court made the ruling today. He had been ordered to

The appeals court judges said the penalty is an excessive
fine that violates the Eighth Amendment of the United States Constitution.
State Democrats in California are hoping to redraw their congressional
maps in retaliation to Texas Republicans passing their own maps.
The Texas State House approved redistricting legislation yesterday after weeks

of trying to do so, with Democrats leaving the state
to break quorum before eventually returning. Today, California lawmakers will
take up three bills that would create a special election
to pass an amendment to replace current congressional maps through
twenty thirty. President Trump is reportedly pressing Russia and Ukraine
