Depois de uma semana tensa entre o Congresso e o Ministério da Fazenda em torno do aumento do IOF (Imposto sobre Operações Financeiras), o presidente Lula decidiu intervir e tentar impedir que a crise evolua. Ao contrário do que esperava a equipe econômica, Lula fez afagos não ao ministro Fernando Haddad, mas sim ao presidente da Câmara, Hugo Motta (Republicanos-PB), que deu a entender que os deputados derrubariam o aumento do IOF se o governo não recuasse. Em um evento em Brasília, Lula deu razão às reclamações de Motta e disse que o governo não pode tomar uma decisão e só depois comunicar a seus aliados. Lula e Motta compareceram juntos à convenção nacional do PSB, na qual o prefeito de Recife, João Campos, assumiu a presidência do partido.
