En septiembre de 2018 la ONU puso en marcha un grupo de trabajo llamado Comité 13-04. Su misión era investigar las circunstancias que habían rodeado al gran apagón. ¿Quién tenía información? ¿Cómo se gestionó? ¿Actuaron los gobiernos de acuerdo a la ley? Este organismo tuvo, a su vez, subcomités nacionales encargados de descubrir lo ocurrido en cada uno de los países.
Julen Uribe es uno de los abogados que participó en uno de estos subcomités encargados de investigar la documentación española. Él denunció públicamente que el gobierno español no le dejó hacer su trabajo pues se negaron a facilitar documentos y pusieron en duda su credibilidad. El Comité trató de reunir pruebas por todo el mundo, muchos abogados dimitieron, Uribe optó por tomar una vía indirecta: acudió a diferentes fuentes que habían tomado un papel fundamental durante el gran apagón: proveedores, audios, militares...
