Yesterday in Columbus, the Ohio House overrode one of Governor
Mike Dowin's line item vetos from the budget bill. They
were thinking about trying to override two others, although those
were tabled and not considered. We're going to visit with
House Speaker Matt Huffman. Of course, from right here in Lima.

Speaker 3 (00:22):
I know you.

Speaker 1 (00:22):
Wanted to override more than the one you got yesterday,
but talk about the one light item veto from the
budget that you did override.

Speaker 3 (00:31):
Sure.

Speaker 2 (00:31):
Yeah, So the purpose of this provision is essentially to
give the voters more information about what they're voting on
and to eliminate the naming of certain things that really
would make voters think that there aren't new taxes or

(00:53):
continuing taxes. It's a transparency thing essentially, and also prohibits
certain governmental entities if they have if they're fully funded
more than one percent funded, from putting a levy on
and that. As we said, these are kind of pretty simple,

(01:15):
straightforward what the voter knows needs to know, and we
none of the Democrats would support these transparency provisions. We
had sixty five members in our caucus, three of them
because of other issues could not be there and so
had we had sixty two members, sixty one of our
members supported that, So I feel pretty good about that.

Speaker 1 (01:38):
Well, a couple of other line item vedos you were
going to consider overriding, I guess you tabled them. Was
that because of three members that were unable to show
up and you didn't think you had enough votes to
get the override there.

Speaker 2 (01:53):
Yeah, that's that's true. Strictly speaking, it wasn't a tabling.
We simply didn't take it up. And the reason is
that there was some concern by some of our members
about what those provisions were.

Speaker 3 (02:06):
I'll have to.

Speaker 2 (02:07):
Tell you that I think that that concern was frankly
fueled by misstatements or misinformation given to them by some
local government officials and local government groups. You know, the budget,
the local budget commission we have in some parts of

(02:28):
the state, prosecuting attorneys are saying that the budget Commission
cannot lower taxes.

Speaker 3 (02:36):
Under certain circumstances.

Speaker 2 (02:37):
Well, that's not the state law, and so we wanted
to clarify that in the state law.

Speaker 3 (02:41):
That's what one of the overrides were.

Speaker 2 (02:43):
But again, you know, people were saying, oh, well, some
some outside county could affect it because there are overlapping jurisdictions.
There's one public library district that overlaps into five counties,
for example. So I think, you know, we'll get everybody,
will get fairly informed and get to ask their questions.

Speaker 3 (03:03):
We'll bring that back in October and take that one up.

Speaker 1 (03:07):
Then you mentioned October there. I know you wanted to
get these vetos overridden so it would be in effect
for the twenty six tax bills for property tax payers.
That'll be too late October, right.

Speaker 2 (03:23):
It would be too late, And that's disappointing that we
can't get all of these put on it, and the
other provisions that we had that were in the budget.
And you know, again the folks who are advocating against
the tax reforms that the High General Assembly is trying
to put in. You know, I'm trying to caution these folks.

(03:46):
You know, the old saying that pigs get fat and
hogs get slaughtered. You know, this initiative that's coming is
we should be very concerned about. But you know, as
I said, the General Assembler is trying to do everything
we can, including overriding the vetos of Governor de Wine,

(04:07):
who's trying to block this tax reform.

Speaker 1 (04:09):
Well, Matt, as far as getting stuff in effect for
twenty six, why not reconvene with your House members sooner
than October.

Speaker 2 (04:19):
Well, we're scheduled. We are scheduled in in session October first.

Speaker 3 (04:24):
One of the problems that.

Speaker 2 (04:25):
We had now was, you know, we have a pretty
active schedule the first six months of the year, and
then legislators schedule other things, whether there are in some
cases medical procedures for them or their family. We have
several weddings among members, there's some overseas trips, a whole
number of other things. And at this point, and again

(04:49):
the reason why we did this in July was to
try to get these in effect by November, to make
them effective on the January twenty six bills. Well, at
this point it doesn't make difference if we pass it
in August or September, it's still not going to be
effective in time. And so October first is our first
scheduled date, and that's when we can begin considering the

provisions we didn't take up and possible other overrides.
