New Mexico's governor declared a state of emergency due to
widespread violence and drug trafficking affecting a significant portion of
her state. Governor Michelle Luwan Grisham unveild this comprehensive emergency
declaration for the troubled Rio Ariba County, which encompasses two

(00:24):
Native American pueblos. This county, extended from Espinola to the
Colorado border, has consistently faced some of the highest rates
of opioid overdose deaths in the nation. Grisham noted that
local officials have urgently requested help in confronting these challenges,
stating that the threats to public safety have quote overwhelmed

(00:46):
local resources. When our local leaders reached out for support
to safeguard their communities, we acted swiftly and decisively. Grisham
remarked in a statement, we are committed to deploying all
available resources to assist our local partners and restore safety
and stability to the areas most severely impacted by this crisis.

(01:09):
The emergency declaration allotted seven hundred and fifty thousand dollars
to the Department of Homeland Security and Emergency Management to
facilitate coordinating response efforts and provide resources to the affected communities.
Grisham highlighted that arise in criminal activity has led to
increased homelessness, family instability, and fatal drug overdoses, placing immense

pressure on local governments and police departments that have sought
immediate state intervention. In the past two years, police calls
in Espanola and its surroundings have more than doubled, with
dispatches to local businesses quadrupling in the same timeframe. Currently,
Rio Ariba County holds the highest overdose death rate in

(01:53):
New Mexico, with residents grappling with addiction to fentanyl and
other illegal substances. While while there have not yet been
any calls for troop deployment in the county, the emergency
declaration enables authorities to activate the National Guard if necessary.
The emergency funds will assist local law enforcement agencies in
covering overtime costs, acquiring equipment, and coordinating police efforts. According

(02:18):
to a spokesperson for Grisham, the tribal governor of Santa
Clara Pueblo, located near Espinola, urged the state to tackle
the growing public safety crisis stemming from the rampant use
and abuse of opioids and alcohol within the community. The
Pueblo has spent thousands of dollars trying to manage this
crisis and to protect Pueblo children who are directly and

(02:41):
adversely affected by apparents or guardian's addiction, stated Santa Clara
Governor James Narenjo in a letter to Luwan Grisham in July. However,
we are not isolated in this community, and the causes
and consequences of fitnail and alcohol abuse, along with the
increased crime rates, ripple through the broad community, he said.

(03:01):
Grisham's emergency declaration follows her decision to deploy the National
Guard to Albuquerque in April in response to a surgeon,
juvenile crime, and fentanyl use. The National Guard's role included
scene security, traffic control, and prisoner transport assistance, focusing on
support tasks that would allow Albuquerque Police Department resources to
