Denemarken hoeft zich niet te houden aan de Europese regels over asiel en migratie. Hoewel die Deense opt-out niet altijd heeft betekent dat het beleid daadwerkelijk strenger is geweest, is deel van de huidige strategie om Denemarken zo onaantrekkelijk mogelijk te laten lijken voor nieuwkomers. Een beleid van afschrikking.

De enige manier om dat succesvol te doen, zegt oprichter en voorzitter Michala Bendixen, van de organisatie ‘Refugees Welcome’, is om degenen die al in Denemarken te zijn te 'straffen’. Dat gebeurt onder andere door veel tijdelijke vergunningen uit te geven en strenge voorwaarden te stellen aan gezinshereniging. Bendixen ziet van dichtbij op welke manier vluchtelingen en asielzoekers die naar Denemarken komen door dat beleid worden geraakt. In Norrebro, volgens haar de meest multiculturele wijk van Denemarken, schetst ze hoe zo'n systeem kan werken.
Opvallend: Integratie is niet het probleem – nieuwkomers komen snel aan het werk. Maar of ze zich altijd even welkom voelen, dat weet Fedaa Sultan. Hij is naar Denemarken gekomen als hij is zelf naar Denemarken gekomen als Palestijnse vluchteling uit Egypte. Hij ervoer hoe het leven in een Scandinavische samenleving is. Vooral tijdens de winters kan het voor nieuwkomers bijna onmogelijk zijn om andere mensen te ontmoeten en vrienden te maken. Zijn organisatie Migrantcirklen is er om dat te veranderen.
