El segundo apagón duró un total de 69 días, 13 menos que el primero. En las calles, la alegría por el regreso de la luz fue contenida. Para entonces, la idea de que los apagones serían un fenómeno recurrente ya se había instalado en la sociedad. Aquello, por tanto, solo era una tregua pasajera.
No todo el mundo recibió de igual manera el regreso de la luz. Algunos, incluso, se opusieron. Fue el caso del antes conocido como Club Gaia, ahora simplemente Gaia, que inició una campaña de sangrientos atentados por todo el país.
