En su origen, los refugios tenían nombres numéricos, derivados de las coordenadas de su posición. Décadas después, cuando se decidió que serían empleados para cobijar personas y bienes durante el primer apagón, recibieron nombres nuevos, más sencillos. Estaba el Goya, el Cervantes, el Dalí… Y el que acabaría siendo el más famoso de todos. El Velázquez.
En la crisis que acabaría dando fama a este refugio, uno de sus huéspedes jugó un papel decisivo. Un conde septuagenario llamado Jose Manuel Vallejo. A los pocos días de instalarse allí, Vallejo empezó a dar síntomas de demencia. La noche del 19 de febrero, ya totalmente desorientado y tras un fútil intento de fuga, fue encerrado en su habitación.
