It is Colorado's Morning News. Marty lens Gina Gondg Good morning.
The City of Denver government employees jobs have been cut
in significant numbers in multiple sectors, and while the one
hundred and seventy one cuts is fewer than the possible
one hundreds of the city expected to eliminate a few months ago,
it's still having a big impact on the city council
in some city offices.

Speaker 2 (00:17):
One of those cuts was Scott Gilmour, the longtime manager
for the Department of Parks and Recreation. His wife's city
council member, Stacy Gilmore, believes her husband's job was cut
for possibly a different reason. Council Member Gilmour joins us
now on the KWA Common Spirit Health Hotline. Thank you
so much for your time this morning. Thank you tell
us a little bit about why you think your husband's

job was cut, and any other details that you can
provide so far on what we know of who was
let go or what departments were hit the hardest.

Speaker 3 (00:48):
Well, I thank you for having me on. This is
a very very hard time for so many folks who
were laid off unexpectedly. So we know one hundred and
seventy one people were laid off, and many of those
people were handcock holdovers that maybe worked during the Hancock

administration were brought in during that time. But through their work,
through their performance reviews, etc. They have been doing stellar work.
And we've been told that the mayor met one on
one with each department agency head and added and subtracted

(01:35):
people from that list, and so the mayor had the
final say on that, which, as far as I have
been informed, that is not an ethical way to lay
people off. It's retalitory.

Speaker 1 (01:51):
We had some of that information in our reporting talking
about that. You've been critical of Mayor Johnston and do
you think that played a hand in your husband's being
one of those that was.

Speaker 3 (02:01):
One hundred percent. There have been many innuindows that have
been said that I should pay attention a little bit more,
that maybe I could have these conversations behind closed doors
with the mayor and administration, and that is not doable

(02:22):
because they will not listen. Mayor Johnson will not listen
to anyone. And the only way I have to communicate
now is through media and through different platforms, and so
I know very much so this rose retaliatory, and it's heartbreaking,

(02:46):
especially with my husband being sixty one, so close to retirement.
But you know, I know that I've spoken with many
other people who have been laid off as well, and
they have similar stories. They're reaching out to me because
I've been vocal and they feel like they don't have
the ability to do that. And so hopefully soon I'll

(03:07):
be able to share more people's stories who have been
laid off and.

Speaker 2 (03:11):
Very vocal on social media, posting yesterday saying that Denver
mayor doesn't deserve another term, doesn't deserve to chase his
dream to be president. It's trash and has been trash
and is extremely bad news for Denver. A council member, Gilmore,
do you still stand by that statement and do you
believe when you said during the city council meeting, believing
that your husband was let go because of his quote

(03:31):
sassy loudmouthed wife.

Speaker 3 (03:35):
Well, if anyone has ever been called a sassy, loudmouthed woman,
you know exactly that. I still believe that what I
said on the day is and what I posted. The
post that I shared is from an American Indian woman

(03:59):
who unfortunately I can't share her name or anything, but
this mayor has created the divide that I don't think
he was ready for, especially with the American Indian community
and him using everybody essentially two weeks before to lay

(04:22):
out the vibrant Denver bond and to get that across
the finish line with council and my husband, Scott Gilmour,
has been working with the American Indian community for the
past over twenty years, but all thirteen years that he's
been on city Council, and so it's very arrogant. It's

(04:43):
very old romanticized West manifest destiny that Mayor Johnston has
these delusions of grandeur and he's forgotten that there's a
lot of folks that that old West dream was horrible
for them. And we're mobilizing and I am going to

(05:05):
be front and center. I don't believe this mayor deserves
another term. I hope that there are plenty of people
that come out and challenge him because he has decimated
the city budget. You never run through your rainy day fund,
your contingency fund. He has been so hyper focused on

(05:26):
being a white savior to Denver and fixing homeless We're
warehousing homeless people, people are overdosing, we are retraumatizing people
in those hotels because we're allowing them to smoke drugs,
We're allowing people to be in unsafe positions, and I

(05:50):
think that's indicative of where the Salvation Army recently said
no more, we cannot do this. And so he's showing
left and right how he is seven long time relationship
for his dreams of graft.

Speaker 1 (06:05):
Counsel Wellman Gilmore, you kind of took one of those
questions off my plate. If you blame him the mayor,
for some of the budget shortfalls, sounds like that's the case,
But I also want to get to you said, cutting
your husband's job does nothing to help with that shortfall.
Can you explain why.

Speaker 3 (06:18):
Sure. So, there are different pots of money in the city,
and one of those pots of money is there's a
wastewater Enterprise Denver International Airports and Enterprise. There's also the
Legacy Fund, which is a specific fund that executive director
Joel and Clark, which I formerly served on City Council with,

(06:42):
knows they put Scott's salary out of that fund over
a year ago, so his entire salary wasn't even being
paid out of the general fund. It was out of
a different fund. And they're going to tell you a
story that they say, well, well we laid off that employee,

(07:02):
so then we could move a couple more different employees
into getting paid out of out of that legacy fund.
My estimations, and please verify this with the mayor if
he can verify it. But I would ask for you
to ask the auditor to verify it. That legacy fund
brings in around forty million dollars annually, and so riddle

(07:29):
me this. I do not see how this is going
to help the general fund when the fund that my
husband was paid out of brings in forty million dollars annually.
This is plain and simple retaliatory. How do you choose
one hundred and seventy one people odd number he was

(07:51):
getting rid of naysayers with from a city he thinks
he's an mini Trump.

Speaker 2 (07:57):
Called Smember Gilmore. With a little time we have left you,
he had an opportunity to speak with the mayor since
these layoffs took place, and it's not like you mentioned.
Is there a specific question you want us to ask
when we hopefully have a chance to speak to him,
as we do on Fridays.

Speaker 3 (08:13):
I have not had a chance to speak with him.
He never speaks with me, so I would ask him
to actually send you a spreadsheet showing how things are
moved around and how on that spreadsheet he is looking

(08:36):
at balancing the proposed budget that he sends to city Council.
By charter, he needs to send us his budget for
twenty twenty six by September nineteenth. He did these layoffs
less than thirty days before he's supposed to send the
budget to council or like a board of directors to
approve it, and so he needs to send you a spreadsheet.

(09:00):
I quite honestly don't think they know how to make
one over there, because I've never received one from them.

Speaker 1 (09:05):
And one quick follow up, is there any one thing
you can target or see that would help sort of
take care of the shortfall, something you can point to
me saying if we shore this up, this will go
a long way to helping the shortage we have.

Speaker 3 (09:17):
Sure, I mean, if we were actually included in the
conversations with what the true shortfall is, we could certainly
redeploy employees over the pandemic. I've served on city Council
for the five years of the pandemic, two of them
as council president. We did not lay off one city employee.

(09:41):
We reployed them. We did not have sales tax revenue,
we did not have lodgers tax. We redeployed people to
help us in areas where there are vacancies. There has
been none of those conversations. He's using the city budget
like it's his own political campaign, and he's failing horribly.

(10:02):
And now people have lost their jobs, they've lost their
sense of security, and I'm really looking forward to raising
their voices. And this mayor does not deserve to be
in office with what he's done for the city's budget.
