we are having our conversation about how broken California state
government is. The politics out here are corrupt to the core.
We went through the five ways. Our political system is
completely broken. But oh, do not be hopeless. I don't
want you to be hopeless. I want you to be hopeful.

We have a plan to fix it. Oh it's not
going to be easy. No one's gonna come galloping in
to save us here in California. We're gonna have to
save ourselves. It's gonna be a grassroots citizens rebellion. And
I've said it for years. There is a laundry list
of reasons why common sense people are fleeing California. The

highest cost of living in the nation, crime wave, homelessness
everywhere called the crime and crime failing. School's job is
being destroyed, freedom's being infringed upon. But you can't get
the great things that California still offers. Beautiful environment, wonderful people,

the memories, your family, your friends. So I get why
people think of fleeing California. I understand why some already have,
but don't. As bad as things are that I'm revealing
to you on this show that you already know in
your heart of hearts, you feel it, you see it
every day, you don't need to flee because, you know what,

we haven't even tried to fight. Okay, I can understand
people fleeing a state if the Republican Party of California
put up the real fight and we lost repeatedly, If
they put up a real fight, that's emphasis. If they
put up a real fight and we were still losing,
then I'd say, Okay, give up, hope, let's pack our bags,
get out with the Gooittin's good. But no, no, no, no, no, no,

we haven't even begun to fight. No, the Republican Party
has been a dumpster fire of incompetent Yes, and I
would even argue on several levels corruption. They've only learned
how to surrender. That's all they've been good at doing
is surrendering. And so that's where Reform California comes in
the group that I lead. That's what's propelled a lot

of good people into office here in California. And we're
getting more and more people elected, and that's good. That's
the story the liberal media won't tell you. But Reform

the candidates that you can't get information on. We give
you the information. Oh and more importantly, than anything else.
We give you a plain English description of the ballot
measures skis. You know damn well that the politicians are
lying to you on your ballot. They're hiding the tax increases.

Yes means no. No means yes. They say something will
improve public safety, but what it does is it lets
the criminals roam on the street. Takes away the ability
to hold people accountable through arresting them and prosecuting them.

are the five We have a five point plan, a
five prong strategy for taking back California. So here it is.

In order to take back our state, number one, you've
got to make the case for change to California voters
because these voters have been lied to by the liberal media.
They have been lied to by people like Gavin Newsom
and Karen Bass and the whole gaggle of leftist Democrats,
and they haven't been told the truth by most Republicans.
Most Republicans sit on their rear ends and they don't

do a damn thing. There are good exceptions. We're going
to be featuring some of them on the show this week.
And by the way, we never endorse the Republican unless
they are one of the good ones. But you've got
to make the case for change. And the good news
about making the case for change is that most people
are waking up to the problems on their own because

they are experiencing them. You know, it doesn't matter how
many lies the liberal media tells, how many lies Gavin Newsome,
you know, shares when you realize your cost of living
is spiking, most voters say, all right, this is the
wrong direction. When they say, oh, crime is down, but

(05:29):
you see crime everywhere in your community, homelessness is down,
and you see hobos and tents and encampments all around.
Your eyes don't lie to you. Your nose doesn't lie
to you either when you smell it. When they say
your schools are great, but you know, little Johnny and
Jane come home and they're talking about personal pronouns and

(05:50):
a whole bunch of other inappropriate topics. You know, the
system is broken, and that's why the making the case
for change is almost being made naturally for us out
in California because things are really that bad. But we
still need to do more because there's more voters to
convince voters to open the eyes of and so at

(06:14):
Reform California, we have a whole set of programs to
make the case for change. That's why I'm here today
doing double duty duty. I love having the conversation on radio.
I did it for eight years hosting my own show.
We do it every day at five o'clock on YouTube,
the Carl Tobayo Reform California Show. You can get that
on demand. But making the case for change is our

top priority at Reform California. Second, we have to offer solutions.
So for every problem, we offer the solution. So, for example,
on cost of living, we have a whole set of
reforms on cost of living to drive down the cost
of living in California. Insurance, we have a whole three
point plan to lower the cost of insurance and make

sure people don't get dropped and forced into the California
unfair plan for while end fire management. We have a
comprehensive plan for reducing fire risk by clearing brush, prioritizing
public safety, adding more firefighters schools. We have education savings accounts, vouchers,

(07:20):
school choice for parents. You want to empower parents, don't
just say, oh, let's looks better school board members. Sure
that will help, But why don't we give him money.
It's the money, honey, the golden rule. He who has
the gold makes the rules. If you give parents money,
they can take their child to any school of their choice.
That's real empowerment. Telling the education bureaucrat, I'm sick and

(07:44):
tired of your controversial sex said curriculum. I'm taking my
child to another school that doesn't try to fill their
head with all sorts of nonsense. Any maybe some parents
like that crap and they can go ahead and use
their voucher to send Johnny or Jane to a school
that does that. That's you know, it's a parent's decision.

(08:06):
But education vouchers school choice. So we have to offer solutions.
Republicans haven't been offering solutions, and by the way, offering
solutions also means not just laying out policy prescriptions, but
recruiting better candidates for office. That's a solution. People vote
for candidates. They don't usually get a chance to vote
for a policy. They usually vote for a candidate who

(08:27):
says I'm going to do these things. So offering the
solution is not just crafting a plan, which we have
a lot of those on the website reform California dot org.
But it's recruiting, training, mentoring, and supporting the right candidates
for office, people who will be the solution. I will
tell you there are some Republicans in office today that
are not the solution. They are part of the problem.

(08:48):
And that means if we're going to offer solutions, we
have to offer better elected Republicans. We have to hold
Republicans accountable for standing on principle and fighting the good fight. Third,
you make the case, you offer the solution, you gotta
recruit the movement volunteers in every target seat. That's what
we need. And you know what I'm going to be

telling you at Reform California. I don't want you to
walk your own neighborhood with our doorhanngers. I don't want
you to make phone calls to your own neighbors because
we can't win that seat or it's a safe seat,
and where I need you are in the target seats.
So recruiting the movement is getting activists signed up. The
Republican Party hasn't been doing volunteers or activist recruitment for years,

(09:30):
for decades, but we're doing it at Reform California. We
are getting people off the couch and into the fight. Fourth,
during elections, you gotta turn out the vote. Elections are
all about turnout, and I'm gonna explain that as to
why we can win the governor's race in twenty twenty six. Yes,
it is possible Republicans can win the governor's race in

twenty twenty six if we turn out our base voters
and excite them and give them hope. And then finally,
the fifth thing is raise the resources to do the
first four things, because as I told you, part of
the problem is the wrong people are funding California politics.
The labor union bosses and the lobbyists and the CEOs
and the big special interest They've got these unlimited dark

money funds. Don't we will never have the money that
they have, But we need enough resource to be competitive.
Those are the five points of our plan, and we
lay it out very succinctly on the website Reform California
dot org. Make the cases number one, offer the solution
and the candidates that bring those solutions to bear. Third,

recruit the movement to win. Fourth, turn out the votes
in the midterm election. And fifth, raise the resources to
do the first four things. It is really not that
difficult when you break it down to a comprehensive plan,
but it requires you. Can't be done can't be done

but I don't think it goes far enough, but it's

that we can win in California. Things are changing. Here's why.
First and foremost, we haven't had a real effort to
take back our state, but now we do. With Reform California,
we're building the statewide movement out. Second, voters are waking

up naturally. A poll was done recent a pPIC poll
showing two thirds of California voters think that the state's
on the wrong track. Eighteen percent say that we're on
the right track. Those eighteen percent need to pull their
head out of there. You know what, they need their
head examined. But don't worry about the eighteen percent. You're
never going to get one hundred percent of people to
agree on anything, but two thirds of agreeing that we're

(15:17):
on the wrong track shows that people are in the
market for change. Here's another poll. Madison McQueen found forty
eight percent of respondents in California say they would consider
voting for a Republican candidate for governor in twenty twenty six.
And here's the best number. If everyone who showed up
and voted for President Trump in the twenty twenty four

(15:38):
election shows up and votes for a Republican candidate for
governor in twenty twenty six, it becomes overnight winnable, a
coin tossed race fifty to fifty. The question is who
do we have to run for governor? Do we have
a good Republican candidate to run for governor? Last time

(15:59):
we didn't have any candidate to run for governor. Some
guy named Brian Dolling who no one knows, put his
name on the ballot. He became the Republican nominee. Didn't
do a damn thing to run for governor didn't put
his effort into it. Knewsome cake walked to the governor's
mansion for a second term despite having an awful record.

(16:19):
So who do we have to run. We've got two
Republicans now we had sheriff Chad Bianco from Riverside County,
announced a couple weeks ago, but today formally kicking off
his campaign for governor is former Fox News commentator because
he's a former commentator because now that he's a politician,

(16:40):
he had to give up his gig. Steve Hilton, impressive guy,
very articulate, really has energy and connects with audiences. Again,
I like both Chad Bianco and Steve Hilton, but we
have to get behind one of these guys. And I'm
not saying that you should rush to make your decision.
Let them go show you what they got, you know,

(17:03):
in the next couple of weeks, a couple months. Let
them work for your support. But coming up, we've got
Steve Hilton joining us, and he's going to explain why
he's running for governor, who he is if you don't
know him from his Fox News show, and what is
his plan to win? How does he put together a
coalition in California to win the governor's race, which I

(17:24):
believe is winnable with the right candidate, with the right campaign,
with the right effort. Plus, we are going to hear
from a number of other candidates running for state legislature,
because my goal is not only to get a governor
candidate that we can support and see if we can
win that office, but to break the Democrat supermajority and
Sacramentos that we're finally relevant again. All that's coming up

I know that a lot of you have questions about
issues and how to you know, fix problems in California.
But I can tell you the single most important thing
we can do, if we can do it, and that's
a big if, is we need to get a good governor.

(18:20):
You get a good governor, a lot of things start
falling into place, and you might say, well that's impossible. No,
I'm here to tell you it is absolutely possible. With
the right candidate and the right campaign, it is absolutely possible.
Stop listening to the political consulting class. It's absolutely winnable

(18:43):
in California. I would not be asking you to be
part of this effort if it were a lost cause.
I'd be telling you to pack your bags, get the
hell out while the while the getting's good. And so
we've got to be very selective with who we're going
to get behind in the California Governor's race in two
As I mentioned, two Republicans are running, Sheriff Chadmianco from

Riverside County, and my next guest Steve Hilton. You may
know him as a host from Fox News. He hosted
a wildly popular show for many years on Fox News,
but now he's decided to throw his hat in the
ring for California governor. Steve, thanks for joining us.

Speaker 4 (19:25):
It is so great to be with you. It's the
first day and it's a real honor and a treat
to join you. Carl. You've shown the spirit that we
need with the way you fought, and that's what we
need right across the state. We've got to fight and
fight to end this ridiculous disastrous fifteen years of Democrat
one party rule. I'm very confident we can do it,

(19:46):
just like you, if we actually get out there and
we show not just what's gone wrong, but how we
put it right with common sense, practical ideas. That's going
to be the theme of my campaign. Golden Again. Great jobs,
great homes, great kids. Get rid of the taxes and
the bureaucracy and the nonsense there's plague do state. I'm
really confident we can turn this around. I think this

is the best shot we've got for change in California
at the governor level for at least twenty years.

Fox News, give us a little bio breakdown, because you
do have a wonderful campaign video. It's only two and

well produced. I thought it was very Reagan asque. Actually,

very good job on your campaign video. Tell us a
little bit about your bio where you came from so as.

Speaker 4 (20:41):
People can hear from the accent. I'm originally from the UK.
My parents are actually Hungarian. They were immigrants. They fed
Communism and I was born in England and I didn't
have much money. My family's a working class family. My
dad worked construction, my mom worked in the shoes store.
So I've always identified with that aspirational desire for opportunity

(21:05):
and upward mobility. And then eventually I went to Oxford University.
I ended up in politics, worked for the Conservative Party.
My first job there when Margaret Thatcher was the Prime Minister.
Then I left and did Merris. I started businesses and
worked all over the world. And then when David Cameron
ran for leadership of the Conservative Party, I helped him
get elected. Worked in ten Downing Street a senior advisor,

(21:28):
focusing on implementing our domestic policy program. Then in twenty
twelve we moved here as a family for family reasons,
to California, not necessarily knowing that it would be forever.
But after a few years, I just felt so clearly
that this is my home. This is in every way
home for me, not just where we're raising our family.
I taught at Stamford University. I started a business here.

(21:50):
As you mentioned, the opportunity to host the show on
Fox and have a great opportunity to talk to the
country and to California about all our issues. So it's
been an amazing for me. But the real point is
that I love this state so much I cannot stand
what's happening to it. And that's why I've decided to
do this, because it's now on never for California. We've
got to stand up and fight. Otherwise, this beautiful state

(22:12):
that is so important to America, it's just going to
have more stagnation and decline and we cannot let that happen.

Speaker 2 (22:19):
So how did we get here? You know, when people
are hired to do the job of a CEO, you're
being brought in to a bankrupt country, a company. Well, well, frankly, yeah,
a bankrupt country would be a good example. A bankrupt company,
the CEO, the new CEO comes in and the first
thing you need to do is assess why are things

(22:40):
so bad? So when I ask you, why is California
in such bad shape? What is your assessment?

Speaker 4 (22:50):
So it's a combination of two things. It's really bad ideas,
really badly executed. So it's this combination of ideological extremism
and total governing incompetence, and it's all tied together by
this Democrat one party rule, they've got so arrogant, so
complacent the people that they're putting up just a more

(23:13):
and more incompetent machine, politicians who don't know what they're doing.
All they know how to do is navigate the party machine,
people like Karen Bass and Los Angeles, and they've just
been assuming that they're going to be in power forever,
that there's never going to be a challenge. So basically
they've lost touch with the practicalities of life for Californias

(23:33):
and it's just been this one long ideological experiment. I mean,
you and I saw each other in San Diego the
other week and I said, this is as if they've
turned California into the Wuhan lab far left extremism, the
kind of ideological virus so extreme on the climate policy
that's now really crushing businesses, just piling costs on costs

(23:54):
on costs, the taxes, the bloat in the government as
they fund this extremism them it's just crushing people, and
they feel that they're going to get away with it
because they've never really thought there's a challenge. That's starting
to change. Honestly, the way you've taken Sacramento by storm
cold just in the last few months. They've never seen

(24:15):
anything like that for years, and you can see them squealing.
And that is what we need to do. We need
to fight back and say you can't do this to California.
This state is too precious, our future is too important.
We're not going to let you just have it all
your own way forever.

Speaker 2 (24:29):
So you know, I always say it takes two to tango.
As much as I want to blame as you do
the Democrats for their bad ideas and bad execution, I
think that's a nice way of kind of, you know,
covering a whole bunch of problems that they've had, bad ideas,
bad execution, of extremism. I can't dismiss the professional political

(24:52):
class within the Republican Party for their culpability because they
basically surrendered. And many of the people who are responsible
for surrendering and having the policy of permanent surrender rather
than fighting are actually saying, oh, we shouldn't go with
Steve Hilton. So what is your assessment of the California

(25:14):
Republicans And what would you say to those people who say, well, no, no, no,
we can't have Steve Hilton. Why what is it about
you that they're clocking that they don't like.

Speaker 4 (25:23):
Well, maybe it's because I'm a fighter, and that's maybe
why you and I get on. I remember it really
reminds me of a conversation we had. I think it's
the first time we met, and I always remember it
because you said, look that for far too long, the
assumption has been from the exactly those people you're talking about.
The only way a Republican can win in California is
to be some kind of you know, wishy, washy, watered
down democrat light don't offend anyone. You've got to kind of,

(25:46):
you know, go with the flow. And I actually, in
a way I didn't understand it, because that's so anathema
to me, so alien to me, Like why wouldn't you
just you know, tell the truth about what's happening. But
now I see what you mean, and I think it's
incredibly important. Were really clear, and so you're never going
to persuade the far left, extreme nut jobs in you know,

(26:07):
in places like Marine County, which who are so detached,
you know, the elites who are so detached from ordinary
life that they can indulge in It's a very important
concept I think in California, the so called Rob Henderson
I think first coined the phrase luxury beliefs. It's all
very well for the elite Democrats in Marine County in
places like that to be pushing their climate ideas all

(26:30):
this stuff, and we've got to say, no, that's crushing people.
It's raising the cost of gas, electricity, housing, everything. We've
got to be very very clear about it. You've got
to stop. We've got to go in a completely different direction.
The government's got too big, The regulations are too heavy
and complicated. Everything about government is just bloated and ridiculous,

(26:53):
and we've got to cut it back right so it's
practical things.

Okay, So can you hold the line because I want
to hear this is all good stuff, but the question
everyone's asking, can you win? What's your plan to win
in a blue state? I want to hold you over
just for one more segment because I want to hear
what would be your plan to win and why you're
better than the other Republican running Because we have two

But how do you win? What is your game plan
to win this election?

Exactly the central question. Just quickly, though, Carl, I want
to say, I just signed my petition for vote writ
I signed it today live on stage at the event,
and I said, no one can leave this event unless
they've also signed their petition. We got to get vote trit.
So I've been working on this for over two years.

(29:00):
I've been traveling the state, meeting people in every part
of our state, all backgrounds, and the thing that I'm
hearing so strongly it's just people. So they're struggling so much. Businesses,
people are struggling so much. They really want to know
how you're going to solve their problems. And so to me,
the way we do this is to have a high

(29:21):
energy campaign to put forward simple, clear and credible answers
to their problems that they can believe in and say, yeah, actually,
I see this is not part of that. It's just
common sense. And so that's why I mean, people can
see the plans that I've laid out. It's on my
website Steve hiltonfogovernor dot com. Of course I'd love people

(29:43):
to support me financially there because we're up against the
Democrat machine with all the money from the unions and
the tech billionaires and all the rest of it. But
the answer I think is to be positive, practical, not ideological,
just common sense ideas on all the big issues on
how we cut people's taxes, because the simplest and quickest

(30:04):
way we can deal with the cost of living crisis,
which is such a nightmare, is to take working people
out of tax altogether. That's one of my proposals. If
you earn one hundred thousand dollars, you don't pay state
income text below that. That is a credible and costed
proposal on our website. We've got to make it easier
for people to run their businesses without this endless nonsense

Idaho did this, they cut their We've got to just
go for it and be clear. I think people are
going to really respond to that. This is day one

of a long campaign. I'm going to be all over
the state every day fighting for this change and to
make California golden again.

So you are running against in essence, Chad Bianco, who's
the other Republican sheriff from Riverside. Why should Republicans and
independents and disgruntled Democrats choose you over Chad by uncle,
Because you're going to hear that question a lot throughout
the state. People are trying to figure out which one
of these guys are we're going to get behind.

Look, it's very important we all understand that the job
here is to beat the Democrats, to beat the Democrat
one party machine. I don't want to undermine Republicans who
are stepping up and trying to save California. I think
the purpose of the election is to establish who is
the best fighter that is most likely to win and
beat the Democrats. And I think that the way I

put this plan together on the policy front, the way
we're building a movement, the support you just today right
on stage, we had Kevin Kyleie one of our biggest
champions that the grassroots of the Republican Party support and
love very much. He endorsed me, he spoke there. We
had Gloria Romero the endorsing me, being part of Charlie

(32:04):
Kirk endorsing me, But he wasn't able to be there
today because he's in Texas doing a big event there.
He did a fantastic video strongly endorsing me, making clear
that turning point, his whole movement are going to behind
me to help win in twenty twenty six. John Voick,
the legendary Hollywood actor, he's behind me. He put a
video out today and we played that at the event.

(32:26):
Vivek Ramaswami, he's running for governor of Ohio. He joined
me live to take part in our event today. And
so I think I can put together a really broad
and powerful coalition of people and support from across the country,
not just here in California. That's what we've for so long,
California has been treated like a piggybanger. All these people

(32:46):
come to California, raise money here and go and spend
it on elections and the rest of the country. We
got to turn that around. We need the whole country
to focus on twenty twenty six, because if we flip California,
that is an amazing victory, not just for all of
us here in California, but for the whole conservative Republican
movement right across the country.

Indeed, Steve Hilton, when I saw you speak a week ago,
and do not present this as an endorsement reform California.
Our movement, myself included, will not be endorsing you know
for several months. We want you ya all to kind
of show us what you got. But when I saw
you and Chadmianco speak on the same stage a week

and a half ago, I got to say again this
no knock on Chad Bianco. Both of you said good things,
the right things, But you had some energy in your presentation,
some humor that really really resonated with the crowd. You
really engaged and activated that crowd. Not saying Chad is
is you know?

But I felt that your presentation was much more electric,
much more engaging. But again, this election is just now
starting and we want to kick the tires. We want
to make sure that you can run the distance, which
is why we want to see what you have in
