and we have at the bottom. Caroline Levitt will be
with US White House Press Secretary, a friend of the show.
We'll talk to her about the press conference she just gave.
What the nation was watching. It is quite engaging and
entertaining see her handling the various journals in the room,

some very good ones, some people are saying, some very
good ones, and some fake news. Of course, lots of
fake news in there. We will dive into all of
that with her. But something, including the executive order that
is going to be signed shortly by President Trump banning
men from competing in women's sports. I'm sure there will

be lawsuits over this. We can talk about all that,
but at least a declaration from the White House from
the very top stating that gender separated sports just makes
sense unless you want the end of women's which is
what will eventually happen. Unless you just want there to
be men and women competing against each other and no

separate leagues and no separate trophies and all the rest.
So the whole thing is insane, and I'll get into
why Democrats can't back down from this, but first something
that we had not spoken about yet on the show
is that the CIA is now offered buyouts as part
of this federal worker I don't like the word purge

asset reallocation. How about we the Trump's asset human capital reallocation.
That's what we could call it. So we know that
they have been offered eight months of pay and benefits
if they resign effective or the deadline of tomorrow. The
deadline to put it in for this is tomorrow. So far,

and I am not surprised at all by this, but
so far there has been I think less than one
percent of the federal workforce has taken up this offer,
which I did not in any way, is not surprising
me anyway. So and now we have some National security

workers who have been offered this buyout to Initially I
think the Post Office and National Security were not offered it,
but now they, at least for some National Security employees,
they are. This is how the New York Times, reporting
on it. CIA sent the White House an unclassified email
listing employees hired in the past two years, part of

the Elon Musk led effort to drastically shrink the federal workforce.
The agency has also begun offering its employees the option
to stop working and then resign, effective September thirtieth. And
so what this is is if you are a probationary employee,
which just to be clear, it's not about a disciplinary matter,

although I think that could be too down the line.
But when you're hired initially, this was true of me
at the CIA, and I remember this your probationary employee,
which means it's very easy than to fire you. And
it kind of makes sense, especially when you're handling national
security and stuff. If you do something really, really stupid
in the first six months and people realize, oh my god,
how this guy or gal get through the hiring process.

(03:24):
We can't have them in charge of top secret information.
It should be pretty easy to fire you. But what
about firing you later on? Why is that so hard?
Or is it really just impossible? This is what Trump
and Elon Musk are trying to address right now. I
will tell you if you believe that, and I speak

of what I know here at some level. It's been
of course, it's been a while since I was in
the agency. Gosh, I've spent considerably more time in the
media than I have at the CIA. But if you
thought that us AID or us AID was a rogue elephant,
just wait until you see what the attitude is over

at the CIA. You're gonna have a lot of people
there who, especially when you get into the analysts. I
was an analyst, right analyst side of things, they are
going to view themselves as essentially unmovable on fireble and
h President Trump doesn't get to call the shots with them. Now.

I know what a lot of you are going to say,
which is, well, that's you know, that's tough, and he's
the president and he's gonna yes. But there's going to
be immediate, immediate court action that will be taken on
some of this stuff. So where where I think Elon
is on very solid ground with the plans to cut

these agencies, the probationary employee thing they've I mean, those
people they're gonna get fired. They're going to be out
of a job. I mean, that's that's happening. I think
EPA has already had a thousand that have basically been
informed of this. So CEE I hired the last two years,
you're on probation Still, you're gonna be let go. Now,
this is at some level. Right, A lot of people

might be saying, well, isn't that kind of harsh is
and that's sort of unfair. This thing happens in the
private sector all the time, So if you've worked in
the private sector, you don't view these kinds of cuts
as something that anybody should be exempted from because none
of us are exempted from it. In the private sector
and the public sector, it's job security for life is

especially the federal government. That's generally the attitude. Well, I
think that may be changing under this administration, and I
think that they are very serious about changing it. You
have to get into the civil service laws and all
the rest of it. But it's also showing in terms
of whether they'll be able to do broader cuts, like

is it even is it even legally possible for Trump
and the running the executive branch to say we're cutting
fifty percent, eighty percent whatever it is going to be?
Eighty would be pretty big, That's what Elon did at Twitter.
But fifty percent of the CIA workforce overall is going
to be removed from their positions and told to go,

(06:15):
you know, find employment elsewhere. Is that possible? We'll see?
That would be a lot there's going to be a
lot of people who are fighting against it, but it
is instructive. I think, as we have a thirty six
trillion dollar debt, and as we're finding massive amounts of
just graft and fraud and gross stuff going on with

the expenditures of USAID already, some of these things are
just insane. With all of that happening, I think that
people are seeing more and more the government has just
gotten beyond, beyond the scope of what it should be doing.
It is too large. The system bureaucracy, the fourth unelected

branch of government, has become the bureaucracy. When we talk
about the swamp, there are some other parts of it,
but the biggest part of the swamp is the forever
government of the of the bureaucrats. And the forever government
of the bureaucrats decided in the Trump era that they
were going to put their hand firmly on the scale

for Democrats numerous ways and numerous times. We're talking FBI,
FISA abuse, we're talking the whole range of January sixth
prosecutions of j six people, how that was done, but
also that the unconstitutional Special Council going after Trump using

the DOJ and the FBI, and just so much of this,
and of course leaks and I can't even catalog here.
We take up the rest of the hour, all the
ways that the national security bureaucracy and system had become
self aware and self interested such that it thought it

(08:08):
had an obligation to thwart the will of the American
people through an election to have Donald Trump as president
in twenty sixteen, the fifty one liars signing their name
to the Russian disinformation letter before the twenty twenty election,
and then the DOJ and the prosecutions, including national security

(08:31):
prosecution around documents. Oh yeah, I'm sure it was so
essential that we get those documents back. You see all
of that. We can't just go forward and say we
insist you don't do that again and then go back
to business as usual. There have to be consequences, There
has to be accountability. Something must occur now that will

(08:55):
change that system, not just so that Trump can enact
the agenda along with the Republicans in the House and
the Senate and Trump Cabinet that he was elected to do,
but so that the next you know, it's not going
to be long until we don't have a President Trump
to carry this burden for us anymore. We don't have
the best political brawler in our lifetime putting on the

brass knuckles, so to speak. There's going to be another,
you know. And yeah, I think jd. Vance is great.
I think there are other Republicans who are great leadership
for the future. But you have to change this system now.
You can't leave this to ambush the next Republican to
take down the next guy or gal who challenges the system.
And so this is where it's it's happening, and this

is why it's so important that it gets done right
at the outset and whether it's through these buyouts, through
changing policies from the top down. You know, one of
the things that you've seen is whether it's CIA or
State Department or FBI or the military, I mean DEI

is essentially a DEI programs and all which exist everywhere.
I know people in the CIA still and let me
tell you a lot of DEI was going on in
the ce CIA. I mean they had like transgender Awareness
Days and you know, transgender festivals, and USAID is doing
the uh you know, trans muppet puppet shows and mongolia.

As we've discussed I mean, the whole thing is crazy, right.
But one of the reasons that they push all of
that is it affects who wants to work in these organizations.
It affects who gets promoted within these organizations because you
have to go along with it if you want to
make your way up. So it's a sifting mechanism internally.

You better mouth the preferred slogans of the apparatics. You
better say what the commissars demand you say, or else
you're not going to be promoted. In fact, you're going
to be demoted, You're going to be attacked, You're going
to be pushed out. It's just like what they've done
over the last fifty years in the university system, which

they did so thoroughly that they essentially eradicated conservatism and
sanity on ninety five percent of college campuses. In the
faculty lounge. It's the same playbook, but it's the playbook
at the Pentagon. It's the playbook for people that are
controlling you know, the nuclear submarine firing button. You know,
this is what they've done. You have to get rid

of this stuff. I have total confidence and Secretary of
Defense HEG Seth, And as we know our friend Sean Parnell,
we just talked to him before. He's going to be
running comms. Very important given the kind of things that
Secretary heg Seth is going to be tackling at the
Pentagon for the entire military. He's a very capable communicator himself,
of course, but having having that portfolio handed over when

necessary to Sean, who's also a combat veteran, you have,
you gon have combat veterans at high levels of the military.
I mean, I don't know when the last time is
we had something like this. I don't just mean it
even served in a in a theater of war, I
mean served in combat, getting shot at and returning fire.
I mean read Sean Parnell's memoir. So that's going to

be a huge change. But you see they under the left,
and whether it's just because they have a mindset that
is more along the lines of Slolynski. A lot of
them have read Rules for Radicals, But even the ones
that haven't, they this whole notion of the mob mentality
and how to how to push people and how to

control entities and organizations. This appeals to them. This all
has to be taken apart. It is a critical It
is crucial work of the Trump administration that this gets done.
So I understand right now it's CIA buyouts, and it's
some changes in DEI and everything else, but this, it's
like the patient has come into the er, you know,

with you know, half of half of an are missing
and three bullet wounds in the leg. And it's going
to require a lot here. Some of it's gonna be triosh,
some of it's going to be big time surgery. But
to fix this system, to fix the broken bureaucracy that
is running so much of our lives and affects so

much of us day to day, this is the work
that needs to be done. It is being led by Trump,
is being implemented by Elon Musk and people like Secretary
Hegseth and others, and it is as essential as anything
else that is going on right now with the Trump agenda.

It is absolutely critical. So we'll keep bringing you up
to speed on this. Just look at how they shriek
and howl in the left over the us AID situation.
Who even who wakes up caring about USAI d oh,
But they're slush fund for their buddies, including millions of
dollars going to Politico, a left wing politics website. Their

slush fund is in trouble now, so they're upset about it.
You want to stop them. Stop the slush fund, stop
the funding of this madness, stop the internal HR mechanisms
that replicate it, that demand the madness. All of this
is happening right now. So it's critical work. But just

we are finally here. I have been waiting for stuff
like this to happen, not just the fifteen years I've
been doing radio, but going back to when I was,

Gaza issue, and we just heard what you said during
the press conference, where is the president's mind on this?
I mean, is this just the early phases or does
he have some pathways that he wants to explore that
he's already thought through a bit.

Hey, sure, guys, Well thanks for having me. It's great
to be with you. It's my first time, i think,
joining since I've been in my new job. So last
time I was with you, we were campaigning all over
the country and now we're governing and it's a lot
of fun and we're getting a lot done. And when
it comes to Gaza, as I just answered in my
press conference moments ago, you know, the President has so

this idea for quite some time. He's talks to his
partners in the region in the Middle East about this
what he've used as an opportunity to rebuild this region
as a peaceful and habitable place for people that clearly
have been displaced because of Hamas's actions and a Rainian

back terrists in the region which have really led to
the demolition of Gaza. So look, I think it's an
out of the box idea. But that's why the American
people elected Donald Trump to actually solve problems and not
just resort back to the same old broken thinking that
got us into this mess in the first place.

So Caroline on this show where pretty by the way,
Clay is on his way currently flying down for the

the executive order that President Trump is going to be signing,
I believe imminently, right in the next hour or so

is it's scheduled. So President Trump is going to be
signing an executive order dealing with banning transgender athletes from
women's sports. What are the mechanisms of enforcement on this
and how did the President come to this as something
he's hitting right away in the first thirty days.

Speaker 2 (22:19):
Yeah, So the President has been very vocal and persistent
about his goal to end the participation of biological men
and women's sports. And I can't even believe I have
to say that out loud, but that's what this country
has come to, and I think it's a big reason
the American people re elected President Trump. So here we
are today, he is going to be signing THISEO around

(22:42):
three o'clock PM Eastern time. There will be tens of amazing,
incredible athletes, female athletes, accomplished individuals, Riley Gaines, who I know,
you guys know very well. Stage Steele who participated in
my briefing today, in the President's executive order uphold the
promise of Title nine, and it will require the Department

(23:04):
of Justice to basically reverse the policies of the previous administration.
What was happening was divided administration was essentially subverting Title
mind and basically breaking of the law with their illegal
rewrite of the law that focused on gender identity instead
of biological sex. And so the President signed an executive

(23:28):
order previously last week that says that it's the official
policy of the United States government that there are only
two sexes, male and female. And so, you know, he's
made up very clear that's the position now of this government,
and he's going to direct the Department of Justice to
ensure that all schools are abiding by this new law.

Speaker 1 (23:51):
You know, Caroline, I think it's so important, it's so
obviously the right thing to do, and it's also remarkable
that they're still opposition to this. So that's so widespread
among Democrats in the media and even Democrats in Congress
that they still seem to cling to this idea that,
you know, a man can become a woman and therefore

should compete in women's athletics. It strikes me is insane.
I'm glad today's International Women's Sports Day too, Right, So
there's some symbolism, is yeah, yeah, some symbolism behind this.
So I think Trump is doing at President Trump's doing
absolutely the right thing. Something that I did not know,
which I think is when it comes to the Shenanigans
of the left, Caroline, that is something I rarely say

on this show, but I have to say something I
did not know was the funding that we are discovering.
I know you addressed this just before in the press
conference with regard to Politico, but now Elon Musk of
DOGE has also shared that The New York Times has
gotten tens of millions of dollars paid to it from
federal government agencies. What is going on here?

Speaker 2 (25:01):
Yes, it's a very good question, and that's exactly why
the President has hired Elon Musk. Not hired because he's
working voluntarily and donating his time to serve at the
request of the president. But as task Elon Musk was
figuring out what is going on with our federal government
and we are, you know, DOGE and the President's team

(25:22):
are going line by line throughout these federal agencies and
realizing the federal government has been wasting money. There is
so much fraud and waste and abuse, and we are
just getting started. So subscriptions services and essentially subsidizing these
very left wing media outlets in this country is just

(25:43):
one thing on the list. I mean, I held up
the paper today of all the crazy things that USAID
has been spending money on millions of dollars towards LGBTQ
priorities in foreign countries. I mean, that's not aligned with
the priorities the needs of the American people. And that's

(26:04):
exactly why Elon Musk and the President are moving forward
with this effort to ensure that the federal government is
running itself like a company and focusing on money in,
money out, and what do we actually need to spend
money on. And so it's very exciting to see all
of the crazy things that DOGE is revealing every single

(26:25):
day and enlightening the American people about where their tax
dollars are going.

Speaker 1 (26:30):
My understanding is that they're now looking caroline at the
payments made to Medicare, which has always been This is
amazing and kind of jaw dropping when you hear it.
A place that there's just been the assumption billions, tens
of billions, perhaps even one hundred billion plus of annual
fraud occurs. Is if the administration's expectation that what we're

(26:53):
seeing in terms of not just kind of bizarre partisan spending,
but fraudulent spending from years past and the federal government
is going to be we're just seeing the tip of
the iceberg, and we're going to find a lot more.

Speaker 2 (27:06):
Oh most definitely. I mean, look again, they've just scratching
the surface and are already finding new million, tens of
millions of dollars in wasteful spending. And you know, we also,
the President and this team also offered the federal buyout
program to federal workers who are not actually showing up

(27:26):
to work. They have been working from homes. Only six
percent of the federal workforce actually shows up to the
White House. If that's unbelievable. Most Americans, who, by the way,
fund the salaries of bureaucrafts in this city, have to
show up to the office. And I think it's a
very simple common sense expectation for saying federal government workers

(27:49):
should do the same. So we offered an eight month
buyout and more than forty thousand people have taken us
up on the offer to just hang out at home
get eight paid months of leave, and I think we're
going to have We're already seeing tremendous savings from this
buyout program for the American people, and we're going to
have a much more efficient workforce as a result as well.

Speaker 1 (28:10):
Is there a plan we've seen reporting? We're speaking to
Caroline Levitt, White House Press Secretary, fresh off of just
doing a briefing in the West Wing. She's kind enough
to join us here on Clay and Buck. Is there
a plan to further cut the size of these federal
agencies involuntarily? And I asked because, and having worked at

(28:30):
the CIA, Carolina, I remember some of the rules and
regulations around this. There seems to be a widespread belief
that civil servants without you know, criminal malfeasance cannot be fired.
What can you tell us about what the administration's view
of that is and the sense that they can just

(28:52):
sort of wait it out.

Speaker 2 (28:55):
Well, that's one of the reasons we have offered this
buyout program, because it is of again, a voluntary program
for workers who don't want to get on board with
this President's agenda which he was just duly elected to implement.
Who don't want to be productive workers and show up
to the office, Well then they get this offer of
eight months you know pay, and you know, the administration

(29:18):
will continue to look at legal options for you know,
terminating individuals, but for now, you know, they're again being
offered very generous sums to go home if they wish.

Speaker 1 (29:29):
Wow, So there is there's positive the possibility down the
line though of involuntary departures from federal service. So we'll
continue to watch and see how that plays out. How
is the I'm really curious about this. You know, I
knew your predecessor, I know you do too, from the
Trump administration, Kelly MCANENNI and saw what she dealt with.
It feels like the manners from some in the press

(29:51):
corps or maybe uh improving, Perhaps they're a little less
hostile than they What would just just bring us into
the feel that you have from doing this now a
couple of weeks in and dealing with the press day
in and day out, because we're in a very different
media environment now than we were even certainly the start

(30:12):
of the Biden administration.

You know, I will.

Say that they are very respectful. They're almost subdued, I
would say, and I'm not sure if there's just so
much news happening out of this White House every day
that they don't they can't keep up. You know. They've
certainly expressed off the record to me and our team
that the pace of this White House is drastically different
dur in the past four years. I mean, it doesn't

take a genius to recognize that. Just look at everything
we're doing every day. So me perhaps that's discouraged them
a little bit. They can't help they can't stand all
of the winning that we are doing every day here
at sixteen hundred Pennsylvania Avenue. But look, I think, you know,
we've opened up this briefing room to new media members.

(30:59):
We have really proven that this president is the most
transparent and accessible president ever and he takes questions from
them almost every day. And it's a stark contrast to
what they experienced in the last four years, where you
had a spokeswoman who was going out there and lying
to their faces, and you had a president who hardly

(31:20):
spoke to them. So now all of that has changed
very quickly. And I think even if they don't like
Donald Trump, they will admit that he is incredibly transparent,
accessible and honest, and so maybe that's why they're being
definitely more chill. I would say this time around me,
in the first four.

Years, Play and I are both duly impressed but not
surprised by how well you've left into this role at
the start of the administration as White House Press Secretary.
So congrats on what you and the administration and President
Trump have accomplished so far. I know this audience is
