payments despite months of warnings. Now over seven hundred units
are at risk. Residents say the property conditions have been declining,
with reports of unmaintained pools, of closed gym, even press
problems on the rise. Now the city says the partial
payments have been made, but the shut off will proceed
unless the full balance is paid.
