourage yeah, celebrate safely and
keep your pets indoors during that time.

Speaker 1 (12:44):
Do you wind up with a lot of a lot
of animals.

Speaker 2 (12:47):
Yeah, Look, there is absolutely an increased influx of animals
into the pound and we've got additional ranges on over
the weekend and additional animal management cruis as well to
help support the community. Yeah.
