כשחוק השבות עולה לשיח הציבורי, כמו למשל בחודשים האחרונים, כולם עוסקים בסעיף הנכד השנוי במחלוקת. אלא שסעיף הנכד הוא סעיף העלייה המשני בחוק. הסעיף המרכזי, זה שדרכו היו אמורים לעלות רוב העולים, הוא הסעיף שמדבר על כך שכל יהודי זכאי לעלות לארץ, והגדרת יהודי הוא מי שנולד לאם יהודייה או התגייר.
אלא שמסתבר שישראל החליטה לברר דווקא את סעיף הנכד על פני הסעיף הראשי שאומר שכל יהודי זכרי לעלות ארצה. זו לא רק העובדה שרוב העולים כיום עולים דרך סעיף הנכד על שלל הרחבותיו, אלא גם העובדה שמשרד הפנים מערים קשיים רבים בקבלת אזרחות על יהודים שעברו גיור שהוכר ואושר על ידי הרבנות הראשית לישראל.
