about Measure C. But right now we're gonna talk about
some jerrymandering.

Jerry mandering, Yeah, that comes from way back when they
were drawing congressional lines and somebody said it looked like
a salamander and the guy's name was Gerald or something
like that, and they said, oh, it's like jerrymandering, ha ha,
and stuck it stuck. That's that's where it started. What
year that was, I don't know. It's probably in the
seventeen eighteen hundreds. Yeah, I don't remember that part, but

You know what's funny is when you talk about jerry
manderin and the Democrats, they've been doing it forever. Now
that the Republicans say, okay, you know what, we're gonna
play by your rules and we're gonna do this, and
their heads absolutely explode to the point where they leave
their state and run to someone else, like I'm taking
my ball going home, and I'm absolutely ridiculous. Then you

have our our governor Governor news com. I don't usually
say call people by names, but I'm gonna. I'm gonna
do it this time because I'm sick and tired of
hearing him every time he opens his mouth. It's just
jerry mandering. He's the king of it.

Oh yeah, absolutely right. First and foremost, jerry mandering is
nothing new. Both parties have been doing it for a
very long time. It's a way of exacting a little
bit of an advantage. But there are many different ways
to jerry manders. Jody. You see, you have people, and
you have lines, and you draw lines around the people. Okay,

imagine in a field. I'm a farmer. I got ten cows.
My objective is to have two cows on this side,
eight cows on the other instead of the five and five.
I have two choices. I can move the fence or
I can move the cows. And I'll tell you something.
This illegal immigration, what they've been doing is jerry mandering.
It is de facto jerry mandering. We simply move the

cows instead of the fence. But it's the same net
result because they really don't care if that line goes
down Main Street, turns on R Street and goes down
on to Pine and turns and comes back. That's not
the point. The point is putting the fence around the
right number of cows so that you can count red
ones from blue ones and you can get the number

of representatives and electors that you want. That's the whole
point of it, exactly.

And you hear it, if you listen, you hear it
with Gavin Newsom what he's saying right now, Oh, well,
then we're going.

You mean you're going to do it more than you're
doing right now, is what you're talking about. Yes, And
I think the difference is is he has to put
it on the ballot because what is it every ten years?

Ten years? It follows the census and as soon as
they take and again we've talked to how many times
have we talked about when they took out the citizenship
question in the census? That was very insidious and that
was inside baseball.

And see is done on purpose, Yes, absolutely by the Democrat.

It's slid by everybody's psyche because the whole point was
to apportion more electors, to get more representatives, because four
hundred and thirty five is the magic number.

Yes, a good point, Frank. And I'm gonna tell you something.
This is my opinion. Our elected officials. They represent American citizens, Americans, right.
They don't represent illegal aliens. I don't care what anybody says.
They don't represent illegal aliens. They represent Americans.

I'm gonna go one further, Jody. They don't represent legal immigrants. Either.
You are either a team member of this team or
you are not. I don't care if you have a
green card, I don't care. If you have a work visa,
I don't care if you're here on vacation. Our representatives
are there to represent us.

And if you're here illegal and you break our laws,
there should be absolutely zero thought about deporting that person.
And if you're here illegally, they should be zero thoughts
about having them deported anyway.

Jody, those people have representatives in Mexico where their country is.
They have representatives in Nicaragua, El Salvador, Guatemala, Belize, Honduras,
you name it. Those people have politicians representing or misrepresenting
as it were them. Now they come here. Guess what.
They get a rep here, and they get a rep there.

Guess what When you do that, you water down my representation.
This is called theft by dilution. If I take orange
juice and I put fifty percent water in it and
sell you a glass, this is theft by dilution. This
has been happening since the days of Cleopatra. Remember Archimedes,

a big thing we need, we need to change. There's
a lot of things we need to change with the
way the voting system is going. And what I'm talking
about is twenty twenty COVID changed a lot of stuff.
And the stuff that it changed was it's to me,
it's all bad, you know, melod ballast to everybody yes,

same you know, the same day registration. No ID. That's
just the most ridiculous things I've ever heard.

In California and the motor voter. Yeah, because first thing
they did was they gave everybody a driver's license and
automatically you're registered to vote.

And what do they do when you say, hey, wait
a minut it you should have an ID? No, that's racist.
That's racist, right, That's what they say to everything. Any
anytime anybody questions anything they do, they say, it's racist.
It's not racist to want somebody that show their ID
and show that they're an American citizen the vote. Nothing

and all the different rings, I know there's a place

Where do you think that falls? Because to me, if
you murder babies, you're worse than a racist. But you
know what, I can tell you that you killed a
baby and you're gonna slough it off. I made a
pun there. I didn't mean to. But you're gonna act
like it's no big deal, and you're gonna say, oh, well,

that's mother's right to choose, that's reproductive health care. And
you get all these euphemisms and such because you're gonna
dance around it and it does not bother you at all.
I can call you a liar, a hypocrite, anything, because
deep down you know I'm right, and you're gonna make

If it's a safety and security thing, I want to

not just our legal but but are the people in
the community, are law abiding citizens of the communities, not
the criminals. If something passes like that, that's what I

I wanted to go towards, you know, things like improving
the road, improving our jails, improving things like that, not
going to you know, somebody in another country that's improving.
You know, education of transgender.

do know got voted down in twenty twenty two by
the Fresno County taxpayers, and we're gonna see if she
can add to a little of the controversy there that

will not add to it, but kind of explain what
it's going to bring to Fresno County and if it
passes in twenty twenty six.

This is important stuff because politics, in my opinion, is
all about money. Who gets what, who pays for what?
And one of the questions people forget all the time is,
you know we talk about, oh, that's government money. No,
that's your money. And I have no problem with putting
my share in when it's time. I really want to
know where it's going. But to be told, sit down,

shut up, don't ask questions, just take your little slice
and be quiet. Right.

He is offensive, Yeah, you know, and an off air.
You know, I was talking to the mayor and we
were kind of talking about that. We're and we're going
to share that with you in a minute. But I said,
I'm a taxpayer, I'm a voter to Larry County. But
if I vote for any measures, I'm I'm going to,
you know, do all the due diligence and know what
the heck's I'm voting for. And I don't care if

it's half a cent a cent, It's still my money,
and I want to know where it's going to, especially
now that we hear all of our taxpayer money going
to these crazy things one.

Hundred percent right. And honestly, the older I get, the
more I start putting nose in those boxes because many
of us, you know, I'm shifting for now. We've already
raised our kids. I've already paid for my schools, I've
already paid for my roads, I've already put my share in.
And now you're saying we want more of this, more
of that, more of that, And it seems like there's
a large class of people that don't put in. And

those are the same people that come to your house
that always want to eat all your barbecue. And what
do they bring They bring their kids. If they bring
it food, it's a bag of potato chips, and they
want to take a plate home. Those are ones that
think we should always have more taxes, more of this.
But I think we owe this fine lady a chance
to sell us on why we should pay taxes.

It's our pleasure, it really is. So I want you
to explain so off air. We kind of talked about
a little bit about why it got voted down in
twenty twenty two because it was I think the voters
kind of felt like it wasn't transparent enough, right, correct,
So why don't you explain that to us?

Speaker 6 (15:43):
I actually felt the same way during that process in
twenty two I was on COG. The process was not
everybody included. It was a group of staffers and engineers
working on the measure and putting it together, and then
it was presented to the COG for us to approve

(16:04):
it or deny it. This process is different where we're
trying to get everybody engaged, everybody involved so that they
know exactly what's being looked at that will be included
in the measure, and that they can weigh into what
they feel they need in their community. Because if you
really think about it, there's cities that don't need, you know,

(16:27):
all the transportation like buses because it doesn't right, it
doesn't work in their community. But in other cities they
need the buses because that's what they utilize. So every
city will be different. So if you go to every
community and speak to the community members, then you'll hear
from them exactly what they feel their needs are.

Speaker 3 (16:46):
Okay, yeah, fair enough. I mean I think that as
a voter, that's what I want. I want. I want
to know where my money's going to. Sound to me, like,
that's what you guys are trying to do now with
Measure C.

Speaker 6 (16:59):
That is a exactly what we're trying to do. We're
trying to do a different process and not just go
with the same status quo, the same process as the
past and expect everybody to be are here.

Speaker 3 (17:12):
Yes, and this is just like an extension of yes.
Measure C. Right, so it'll keep going and keep providing
money for it's needed.

There is no way that we will survive without Measure C.
If this measure fails, there is no way your potholes
are going to be fixed. There is no improvement on roads.

That is the message I was wanting you to get out.

Yes, all those things will no longer. If we're complaining
now of what we're not seeing, just imagine what you
will not see. For sure with no measure SE funds,
those roads were not would never get improved because communities
like Parlier cannot you know, they don't have the financial

revenues to be able to fix those rights.

And I know exactly what you mean. I live in Farmersville.
Farmers Will is a small community as well, kind of
like parlaiir Es, So I know exactly what you're talking about.
You're right, you know, without strong leadership from those little
cities like that, there's a lot of things that lack
for the communities, uh you know that are involved and
all the taxpayers in there. Uh so yeah, I mean

that sounds really really good. I mean I like what
you're saying. And hopefully, you know, measure C in in Fresnel.
Hopefully the voters if if if you're a voter out
there in Fresnel County, I encourage you to go to
these town halls. I guess you're gonna have and and
speak to your your you know, your leaders, your politicians

that are wanting to have these uh, transparent conversations with
you guys, so you guys will know uh and ask
them the questions. Don't ever be afraid to ask a
politician a question, Uh, where the money is going? I
think you know today and the way everything's set up,
you know, you hear of money going to places that

(19:01):
you're like, what the heck is going on? You know?
And and if you if you ask your politician and
they tell you something, and when it comes when when
it comes down to it with the rubber meets the
road and they're lying to you, and you know they're
lying to you, think of that next time you go
to that voting poll. That's what you do that that
this is the this is the tough questions and the

tough conversations that we haven't been having because we need
we need politicians that that are doing what we want
the will of the people.

Yeah, I what sort of mechanisms will be in place
for transparency not just up until the time we vote,
but through the administration of this so that we can
watch on an ongoing basis where the money actually is going.
Because a lot of times it's like we vote this
in and then we all go away, and then somehow
in the dark people start getting rich.

Uh. There is a lot of especially right now, we
still have a lot of there's a process that you
have to go through. It just doesn't moneys don't just
get moved and get used for different things. It has
to go to the board.

It has to be.

Pretty much backed up by backed up by actual proof
of why it needs to be moved by engineers like say,
for example, one example I have, we had a one
hundred million dollars that was supposed to expand one eighty
all the way down to the west side towards Kerman
that was approved back in two thousand and six. That

money is not enough to cover that expansion all the
way down to the west side. It was able to
cover the expansion on the one eighty because before remember
we had King's Canyon Road right and if we didn't
have those funds, we would still be driving down King's
Canyon Road today, So we would be we expanded that
enough expansion there from on the on the north side

(20:53):
of King's Canyon, but we don't have enough funds to
cover the entire expansion like they were proposed back in
two thousand and six to the west side, to the
Kerman area. The funds are not enough. And if you
live in California, we know that everything costs so much

(21:14):
and there's so much red tape that it costs us
even more and it takes twenty years to get one
project done. That's the problem that we see. But that's
a California issue that the state has has pretty much
created for us. But that right there, with those funds
in itself, we can't just move those funds because they
are a voter approved funds for Kings World, for one,

(21:38):
So you can't move them unless it's justified as to
why those funds need to get allocated to a different project,
and it has to come to the board, and it
has I mean, there's a lot. It's a lengthy process.
It just cannot just move one day to the next. Hey,
we can't use those funds, let's move them to this project.
So it's it's a process, and especially because it's a

voter approved.

Speaker 3 (22:02):
Well, again, if if you're a voter here in Fresno County,
I suggest you really looking to measure c and start going.
If you're in the community, go and start asking questions
about measure C Because if you live in the communities
out there and you're driving on the roads every day,

(22:24):
so you know, you know the transportation, you know how
your community works, and that's what we need to do.
As a you know, member of your community, you need
you need to stand up and you need to you know,
be a part of what's going on in your community.
Don't just sit in your house, don't sit on your
couch and yell and bark at you know, politicians or

(22:44):
your police departments or whoever. And if you're not doing
anything about it, you have to use your voice. That's
what we do here in America. We use our voices.
And the way we do that is we vote. We
vote people who we think are going to be the
best representation of our voices.

A question I have for you if somebody is listening
to the show right now and they want to know
a little bit more about this, and we didn't answer
a specific question, are you available or can you direct
them to a person? How does a person contact you
and say tell me more about this or or whatever.

Community they're in. Where would they go?

They can go to their city leaders. And we also
have a website for the measure CE website and what's
that that's through Fresnel Council of Governments. If you go
to their link, it has the measure c website on
that link for the Fresne Council of Government.

And is there actually a human being that would talk
to you? Do I have to push one for this
too for that.

Or can they just read like what it is? Say?

They can read about it and it has all the
information of all the funding and how it was used
throughout these well actually since eighty six, because this measure
passed in nineteen eighty six, right, so it shows where
all the funding has gone and what the improvements have
been for every city. And also if you have any
questions and they have comments, and they have a person

that actually reviews those things and can respond.

Speaker 3 (24:07):
Oh that's good, yeah, that's yeah. So that's what we
call transparency, right.

Speaker 4 (24:12):
I like it when I get to talk to a human,
if I can look at your eyes, ask you a question,
you look me in the eyes and answer me directly,
or if you guys are at these public forums and venues,
this is what I enjoy. I don't always like the
big cyber barrier that we're supposed to navigate somehow because
not all of us are thirteen year old kids with computers.
We're people with.

Lives and it's not always easy just to get online
and start doing things like that because not everybody's exit
has access to internet, especially elderly exact people, And so
if they don't have the capabilities, they can always pick
up the phone and also call the Fresnel Council of Governments,
that is who is actually working on the measure. I'm

the chair for the Fresnel Council of Government, so if
they ever want to reach out to me as well,
they're always welcome to call me if for any questions.
We have our meetings every Thursday, last Thursday of the
month at the Fresno COG located on van As where
the Club one used to be. It's on the top floor.
So if they want to have if they like to
ask any questions in regards to Measure C, they can

do the do that at that time we have those meetings.

Yeah, yeah, thank you, Yeah, that's I mean, this is uh,
this is why we love to have our community leaders
on my show because I like to let I like
to educate the people in our communities. I mean, that's
why we do this, Frank and I that's why we
do it. Uh. And and to have somebody like you,
Mary Beltran on the show is a blessing because we

we think that you know, having our community leaders sharing
the information. Uh, you know, you just can't beat that,
you know, like you said, there's not everybody don't have,
you know, computers, everybody don't have, you know, whatever communications
they have, but almost everybody has radio. Yes, So this

is vital to our communities. And you know, we just
really appreciate you coming on.

the public because it is very important to pass this measure.
There's a lot of stake, and we do need to
support from our voters to support this measure. It's their
measure that benefits them.
