There has been a big issue that has come about
that is now turning into an even bigger nightmare than
what we realized, and that is the number of commercial
driver's licenses that have been deliberately given out to illegal immigrants.
We know it was deliberate because many of them receive
their driver's license, their CDLs under and I'm quoting no

putting out this statement about what she has found out
that is happening in New York State. And remember, if
you get a CDL in New York, there's a very
good chance that you're going to be driving that cargo
around the country. So you may say, well, this is

and we are witnessing it take lives of Americans all
over the country. I want you to listen to her statement.
She says, quote the worst governor in America. Hochel has
certainly fallen a long way from her start in Buffalo

when she opposed driver's licenses for illegals in Erie County
Cleric's office. At every opportunity, the governor Hochel has turned
her back on New Yorkers to bend the knee to
the radical far left of the Democratic Party that puts
illegals and criminals first and hard working lawbody New Yorkers last.

The latest bombshell discovery is that the governor and her movement,
Governor Hochel as a dangerous and irresponsible quote green light
law that allows criminal illegal immigrants. I'm going to say
that again, allows criminal illegal immigrants to be issued commercial

driver's licenses, in some cases shockingly labeled no name given,
allowing them to operate eighty thousand pound commercial vehicles across
the country. That is the part of this that you
need to understand. When there is lawlessness in New York,
it can take your life wherever you're listening right now.

She goes on to say, in a statement, Oklahoma's governor
and law enforcement confirmed that multiple criminal illegals holding New
York state CDLs were apprehended driving commercial trucks across state
lines during a targeted ice operation. Now, this is an

operation that would be damn near impossible to do in
New York. That's why they had to do it in Oklahoma,
where you have a governor that was willing to abide
by the law and enforce the law. Back to her statement,
she said, quote, this is exactly the danger that happens
when are left democrats like Governor Hochel turned their states

into sanctuary havens for illegals. Kathyochel's sanctuary green light law
is not only a threat to New Yorkers, it is

back to what Sean Duffy had to say. He said
it's time for the federal government to stand up to
these illegals, and it's time for us to stand up
to the radicals in the government. Those radicals in our
government that have been handing out the CDLs like candy.

We have launched a nationwide audit of non domiciled CDLs
to get to the bottom of what we think is
causing this crisis. We've heard from truckers and safety advocates
and news reports that something was seriously wrong. It was
alleged that the open border policies of the last administration

has led to an exploitation of our nation's Truckee licensing system.
So today I'm here to tell you after our audit
that those reports, they're all true. What our audit has
already discovered should anger every single American. So here's what
we've learned. We just want to walk through it first.

Our audit revealed a systemic breakdown among states to follow
the law and issue licenses properly. States are failing to
follow even the most basic procedures. We even uncovered widespread
procedural airrors, computer programming flaws, and a gross lack of
oversight in the states that issue CDLs. This means that

thousands of licenses that should never have been issued actually
were issued. States are issuing licenses that extend months and
even years beyond a driver's lawful presence in the US,
this is a direct incentive to stay in our country
illegally beyond their off rise work permit. They have driver's licenses,

so in some disturbing cases, they have failed to validate
a driver's lawful presence before handing them a commercial license.
It steeply disturbing. But even worse, our second finding was
that the current federal regulations are allowing dangerous, unqualified drivers
on American roadways. This means that even when the rules

are being followed, dangerous individuals who shouldn't be near a
big rig are getting behind the wheel and causing crashes
on our roadways. Eligibility requirements are deeply flawed, and they're
way too broad. They are simply not strong enough to
prevent more of these horrific crashes from occurring in America.

The system it's failed, and it's a national emergency. So
the combination of a catastrophic failure of states to follow
the law and a broken system has created an imminent
hazard to a man travelers. That is why today I'm
announcing two immediate major actions. Number one, we're issuing an
(08:07):
emergency rule that fundamentally overhauls who is eligible for a
non domicile CDL. These tighter federal standards they're going to
keep Americans and families safe on our roadways. Now, this
is not a proposal. This is a final rule and
it is effective immediately. Jesse's going to go through those

details and just a little bit, but here's the bottom line.
Non citizens will not be eligible for a CDL unless
they meet a much stricter set of rules.

It is insane, as you just heard the Transportation secretaries
say that states are not only issuing CDLs to people
who are in our country illegally, but thousands of licenses
are issued that should never have been issued. Gavin Newsom's
California is he describes the worst offender, and he said,
we must stop this, even though so many of these
(09:06):
states are just handing them out like candy. Many of
them can't even speak English or read the signs on
the roadways. So what does he say about how we're
going to stop it? Listen carefully.

Second, all states must immediately pause the issuance of non
domicileed CDLs until they can comply with our new rules.
My message it's very simple, get into compliance now, or
we'll pull funding and we'll force you into compliance. Nowhere

in the country have we found a more egregious licensing
situation than in the state of California. That's why the
second action we're announcing today, it's an additional enforcement action
against California. So for two weeks, FMCSA investigations were on
site in California actually looking at their records. So we

took a random sample. Investigators found that more than one
in four non domiciled CDLs were issued in direct violation
of federal safety standards. So let's just put that another way,
over twenty five percent of these licenses they were issued illegally.

They were issued illegally. This is what anarchy literally looks
like on our roadways. You go through the whole list
of states that are not following procedures. Eligibility requirements are
literally a joke, no name given you got. California is
the worst defender of all and states just handing them

out like candy to people that they know not only
are in this country illegally, but our criminals have criminal records.
You want to talk about putting illegal immigrants to the
head of American citizens, this is the definition of that. Now.
Sean Duffy, by the way, was not done with what

he had to say in that initial press conference. They
then got even more information about the corruption and how
many illegal drivers are on the roadways as well as
how many they're having to pull off the streets. Right now,
here is more of what Seawn Duffy had to say
about that on Fox News Channel.

You do, though, have access to a budget, mister secretary,
and that's something you discussed with us a few months
ago here in Dallas, and that is these states, whether
it be New York or California or Illinois, those were
three states mentioned by DHS Secretary. No, these states need
federal highway transportation funds. Now, this was famously used in
our past to convert all states to a drinking age

of twenty one. You've talked about this. What can you
do to deny funds to, for example, Gavin Newsom in
the state of Californi If they continue to issue CDLs
to people who should not be on our highways.

Yeah, so those states that don't enforce our English proficiency
rules we can pull money from. So I already pulled
forty million dollars from the Avenue sum But now we
look at the commercial driver's license that they issue. We
are doing a review right now. We're supposed to do
that lawfully, and we are doing it. But I anticipate
that one hundred and sixty million dollars will be pulled
from the State of California. And that's just trunch one.

That's only four percent of the money that they get
from us. We'll go on to another four percent after that,
and another four percent after that event. But if it
doesn't get rectified by the State of California and other
huge violators other states, we're going to pull their ability
to actually issue a CDL. You can't issue a commercial
driver's license any longer. We're going to go after the
schools that don't test these drivers to make sure they're

proficiently equipped to operate these big rigs.

We're going to go after them. We're going to go
after every link in the chain that's allowing us to happen,
because I mean, you play these clips on your show,

kids on a Sunday afternoon and they're getting rear ended
by a semi driver who's not paying attention. You have
a guy driving a semi without pants on the stories
are I think would shock the conscience of most Americans.

So how did we get to a point where we're
allowing this to happen? This all goes back to Democrats
trying to fundamentally change this country. And when you are
announcing that there are two hundred thousand non citizens with

CDL drivers that are on our roads, putting our lives
at risk, causing wrecks, not speaking English, cannot read the
road signs, it's unconscionable. Sean Duffy also saying we need
to set up an eight hundred number where truckers can
call in their tips and be able to stay anonymous

because they see this happening. What does the left say
about this? They're furious at the idea. They can't believe
Sean Duffy would actually say this. Aren't these the same
Democrats that had lines set up during COVID to where
you could spy on your neighbor and shut them down
if they were outside or walking or gathering or anything

like that. Am I wrong? Now? The other question is
how do you police this when you have so many
sanctuary states, for example, like Illinois or New York. Is
it going to be that every red state has got
to set up truck inspections at their borders and refuse
entry by illegals with California CDLs because they know they
were giving these CDs out to illegal immigrants. They knew

that they couldn't read the signs on our roadways, many
of them that they had no name given. How bad
is it? Well, here's some more data on what we
found out about Gavin Newsom's California.

A federal audit found California had issued sixty two thousand
CDs drivers who entered illegally john who do not have
a permanent legal status as required by the FEDS. California
sanctuary laws prohibit asking applicants their immigration status. Governor Newsom said,
there's not a problem back to you.

So in California, they deliberately do not ask you deliberately
if you are an illegal imit. They're like, no, we
can't ask you that. We can't ask you that question
at all. No, wait, wait, it's something we're not allowed
to do. Why would you have a rule that dumb.
There's only one reason. The reason why they would have
a rule that dumb is because it's being done by design.

It is all being done by design. They wanted this
to happen. They wanted to fundamentally change this country. They
wanted to give illegal immigrants our roadways. They didn't care
if people were going to die, because if they did care,
they would have said, hey, you don't give out licenses
to people that can't speak English. You don't give out

licenses people that can't even read basic stop signs or
merging or yielding or whatever those signs are. We're not
going to put people's lives at risk. That's what a
sane or normal person would do. But that's not what
they did, not even close. Instead, they said, yeah, we
don't care, bring them in. Now. You may be shocked

by this and think I can't believe the Democratic Party
would do this. Well, they're the ones that sent forkliffs
down to the border to raise up Bob wire to
allow more illegal immigrants into America in Texas. They're the
same ones that knew that people on the terrace watch
lists were coming into America and they didn't care and
they didn't try to stop it. So what is going

to happen next? I don't know. What I do know
is Sean Duffy and others are trying to fix it.

What else besides defunding these states is available to you
to prevent more of this from happening?

So specifically regard well, in regard to our rules, I
already took forty million dollars from the state of California.
I'm doing a quick review of their lack of compliance
for our rules of the ability, and I'm going to

then I have the ability for California to say, listen,
you don't follow any of these rules that keep Americans safe,

We're going to revoke your ability to issue a commercial
driver's license. We have to use every tool in the
toolbox to fight back and push back. But Donald Trump
has said this many times. We have to find the funding,
who's supporting, who's funding all of these organizations with the
ICE tracker, with these protests, we should know what radical

left wing billionaires are funneling this radicalism on our streets
and again not keeping basic Americans straight. And if you
don't think that the American people believe in what Donald
Trump is doing, we had an election, he won the
popular vote, he won the seven key swing states. America
wants us to make sure we get illegals out of
the country, and you do that by way of ice

and aggressive action by Christinome.

twenty five illegals with these IDs solely from California. This
is putting people's lives at risk. And so the California
governor others, you either fix the rampant illegal CDL issue
or you lose funding. Is that unfair? No, what is

unfair is the fact that Governor Knewsom gave out more
than sixty two thousand commercial driver's licenses to I legal
immigrants and we don't know how many of them are
in this country with criminal records. It's a disgusting response.
By the way, from California, Sean Duffy saying, no word
from the California governor, but his staff minions run to

x to deflect from their state's gross incompetence. You want
a fact, Governor, here's one California issue, twenty five percent
of the state's non domiciled CDLs illegally, and Sewn Duffy's
saying in this fix this problem or lose funding. It's
that simple. So there are two different Americas right now.

There's one where Democrats are doing everything they can to
undermine our way of life. They're trying to give illegal
immigrants the ability to drive are eighteen wheelers to get
these commercial driver's licenses and replace American workers by the way,
and putting our lives at risk. And then there's a
Trump administration doing everything they can to protect Americans and

get these illegal immigrants off the roadways. One other side note,
Chinese illegal immigrants are obtaining commercial driver's licenses and landing
jobs in the US trucking industry with support from the
Chinese government and a linked network. We've just found out
we also know these illegal truckers are accessing highly sensitive businesses,

including government contractors. Just think about that. I also want
you to hear what Christy Gnaoam is saying about this.
Is she's saying that the government's cracking down. It's not
just the Transportation Secretary Sean Duffy, but now this is
a homeland security issue. And here is what she'd has
said about Operation mid Way Blitz in Indiana that has

led to a massive amount of arrests.

Now through our two eighty seven g partnership that we
have with the State of Indiana, we have run an
operation recently which has allowed to hundreds of arrests that
has brought people in that are breaking our laws. Through
that partnership, two hundred and twenty three illegal aliens have
been arrested and taken off of our roads. Of those,
one hundred and forty six of them were drivers, That

includes forty six semi truck drivers and another eighty two
of them that were either box trucks, buses, moving vans,
vehicles such as that. The CDLs that were issued to
those individuals were issued from over a dozen different states.
Many of those individuals could have been licensed in a
state somewhere and received their CDL in another state, but

overwhelmingly these individuals have come from sanctuary states such as California,
in Illinois and New York. If you are here driving
on our streets illegally and our highways, you are endangering
our citizens and your days are number numbered. I want
to thank Secretary Sean Duffy from the Department of Transportation

for all of his work too. You've seen him focus
on the effort to get these individuals off of our streets,
and I want to thank him for doing that and
implementing new policies and regulations that will keep our citizens safe.

Now It's clear that Christy Nome and Sewn Duffy and
the entire Trump administration are focusing on this. But there's
also another aspect to this, and it deals with China,
which I mentioned earlier, and I want to give you
more background on this story. Chinese illegal immigrants are now
obtaining commercial drivers' licenses CDLs and they're landing jobs and
the US trucking industry. How they're doing it is with

support from a Chinese government link network. The Daily Caller
News Foundation investigation is discovered. The Chinese American Truckers Organization USA, Inc.
Is a New York based nonprofit trade organization registered as
a five oh one C six that has allegedly helped

over a thousand Chinese students obtained CDLs and has a
one hundred percent pass rate according to its business filings,
social media posts and the website. Videos posts on social
media by an individual who crossed the US Southern border
illegally shows they were able to rapidly obtain California CDL

after taking courses taught by the Catou instructors. Again, that's
the Chinese American Trucker Organization USA Inc. The public safety
concern presented by truckers with unknown criminal backgrounds and driving records.
Is compounded by the Chinese American True Workers Organization's board
(24:01):
chairwoman Jang Hong, who has held leadership roles within organizations
operating as arms of the Chinese government and a Chinese
Communist Party influence known as the CCP, as well as
intelligence agencies called the United Front Work Department the UFWD.

According to the Daily Caller Foundation, quote, no way American
citizens voted for the California gateway for illegal immigrants to
operate heavy vehicles throughout America. That of itself is a
public safety and homeland security concern. That's what Steve Yates,
a senior research fellow for China National security Policies at

the Heritage Foundation, said to The Daily Caller Foundation with
their investigation, quote, having a large Chinese Communist Party tied
network further train, certify, and place their illegal immigrants throughout
a vital surface of shipping routes, urban rule, and interstate

elevates national security risks At a time of high tension,
crisis or conflict with the CCP. What confidence could we
have this network could not and would not use it
against us. Again, this is a very important question. Chinese
social media posts also show that the Chinese American Trucker

Association instructors teach the students about the trucking industry inside
a New York office of Red Apple Employment Agency, which
is also led by Jang and helps Chinese nationals both
with and without proper status fine work. They say for

eighty tw one hundred dollars per job placements. Again this
coming from the Wall Street Journal. Now, while the Daily
Caller Foundation found quote no New York businesses filing for
Red Apple Employment Agency, the agency's office displays signs featuring
both the Chinese American Truckers Group and its name, and

videos posted by them as well on Chinese social media. Now,
this organization and its members have also taught truck driving
courses at seven CDL driving schools at Manassas, Virginia. Videos
within posts of these individuals show the driving school shares

its address with the trucking company the Jang owns called
Red Apple Enterprises, Inc. Again, this is all according to
the business filings and the seven CDO websites. The driving
school where I'm studying has trained over one thousand Chinese students,
one poster says, and not one has felled so far.
That's what one man wrote in September of twenty twenty four,

posts a video featuring the instructors at their driving schools
and saying quote, experienced students can pass in just one week,
while those with no driving experience pass in about a month.
This account, by the way that posts this, is operated
by a Chinese national who traveled up from South Africa
(27:20):
and Central America into North America before crossing the US
Southern border in June of twenty twenty three illegally. The
owner of the count has since referred to himself as
someone who walked the line, which is a euphanism for
illegal migration out of China. A senior research pharaoh at
(27:40):
the Heritage Foundation Center for Border Security and Immigration testified
on this during a May twenty twenty four hearing held
by the House Committee on Homeland Security and the Subcommittee
on Oversight, Investigations and Accountability. So this was all pre
planned by the Chinese Communist Party. We also know is

that roughly eight point five million illegal aliens were encountered
at the US Southern border during the Biden administration alone,
including more than one hundred and eighty two thousand Chinese
nationals from the fiscal years twenty twenty one through twenty
twenty four. That is what a spokeswoman for the Customs
and Border Protection told the Daily Caller Foundation for this expose.

that I just named also featured videos detailing how he
passed the CDL test, had seven CDL driving school and
ultimately obtained CDL qualifications in less than two months after
first announcing he'd received a California driver's license as an

illegal in August of twenty twenty four. More recent posts
by the individual show a driving coach bus with identification
numbers revealing his employer to be NC Transfer, Inc. Which
is branches in North Carolina, New York, according to business filings.
The Trump administration is now ramping up the scrutiny of

the trucking industry following a deadly August twenty twenty five
crash in Florida involving an legal immigrant truck driver with
a California cel. According to the Department of Homelanned Security,
the truck driver's been charged with three counts of a
hicular homicide and a preliminary Department of Transportation investigation allegedly

discovered he quote did not speak English. I would say
just the driver alone is not scary enough on the
national security front. That is what a fifteen year veteran
of the trucking industry said, saying, quote, these guys are
here already, and they're already operating. And it doesn't matter
how many of these trucks you catch or how many

of these drivers you shut down. They're just going to
get hired somewhere else until they start going after the
companies and the owners of these companies and shutting them
down and preventing them from coming back to work. So
the other question you have to ask yourself is how
did China get this much influence? Was it because of
the bribes that the in essence paid to the Biden

crime family. The money that was coming into their family
from China and bad actors was through the roof. But
you got to a us ask yourself this question. How
is Governor Newsom just getting away with this and not
being held accountable for it. We know that it's clear
that the Chinese American Trucker Association is filled and infiltrated

with foreign actors. We know that the Chinese Commis Party
is behind it and advocating for this. We know that
the woman who's the chairwoman of the organization served as
an official in multiple organizations advancing Chinese influence and intelligence
efforts in the US, including one entity that has held
meetings in the New York office shared with the trucking

industry and read Apple employment, and all of the is
now public knowledge. Now among other Chinese government led and
tied leadership positions, the website of a New York nonprofit
called the American General Chamber of Commerce identifies the same
woman that's running this group as its deputy chairwoman, and

they operate a bunch of provisional departments of commerce for
the Chinese Communist Party. So not only are we not
safe on our roadways, but there's a very good chance
that there's an entire fleet of Chinese nationals that are
being run by the Chinese Communist government who know our

secrets of our roadways, whether they're major cities or rural areas.

I both know because China could do major harm to
this country using massive eighteen wheelers and could literally shut
