And this week on Talking Southeast Texas, we are joined
by Chuck and Colton Havevard. They are incoming sheriffs in
Jasper and Newton County's father's son, Chuck will be the
sheriff in Jasper County. Colton Newton County. Guys, thanks for
joining us on this week show.

Speaker 2 (00:19):
I appreciate you having us, ERL, thank you for having us.

Speaker 1 (00:21):
First off, I'll go with dad. Chuck, just talk about
what it means to you to have your son a
sheriff in an adjoining county.

Speaker 3 (00:29):
To you, well, it makes you really proud, you know,
the not of the election. I was a lot more
proud of him than I was and myself. You know,
we all want better for our kids than what we have,
and so it's uh, I'm very excited for him, very
proud of his accomplishment and looking forward to working with.

Speaker 1 (00:45):
Him and Colton the same for you. Just your your
dad's a sheriff and you grew up in law enforcement.
Go Chuck's a long time DPS moving up to the
ranks lieutenant all the way through. Is this something you
wanted to do growing up up because dad was in
law enforcement?

Speaker 2 (01:02):
Yes, sir, I've always wanted to be a policeman from
a young age, and I didn't waste any time. At
eighteen years old, I started doing ride alongs. In nineteen
I went to work in the jail, kind of molded
my way to eventually become the Newton County sheriff. That
was my lafelong goal.

Speaker 1 (01:18):
Chuck, just with your son, is that something you encouraged
him or do you want to be his own guy
growing up?

Speaker 3 (01:23):
Oh? Yeah, I encouraged him, and you know, whatever a
career he wanted. But you know, obviously I very sentimental
as far as a career in law enforcement. So once
he decided to do that, I was very tickled. And
once he decided he was going to run for sheriff.
He actually decided he was going to run for sheriff
a lot sooner than I did, And so obviously I

(01:44):
encouraged him and I felt like he would do really,
really well.

Speaker 1 (01:48):
Chuck, Will got you interested in law enforcement?

Speaker 3 (01:51):
Uh? You know, I would love to say it was.
I thought it was a civic duty. But you know,
I always want to be a DPS officer because I
loved the fast cars and the cowboy hats and the
forty five U and so, and I like what the
agency stood for. You know, they didn't care if you
were a Republican Democrat or which side of town you
came from. They was an agency that always was professional

(02:12):
and just did the right thing and help people that
needed to be helped.

Speaker 1 (02:15):
Colton. Your goals coming in as sheriff of Newton County.

Speaker 2 (02:18):
Well, number one, I want to evalue what the agency
enhance the law enforcement in Newton County. Newton County is
a very very rural county. We don't have a lot
of funding, so I would like to kind of look
at some areas where we could maybe improve. Hopefully my
contacts will be able to get some more funding up
there for the law enforcement officers, for equipment, things like that.

(02:40):
Bottom line, i't want to provide everybody with a good
service throughout the county.

Speaker 1 (02:44):
Colton. Another question for you real quick jail population. I
know under the current administration some of the inmates are
in Jasper County somewhere over in Boreguard, Louisiana. Is that
something you're going to continue or how do you control
the jail population?

Speaker 2 (02:59):
Someone who evaluate the different contracts that we have with
Jasper County, bore Guard Parish bottom line, we need a
jail in Newton County. That's uh something we've needed for years.
And I want to try to explore every avenue I
can when it comes to a jail and do what
I can to bring a new jail into Newton County.

Speaker 1 (03:19):
Chuck, You've got a big county. I may not be
very big east to west, but you're big north the south.
Let's talk about personnel. More deputies needed, uh just basically
a staff when it comes to the amount of deputies
need to patrol on a daily and nightly basis.

Speaker 3 (03:37):
Right. Well, like I say, it is a huge county.
Jasper County is a very very long county. You know,
my number one priority amongst everything is putting deputies in neighborhoods.
You know, we have got to do something with our
theft problem, with our drug problem, and so I'm gonna
expect those guys that work for the Sheriff's office, it's
going to be a daylight to dark job. I expect

(03:57):
them to put put the citizens needs over there needs.
And you know, my very first party is getting people
in our neighborhoods to try to combat the thefts and
the drug problems that we have in that county once again.

Speaker 1 (04:10):
On this week's talk in Southeast Texas is joined by
Chuck and Colton. Have her. Chuck the incoming sheriff in
Jasper County, Colton and Newton Counties. You two have something
else in common besides father and son. Both of you
are in counties that Billy rolls at one time with
the sheriff. Oh yeah, yes, sir, I know Chuck, he's
and somewhat with him. The DPS background has been a

mentor of yours.

Speaker 3 (04:33):
Yes, sir, yeah, I used to ride with Billy and
he's probably one of the main reasons I've become a
DPS officer. You know, I always thought he conducted hisself
with a lot of class, a lot of professionalism, and
done a great job and served that community for many,
many years. And I think the world of Billy rolls.

Speaker 1 (04:50):
Cult of the same with you. I mean, just talk
about I know Billy, you know, love both of you guys,
and just talk about he's meant to you as you
grew up in law enforcement.

Speaker 2 (04:59):
Yes, sir, yeah, I think a lot of Billy. In fact,
a few years ago, you know, was exploring the the
avenues of running for sheriff and went to him and
kind of picked his brain a little bit, and he said, Colton,
you really need to become a constable first, because there's
a lot of civil process that goes into the sheriff duties.
And I took his advice. I did. I got appointed

January first of twenty twenty one as the Precinct one
constable up there in Newton County. And looking back on it,
that's that's probably one of the best pieces of advice
that I've ever, you know, received from Billy Is because
it does mean a lot and there's a lot of
civil uh in the sheriff's world, so it's good.

Speaker 1 (05:35):
Chuck Colton kind of went into this. I'm going to
kind of cold tell his answer. Your career in the DPS,
How did that prepare you to be the incoming sheriff
of Jasper County.

Speaker 3 (05:45):
Well, it really you know, highway patrol sergeant, and I
was a highway patrol sergeant for I made lieutenant for
many many years, twelve years actually, And that's kind of
like a small county sheriff. You're responsible for all the
highway patrol operations in that county. It is your responsibility
to staff the county provide a schedule, work with the
county sheriff and the elected officials, and basically you're dealing

(06:09):
with any problem that arises in that county as far
as in your highway patrol sergeant capacity, and so very
demanding job, very high profile job, but it was a
very very rewarding job. You know, give you an opportunity
to you know, impact these younger troopers coming up and
hopefully what you strive for is to make a positive

(06:30):
impact on their careers for.

Speaker 1 (06:31):
Both you guys. Of course, you don't start office until
January first. The physical year starts on September first, Are
you guys sitting in right now? And budget hearings are
although you're not sure if until January you're still a
big part of that incoming physical budget, you bet. You know.

Speaker 3 (06:47):
I've found that this transition period, you know, from March
the fifth into January the first, you stay just as
busy as you do on a campaign trail, and so
you know, constantly speaking with the county judge and the
ministers and the district attorney to try to you know,
stay on top of what's going on, and you have
staffing issues that you have to try to figure out

(07:08):
get your staff in place, and so it's a it's
a lot of a lot of work before you get there,
much much more work than I anticipated.

Speaker 1 (07:15):
Actually, you guys talked about this, and let you go
first on this one, Colt, and it's for both of you, guys,
the importance of communities working together, not only within Jasper
County and all the police departments in Newton County, all
the police departments, but adjoining counties in Southeast Texas. We're
a region and there's no doubt about that.

Speaker 2 (07:35):
Yes, sir. So that's one of the big things that
I've tried to do throughout my law enforcement careers. It's
constantly network and meet people, you know, whether it's Sabine County,
Jasper County, Orange County, and even into Louisiana. You know,
I've got a good network, and I believe that having
a good network will benefit Newton County because a lot
of times the crimes are committed just over the county

(07:56):
line and the criminals they run back and forth.

Speaker 1 (08:00):
Like the importance of working together as a region.

Speaker 3 (08:03):
Oh for sure. You know, you can get a lot
more things done with good relationships than anything. That's that's
probably the most important thing is good relationships where you
can pick up the phone and get something done. Obviously,
with him being next door, you know, we'll be able
to work work well together. Uh you know, but he's
got his own county to run. What may be good
for Newton County may not necessarily be good for Jasper County,

(08:24):
and so, uh, you know, we're always obviously can always
work well together. But you know, what I do in
Jasper County, he's not gonna want to do in Newton County,
and vice versa county. The counties are different. And the
people that elected you, people that you're representing, you know,
they have a voice in their county sheriff's department you
want to do, you know what they you know, consider

(08:45):
their input and do what they uh what they you know,
elected you to do.

Speaker 1 (08:51):
So, will you pick up the phone, dad, give me
a recommendation? Will you pick up with the phone's sun?
Will you give me a recommendation? At times when when
when you need advice from one another?

Speaker 2 (09:02):
You know, I don't think you know, getting adviced more
than another. That's you know, that's not below us for sure.
But you know, typically I'm gonna rely on my command staff,
my administration and in the citizens, you know, what what
does the citizens want? Like you said, because what what's
app applicable for for jass County may not be the
same in Newton County.

Speaker 1 (09:21):
But you know he's are selling noom.

Speaker 3 (09:22):
I'm gonna remember that when he called me.

Speaker 1 (09:26):
Colton hoof.

Speaker 3 (09:28):
Now, like I say, we you know we'll be There'll
be a lot of times we want to bounce things
off each other, but hey, for the most part, he's
his own man, and you know, he's got his county
to to run. And I've got, you know, the Sheriff's
office in Jasper County to be concerned about. We're both
gonna be way too busy to worry about each other's business.
I can assure you.

Speaker 1 (09:48):
All Right, how about this and I'll come out. I'm
volunteering my free time. I'll do the pa announcing the
Jasper County Sheriff's Office versus the Newton County Sheriff's Office.
In a softball game, Hey, we would be game.

Speaker 3 (09:59):
Oh no, he can't, he cannot win.

Speaker 1 (10:01):
Who would win that softball game?

Speaker 3 (10:03):
Jaffer County?

Speaker 1 (10:05):
Hey, guys, you know I, like I say, Chuck, I've
known you for years, working with you quite a bit
through the Department of Public Safety. Obviously you're coming from
a great bloodline, Colton. I want to thank both you
guys for stopping by getting your message out to southeast Texas.

Speaker 3 (10:20):
You bet, Carol. If I can't say one more thing, uh,
obviously the staffing issue, UH, that's that's an issue that's
faces law enforcement today, sir. But if I can, if
you don't mind plugging our Jasper County UH police Academy.
Angelina College is going to be providing a police academy
in Jasper starting in January. Mid January, it will run

(10:41):
through October. Mid October. It's a night class six p
to ten p Monday through Friday. And what that does
it gives us an opportunity for Jasper County people and
Newton County people to you know, keep their forty hour
week job plus come to class in the evening. And
so we want people that's that work for the sheriff's
office in either county to be from that county. So,

(11:04):

an agency that you know, we're going to be professional,
