And now there's all sorts of people resigning. Yeah, all
sorts of things happening with redistricting and because of redistricting.
Let's get to the bottom of all of it. One

Hello, good morning.

Speaker 3 (00:30):
Okay, so the House is what are they voting today
or tomorrow on redistricting? Do we know the schedule?

Speaker 4 (00:38):
Yeah, they're doing second reading amendments today, so we're kind
of waiting to see what amendments have been filed and
we'll be discussed and passed or defeated, and then they'll
have a final vote in the House tomorrow. Yeah.

Speaker 1 (00:50):
I was wondering about that amendments.

Speaker 2 (00:52):
So you're not sure if there are any or what
they're about.

Speaker 4 (00:56):
I'm sure there will be. None are posted, yet they
usually post them. I think you're required to file them
like up to two hours before session, so I think
they usually post them right then.

Speaker 3 (01:11):
So nobody reads any of this stuff. Then there's no
way you could read it and process it and do
the full vetting. They just throw it.

Speaker 2 (01:17):
They have the second reading.

Speaker 3 (01:18):
Okay, just am I wrong on that? Like they get
two hours to read and process?

Speaker 4 (01:23):
Well, I mean as they're coming in. Usually the staffs
will create on each side, the Republicans and Democrats will
create like Amendment seven does this. Then there'll be a
summary kind of thing, and so that usually because the
attorneys can see them. It's just that the public can't
see them.

Speaker 3 (01:41):
Well right, sorry, Okay, So do you have a theory
on why the House is so for it and the
Senate at least will use the term hesitant like it's
it's like, it's so different. Do you're at the state
House all the time? Nobody knows these people better than you.
Why are they viewing this so different currently?

Speaker 4 (02:01):
I think part of it is just the nature of
having four year election terms and the House constantly being
in election mode for every two years. You know, a
lot of them are younger and more tied to the

sort of Trump magawing in the House than they are
in the Senate too.

Speaker 3 (02:28):
Do you have a feeling the House seems pretty clear
they're going to vote to approve this new map? Do
you this has been the question we ask all of
our media friends this week, do you have a feeling
on what the Senate is going to do next week?

Speaker 4 (02:42):
It's really a complete, you know, coin flip. At this point,
I have not heard that they have the vote. I
think they're close to either having them or Jaffinia. It's
that close. And also, you know a lot of people say, well,
they only need twenty five because they have Micah beck
With lieutenant governor, who can vote. But even if one

person is absent, Micah beck With is out of the
equation because you need twenty six. You have to have
a constitutional majority. So if it's twenty four to twenty four,
his vote doesn't matter.

Speaker 3 (03:16):
The best thing for humanity on any topic would be
for Micah beck With to be out of the equation.

Speaker 2 (03:20):
So maybe that would maybe that would work out well
for all of us.

Speaker 3 (03:22):
Okay, so there were Nicky Keller from the Capitol Chronicle
joins US, joins US. Now is Bray actively lobbying on this?
Rod Bray the pro tim of the Senate. Obviously he's
against it and has not wanted to do this. Do
you get the feeling that he is talking to his
caucus about this, or is He just like, do whatever
you want to do, and it goes forward.

Speaker 2 (03:40):
It goes forward.

Speaker 4 (03:42):
I think they're having conversations, but I don't think he's
pressuring either way. You know. I think he knows where
he stands and he's going to let his caucus come
to their own conclusions, which is kind of how he's operated,
you know, the entire time he's been in the lead.
Occasionally he has stepped in on a bill to move

it to a different committee if it's not moving or
something like that. But he's not a very you know,
I don't know. He doesn't impose his will on his
caucus as some leaders do.

Speaker 1 (04:17):
Do you think that this bill will get out of
committee in the Senate?

Speaker 4 (04:22):
Oh, it's going to be tight, and it kind of
depends which committee they send it to. Oh yeah, I
don't know yet. And this is very exciting, honestly, because
covering two super majorities, you pretty much know before any
vote comes up how it's going to go. So from
a journalistic perspective of just being not sure and we

could be surprised either way, you know, that's kind of fascinating.
It's kind of fun for her, I mean a little bit. Yeah,
I mean if I got to work in December, at
least make it fun.

Speaker 3 (04:57):
Yeah, Nikki Kelly from the Capital Chronicles are in the
CAVI Chronicles our guests. So the guy who carried the
bill Smalls into house admitted, Yeah, this is purely political
and can you walk through what Look, there's two sides
of this, right, he did this that for legal reasons,
but but from the public perspective, like, that's a horrible
thing to say out loud. Can you walk through why

they're hanging their hat on this this phrase that they're
using that it was for political purposes or whatever they're saying,
because it's a horrible pr thing to say.

Speaker 2 (05:28):
But there's there's legally they're they're.

Speaker 4 (05:29):
Doing that, right, Yeah, the US Supreme Court has recently
upheld parties in jerrymandering. They've said, look, if it's to
advantage your party, that's not illegal. And so they're trying
to you know, I guess, you know, calm the waters
and control any litigation by saying, Yep, it's purely political.

That's what we're doing. Obviously, if there's going to be
a challenge, it's going to be on you know, whether
it's racial jere amandering, especially with the cutting up of
the seventh district, and so they're they're saying, nope, nope,
not for that where it's over here for partisan. But
you know, then when you look into how you know

African American voters vote, you know they're they're they're certainly tied.

Speaker 3 (06:21):
Uh, okay, before we let you go some non redistricting stuff.
This thing got a lot of traction that Danny Lopez,
he is a state rep from with a Carmel area, right,
he introduced a bill that would change how lieutenant governors
are selected in the state of Indiana, taking them away
from the convention delegates giving them to the governor. This
has sparked a lot of feelings on both sides on this.

(06:44):
Does this bill have a chance to move forward or
is it was this just like I'm doing this to
make a statement type of thing.

Speaker 4 (06:50):
Yeah, I think it's got a shot. I think a
similar bill was introduced last year as well. So you know,
a lot of people were bothered by the that the
governor did not get his own choice for lieutenant governor.

Speaker 2 (07:04):
Especially the governor.

Speaker 4 (07:06):
Yeah, so you know, I think it's I think it's
got a fair shot.

Speaker 2 (07:12):
Did you want to ask her about Senator Kyle Walker.

Speaker 3 (07:15):
Well, yeah, I was gonna get you out of here
on on this. There have been now multiple people in
the Senate announced their resignations. You would assume they're in
some way tied to the ridiculous threats they've been getting
over redistricting. Kyle Walker is the newest one. Now he's
fascinating because he's what business partners with Marty orps. Who
is the fair maps guy? Who's the pro redistricting? He's

Kyle Walker's come out against redistricts.

Speaker 2 (07:39):
What's that not anymore?

Speaker 4 (07:41):
He has resigned from most strategies.

Speaker 3 (07:44):
Yeah, I mean this is like a fascinating story. I mean,
so just real quick while we got Nick on the phone.
So Kyle Walker's state Senator Fisher's area I believe northern
part of Marion County and he's also was you're right, Nikki,
thank you business partners with Marty Orbs. So I had
the fun little Twitter are spat with over the last
last several days.

Who's the fair maps guy? And right, you're right?

Speaker 3 (08:05):
He just he announced only was he not running for
reelection to the Senate Kyle Walker.

Speaker 1 (08:10):
But he stepped down from M strategies.

Speaker 4 (08:14):
Yep. That came late yesterday. Bit of a surprise. Now,
some of the other people who would who had already
announced they're not seeking reelection before the redistricting fight kind
of heat it up. But this one is obviously right
in the you know, the middle of it, and it's
hard not to see that it might be related.

Speaker 3 (08:35):
Okay, we asked, well, I was gonna say, we ask
all of our media friends this, and we ask you.
We've asked you this for many weeks. Now next week
we may know by the time we talk will there
be a vote on redistricting in the Senate, and if so,
what will it be.

Speaker 4 (08:50):
I think there will be a vote, but I honestly
cannot tell you what it'll be. I think either way
it's going to be a one to two vote margin,
but it could go either way.
