In addition, there are reports that workers who have been furloughed will not be getting back pay for the time they are off. National Correspondent RORY O’NEILL will have the latest on the government shutdown – and what is being done to end it.

waking up. The government shutdown now heads intoday number eight.

It's second week and the issues are already beginning to
develop where they always developed first air traffic control systems.
In addition, there are reports that workers who have been
furlowd will not be getting back pay. Some will, some won't.
Sounded more like art of the deal kind of negotiations.
I think the way the laws are written, they'll get

(01:10):
back pay. But Roy O'Neill is here to clear up
some of this mess. And I might add and no
sign of any votes or breakthroughs that appear to be
on the horizon. Good morning, Rory, Yeah, good morning.

Speaker 3 (01:21):
And look, President Trump is actually muddying the waters here,
specifically on the issue of whether or not every federal
worker will be reimbursed or get back pay. During the
time of the government checkdown in the Oval Office, he said,
quote depends on who we're talking about, unquote, So that
is sort of coming up the works. But what we're
hearing from the few members of Congress who are still

in DC is that they sound pretty adamant that everyone
with the federal worker will be made whole.

Speaker 1 (01:51):
At least they'll do their part to do that.

Speaker 3 (01:53):
But as you said here we are second week now,
more and more air traffic controllers TSA workers are calling
in sales. That's disrupting a lot of flights, making it
challenging to staff some of these control towers. Burbank in particular,
had no one in it. There have been some delays,
namely in the Chicago area. Plus combine these sickouts with

a lot of bad weather in the northeast corner actually
from DC to Boston today, so that really could make
things pretty difficult for traveling.

Speaker 1 (02:23):
All right, here's one of the issues Trump signed into
law after the longest government shut down back in twenty
nineteen in his first presidency, legislation to ensure federal workers
receive back pay. So this a is a law, he said.
B Then in a new memo, his Office of Management
and Budget says back pay must be provided by Congress

(02:44):
if it chooses to do so as part of any
bill to fund the government. Then when the President was
pressed on it, he says, well, some will, some won't,
and for those that don't, we might have another way
of handling it. That's a threat to fire them. And
then at the end, when he's pressed on would you
follow the law? Of course, will follow the law. Well,
the law that he had set in motion would get

them all back pay. So I that seemed like a
news chase to me. I just didn't fight on. I'm
not bad for the president. I understand he's trying to
do what he can to spur people into action, but
that one I don't think is going anywhere.

Speaker 3 (03:17):
No, and again Congress is going to approve the pay
for them. I think the message that the OMB was
putting out was this continuing resolution, the one they keep
voting on that falls short. The Senate doesn't specifically say
back pay in case of closure, and that's where they
think this workaround. So it may take separate legislation that
are also considering, perhaps a separate bill that would allow

for the military active duty to be paid starting next week.
That's something else that could bring lawmakers together early next week.

Speaker 1 (03:46):
Yeah, But and then the license to continue I in
other words, the main things that are separating them, they
haven't been addressed at all. So you know, it's a
clean bill. The Democrats are wrong. It's the same bill
they supported in March. It's the same bill that ten
of them supported in March. And then by the time
you do this, you're going to be up against the

November shutdown. So I don't it's the dysfunction. And then
there's you know, gridlock. This is more dysfunction.

Speaker 3 (04:19):
Well, as I described this when eight days ago, I said,
they're on two different tracks, right. The Republicans just want
to continue going on, going on, but the Democrats are
on a different track. Trying to undo what was in
the big, beautiful bill, or big parts of it. And
that's why there really is no communication. There are no
negotiations really happening among leadership. Some groups have gotten together apparently, though,

there's a group of senators bipartisan, trying to figure out,
you know, what's going to be best for our constituents
here and smooth out the effects of the shutdown, but
not really addressing the fact that they're on two different
paths entirely.

Speaker 1 (04:54):
Speaking of two different paths entirety, Pam BONDI went before
a Senate committee and you'll hear how on there are
two separate paths. One wants the people safe and law
enforcement done and doesn't really care if you like it.
The other wants to know what happened to Jeffrey Epstein.
Roy'll have that story coming up in the third hour. Look,

(05:18):
there is just no two big, big stories that are
virtually being ignored. I can tell you how much the
tech scandal story is being ignored. I can't tell you definitively, though.

(05:42):
I'm trying to think, has anybody seen anything on the
senators having their phones tapped by the Biden FBI, I
mean other than Fox, other than I mean, I have
not seen it on any other type of website or print.
And this this is classic bias, and I get it.

(06:03):
You can't really get away with it anymore the way
you used to because of the Internet. Everybody kind of
knows it's happening, and everybody knows the media is ignoring it.
But the bottom line is I can tell you that
when it comes to the text messages trying to find

the I don't know how I keep passing it talking
about sixty three seconds over ABC, NBCCBS and PBS combined,
which is insane, the notion that a story would only
get that little coverage. But that's what it's at. If

J Jones were a Republican, I'm sure he'd be a
household name right now. I don't think many people know
who J. Jones is. But he's running for top cop
in Virginia. And I use the analogy of the movie
The Campaign with Will Ferrell and Zach Elefan Acus. I mean,
this is just he's wishing death upon a two and

a four year old. He's wanted to put a bullet
in the head of his political opponent, the Republican speaker.
I mean days after a Charlie Kirk assassination. While America
is in a debate over where is all this violence
and radicalization coming from, here's a guy running for attorney general,

top cop and he says, if cops were dead, we'd
have less shootings. I mean, what police officer would want
to be under that attorney general? And so the notion
is you would think and I'm not. You know, as
I said yesterday, I'm a person of grace and of mercy.
That doesn't mean, you know, if he's sorry, you hope

(07:49):
it's genuine and he has a right to be forgiven.
And this isn't a case where he ought to be
taken out and hung in town square, but his ability
to run should be over. I guess the people could
vote for him, and then we know we've got a
people problem. But right now you've got to wonder do

we have a media problem and a party problem. Here's
a Democrat party that is all in on mom Donnie,
a socialist, communist, probably Islamist that's now a part of
their brand. And now a guy wishing two to four
year olds dying painful deaths, or putting bullets in opponent's head,

or wishing more cops were dead. And you have somebody
that was running for vice president of the United States
with Hillary Clinton Senator Tim Kaine standing by his side, Well,
that becomes a party brand issue. Now. I know that
in this case, Jay Jones has already canceled a fundraiser,
probably because there's no funds to be raised, and I

imagine we're just a few days away from getting a
poll since this has come out. Sixty three seconds. And
that's when you combine ABC, CBS, NBC, and PBS. By
the way, it's even worse. That's when you combine ABC, CBS,

NBCPBS Evening News, all of their morning shows, their Sunday
roundtables sixty three seconds. I mean, I know how you
do bias. Stories. You cover stories, you don't. Angles, you

choose angles, you don't, people, you talk to people, you don't. Quotes,
you use quotes, you don't. This is just flat out ignoring. Now.
This is why ABC, NBCCBS and PBS are irrelevant. This
is why these shows are irrelevant, and this is why
people now get their news from TikTok and x along

with a lot of misinformation too, and a lot of
crazy conspiracy theory too, and some conspiracy theory that isn't
crazy quite frankly. In fact, the only discussion of Jones
on broadcast networks was NBC Sunday Roundtable Show on October

fifth edition, to Meet the Press, former Donald Trump staffer
Mark Short brought up the controversy. This prompted to Meet
the Press moderator Kristen Welker to press former President Joe
Biden staffer near a tandon nearra Let me, let you
respond to that, because that is going to be a

big story. I mean, I think that's going to be
a big story in the coming days. And of course
the joke is it's not because we don't have news.
We have narrative, and this doesn't fit their narrative. Yeah,
I mean, why would they cover it, Michael Early? Voting
is going on in Virginia right now. But there is
something about Tim Kaine. Had Hillary want as everyone thought

she would, was going to be a heart beat away
from the presidency, and he's standing by these texts and
what they said about cops, about a two and a
four year old, about a political opponent with a bullet
in the head. This it all gets absorbed in the
brand read whether they like it or not. I mean,
he was the one who questioned our creator, I believe,

so why would you why would you stand by this person?
Why is it so hard to turn your back on mom? Donnie?
I'm sorry, we got a big ten, but it's not
that big or why is it so hard to turn
your back on Jay Jones? After a while, if enough
of these happened, I'm beginning to think that's the party

and that's its constituents. But isis back? Just like the
cancelation of his fundraiser, the next poll out on j
Jones will show he can't win, and that's when they'll
force him to step down. But right now, like all things,
it's very revealing, far more revealing than harmful. And what's

revealing is the Democrat brand and its voters. And I
didn't even get to the tapping, the FBI tapping of
Republican senator's phones. That's worse than Watergate times eight. The
difference is Woodward and Bernstein wouldn't care, and I'm not

sure the American people would care like they did in

the government shutdown. Speaker Mike Johnson is open to passing
legislation that would allow military members and critical FAA air

traffic controllers to be paid during the shutdown. Jim Roup
has more.

According to the Speaker of the House, the government needs
to reopen by October thirteenth for the nation's one point
three million military members to get paid. He says he's
monitoring the matter on a day by day basis, and
he adds that officials want to make sure our troops
are paid. Johnson's consideration of legislation that would ensure pay
for military members and ATC controllers comes as some airports

are already reporting.

Delays because of staffing shortages. I'm Jim Roop Well Mannie
ILLINOI are questioning whether the president has the power, but
he's using it to send members of the Texas National
Guard to Illinois, saying they're needed to help them ration rates.

Democrats so are questioning whether the troops have that legal authority.

We believe that those activities are illegal, and that the Texas.

National Guard or any other national guard wouldn't have the authority.

In Chicago, Congressman Joaquin Castro's calling on the governor of
Texas to stop the assistance while a lawsuit followed by
the state of Illinois plays out in court. It cites
the Immigration and Nationality Act, which governs who can carry
out things like immigration searches and arrests. There's not a
provision allowing the military or the National Guard to participate.

New data shows one in five adults are addicted to tobacco.
Michael Kasner reports a report by the World.

Health Organization shows the number of tobacco users has dropped
from one point three eight billion in the year two

of people using e cigarettes alarming. The report shows there

area and James Comy expected to arrive for arraignment later
today on two federal charges. Well, I'm going to play

pretty endearing moment between President Trump and the Canadian Prime

Minister Carney yesterday at the White House. I'm sure John
Decker wasn't far away. He is your your morning show,
White House Corps responded, and he's joining us now. According
to the President, he really likes this guy. He's tough,
but he's nasty, but he's tough, and I like him. John.
Good morning, Hey, good morning. They get along well.

I could tell the first time they met in the
Oval Office, they got along well. The President respects him.
Former head of the Bank of England, former head of
the Bank of Canada. So the guy has smart and
the President likes that. And he is obviously negotiating. Mister
Carney is on behalf of his country, so those trade
negotiations continue. And the President expressed optimism that a trade

deal ultimately will be reached with Canada could happen sooner
rather than later.

Yeah, I mean the president. Look, if the President doesn't
like you, you can tell and he'll usually say something uncomfortable.
And if he likes you, he'll tell you. Read that.
I mean, you kind of indicated how you've read it.
I read it the same way. I think it's this
one's real and it's respectful, and it's holding things up

a little bit because he's a tough negoti You don't
think this is classic Trump puffing him up and then
next thing you know, he's going to be talking about
them being a fifty first state again. Do you no,
I don't you know.

I think it helps mister Carney that he does have
a good personality, that he gets along well with President Trump,
but also helps him that his predecessor did not get
along well with Trump, justin Trudeau, so the President very
much likes his replacement his successor. That helps a lot
in terms of reaching a trade deal with Canada. Canada,
interestingly enough, no trade deal, whereas Japan, South Korea, the

European Union, they have all struck trade deals with the US,
and the President indicated that a trade deal with Canada
is not far off, all.

Right, So what's the hold up? What are the differences?

What are the.

Main sticking points? Well, I think that.

Speaker 10 (20:47):
There's an ongoing tariff on imported steel and aluminum, and
Canada would like to see that tariff lowered significantly from
where it is right now. England got that reprieve and
Canada would like it well, So that I think is
one of the sticking points in terms of reaching a
trade deal. Also, as you may know, the US MCA

trade agreement, the US Mexico Countada Trade Agreement, it is
due to expire, and the President spoke yesterday of possibly
doing a bilateral trade agreement as a successor to the USMCA,
that bilateral agreement being with Canada and not Mexico.

Speaker 1 (21:22):
So that's pretty interesting in terms of what the President
said yesterday. So while the conversation turns to tariffs and trade,
the other is the showdown coming in Chicago with the
Texas National Guard arriving. And where are we at in
the Middle East with Hamas. Yeah, that's right.

Speaker 10 (21:38):
So those talks in the Middle East, specifically in Egypt continue.
Jared Kushner's Steve Wickcoff arrived today in Egypt to continue
those talks aimed at ending the war in Gaza, aimed.

Speaker 1 (21:51):
At bringing those hostages back home.

Speaker 10 (21:53):
The President once again expressing confidence that a peace deal
could be reached, but there are a lot of hold
ups on that, namely, Hamas not wanting to give up
its arms, give up as ambition give up the hostages
which have been the leverage for AMAT over the course
of the past two years.

it looks like the administration is going after it's a
political opponents now and doing exactly.

clear to me in the congressional testimony.

Now know, just watching it, I certainly seem like he
lied to me.

I mean, I'm also wondering what an FBI director is
doing taking memos from the FBI and leaking them to
the New York Times. I mean, Chris, I'd be I'm
a guy that hopes that the FBI director would be
keeping planes from flying into buildings, you know, keeping our
country safe, keeping the Western way of life safe. Instead,
this guy is you know, communicating every single day within
New York times. I mean, I hope a lot better.
But I find it so ironic that you're literally one

that's pushing back on the weaponization of government, when the
very same people that were coming after us, you know,
went after your brother.

You know, like hounds.

I mean, they did everything they could to destroy his governorship,
They did everything they could to destroy his life, They
did everything they could to destroy you. I sat in
that same seat. The only difference is my last name
wasn't Cuoma. My last name was Trump. They were trying
to destroy my father, and by doing that, they were
trying to destroy me, and they were trying to destroy
the Trump organization. They were trying to take all our
assets and strip her name off of every building in

New York City. You've been on the receiving end of
the very same people that I've been on the receiving
end of, and so to play KOI with me as
if this isn't happening in the United States of America
just seems ironic and foolish, given what you've been through
more so than anybody.

or not if something is wrong, is also wrong to
do the same thing when you get back in power,
which certainly happened the first time the administration came in

Can we be honest about how one side's more radicalized

might have got a different answer. What do you say
to the appearance that it looks like you're doing just
what they did to you? And they'll let him clarify
the difference because one side was scandalous, the other side

I want to discuss any internal conversations with the White
House with you, ranking member.

people don't know the rationale behind the deployment of National
Guard troops in my state. The word is and I
think it's been confirmed by the White House. They are
going to transfer Texas National Guard units to the state
of Illinois. What's the rationale for that.

Chairman, As you shut down the government. You voted to
shut down the government, and you're sitting here. Our law
enforcement officers aren't being paid. They're out there working to
protect you. I wish you love Chicago as much as
you hate President Trump, and currently the National Guard are

about any concern whatsoever. We've got nothing but concerns today,

the opposition party, they're Republicans, they're conservatives.

I mean, I'm loving portions of this, but the bottom
line is we've gone from checks and balances, well, we're
all in this together for America's sake, to opposition politics

the President with the new Prime Minister Kearney from Canada.
They're trying to work out a tariff deal. It's very
tough negotiations. They're closed, but they're not there yet. The
President couldn't stand the last prime minister of Canada didn't

respect him. Uh was threatening to make them a fifty
first date. He clearly likes this one a lot.

Listen, I think he's a great prime minister. I mean,
he could represent me anytime. I will tell you know,
I'm not saying that because no, he is a very strong.

Very good leader. He's a he's a nice man, but
he could be nasty.

think I think Kennedy, let.

I can tell you this because they deal with lots
of leaders all over the world.

He's a world class leader. He's a man that knows

And I'm not surprised to see that he won the
election and wanted substantially, and I would think he's more
popular now. He's a good man, he does a great job,
and he's a tough negotiator.

So that's pretty high praise coming from Donald Trump. And
