Speaker 1 (00:00):
Early last month, the Northern Territory Electoral Commission Will had
to restart the boundary redistribution after an administrative error. In
a pressure release at the time, the Northern Territory Electoral
Commission said that they'd failed to meet the legal requirements
of the Northern Territory Electoral Redistribution and the whole process
had to be redone for the redistribution to be lawful.
(00:21):
Now joining me on the line is the Northern Territory
Electoral Commissioner Ian Logan. Nathan, good morning to you.
Speaker 2 (00:27):
Ian, Good morning Katie now and where.
Speaker 1 (00:29):
Are things at now with this process?
Speaker 2 (00:33):
So Katie, what happens today is that the first report
for the redistribution has been released and it's on the
NTC website and certainly that report that's going to propose
some changes to electoral boundaries that'll impact the election next
year in August.
Speaker 1 (00:52):
And what are some of those proposed changes that are
in that report?
Speaker 2 (00:57):
For some of the changes so as they relate to Dale,
Darwin as a whole is approximately two and a half
thousand electors below quota, so there's been some adjustment to
the electoral boundaries within the Darwin divisions and moving some
electors from Palmerston to to sort of balance electors overall
(01:19):
in relation to Palmerston. Palmerston is approximately a thousand electors
over quota and we have the rural divisions about two
hundred and fifty under quota. So the proposal that we
have is to move Marlow Lagoons to Nelson and there's
adjustments within the Palmerston divisions to keep the suburbs in
(01:43):
the same divisions.
Speaker 1 (01:44):
So what area does Marlow Lagoon currently sitting?
Speaker 2 (01:49):
What electorate is So currently Marlow Lagoon is in the
division of.
Speaker 1 (01:52):
Spillit, Yeah, right, and so the proposal is that it
moved to Nelson.
Speaker 2 (01:57):
That's correct.
Speaker 1 (01:58):
And so what about then you'd said that Darwen, we're
like we're low on you know when it comes to
those numbers. So presumably some of the Palmerston area or
somehow that will change to actually be included in Darwin.
How would that work?
Speaker 2 (02:13):
That's correct. So at the moment you've got areas like
in the Berrama and in the North Quest area they're
currently in a Palmestan division. They will move to fong
lim or it's proposed to move to fong Limb. Under
the first proposal, interesting.
Speaker 1 (02:31):
So what's the process now in terms of that first
proposal coming out or the report coming out? What's you
know what feedback? I guess can what's the process for
people providing feedback?
Speaker 2 (02:42):
So the process is that people have till the twenty
ninth of November. They can obviously email us their suggestions
and the committee will look at those suggestions and then
print its next report.
Speaker 1 (02:59):
And how de has this been as a result of
that former administrative era, Katie.
Speaker 2 (03:06):
We would have hoped to we would have without that
eraror we would have produced the final boundaries in October.
We are hoping that we can produce the final boundaries
in early December.
Speaker 1 (03:18):
And do you reckon that gives people long enough?
Speaker 2 (03:22):
As I said that these boundary changes won't have an
impact until the territory election in August next year. Certainly
you know that there certainly has been I suppose the
word for it, it's been unfortunate, but we've made an error.
We've been upfront in relation to the era, and we're
(03:43):
certainly trying to move as quickly as we can to
finalize the redistribution process.
Speaker 1 (03:47):
So in just going through those different areas that may
change or those different electoral boundaries that may change which
seats are in for sort of the biggest shakeups from
the draft report.
Speaker 2 (04:00):
Look, certainly the seats in Palmerston. We'll see some changes
in terms of the Ruld. Sorry, in terms of the
remote division, the division of Malka is currently fifteen percent
over quota. I should probably sort of said right at
the beginning that the quota is the average of electors
per division. So what we're looking to do is what's
(04:22):
proposed to do is move some electors from Malka to
the division of Arnham and that we'll see that that
will still leave both divisions over quota.
Speaker 1 (04:31):
All right, So that's sort of in the more remote
area you said as well, some changes in Palmerston by
the sounds of it, for more sort of towards Darwin
or more inner city. It'll be more picking up some
of those people from other areas.
Speaker 2 (04:47):
Look, that's correct. So, like I said, we're going to
move some electors from Palmerston and some electors from Nelson.
We'll move into Darwin divisions and then there's some adjustments
in relation to the boundaries within Darwin to balance electors.
We've seen significant growth in the New Head area and
so that leaves the division of one guri over quota.
(05:10):
So there's some adjustments there to balance selector numbers.
Speaker 1 (05:14):
Now, and I know there'll be some people listening who
their eyes will be glazing over a little bit hearing this,
thinking how does it impact me? But the fact is
it's going to impact plenty of different areas in the
sense that you need to know who you're planning on
voting for, So you need to know which area or
which you know electra you fall into. If people are
(05:34):
listening this morning and they want to sort of check
that report out, I know a lot of the political
pundits will have already done so, but where can they
head to?
Speaker 2 (05:42):
Certainly they can go to the NTC website. The report
is up, there will be up there shortly, yep. And
they've got an opportunity to provide some comments. Just you know,
this is a first proposal, so the process is that
people can review the proposal, give us some comments before
(06:04):
the proposal is finalized. Can I say to our territory
electors are certainly in the lead up to the election,
there will be a campaign to let people know in
terms of which division that they're enrolled, so that people
are aware, especially those that have moved division in terms
of who they possibly will be voting for in August
(06:25):
twenty twenty four.
Speaker 1 (06:26):
YEP, Well Northern Territory Electoral Commissioner Ian Logan Nathan always
appreciate your time. Thanks very much for having a chat
with me today.
Speaker 2 (06:34):
Thank you, Katy, thank you
