The state is asking for an emergency order to stop it, but legal experts say their case may be weak if no troops have arrived yet, especially if the feds argue they’re only there to protect property and officers. Antifa protestors have been in front of the federal building nightly since June, harassing officers, assaulting people and damaging federal property with paint and graffiti. ICE officials say Portland police won't respond, even when people are attacked and ICE doesn't have the authority to make an arrest unless there is a federal nexus.
