We believe that national security can only be strengthened through public participation. Our outreach programs seek to build public resilience — the ability to weather hardship and adversity — that is so critical to a nation facing security challenges that range from natural disasters to outside aggression. We train citizens in community emergency response: how to self-help, treat those who are wounded, together and assist first responders, and be responsible for their immediate surroundings. 2021年4月2日太魯閣號列車出軌，是台灣史上最嚴重的火車翻車事故，震驚社會、也開啟更多檢討。事故過去一年，我們訪問了當時在列車上的乘客以及趕到現場的救災人員，他們跟我們談到：
■ 乘客的經驗：他們如何對外回報現場狀況、並協助急救
■ 救災人員的視角：他們在關鍵時刻如何運作
■ 經歷重大災難後，專業救護者及當事人如何面對創傷後的壓力
■ 面對緊急危難，一般人能做些什麼？
由吳怡農做訪談，五位受訪者分別為兩位乘客以及三位救災人員：
帶領各分隊員前往花蓮支援的新北消防隊救護指揮官、新北市消防局分隊小隊長張家瑋；第一時間在清水隧道北口指揮救援的花蓮縣消防局隊員劉冠英；以特搜醫療組身份提供民力支援的台灣醫療救護學會副理事長王為德；以及兩位在現場協助的乘客 Esther 與 Sean。
