Het Deense model voor asielbeleid geldt als een voorbeeld voor onze nieuwe regering. De opt-out die Denemarken heeft op migratie lijkt de coalitie PVV-VVD-NSC-BBB wel wat. In het regeerakkoord staat dat ‘een opt-out clausule voor het Europees asiel- en migratiebeleid zo snel mogelijk bij de Europese Commissie zal worden ingediend’. Is er enige kans dat Nederland ook zo'n constructie los weet te peuteren in Brussel?
Heel kort door de bocht: nee. In 1992 stemde Denemarken in een referendum tegen het verdrag van Maastricht. De opt-outs, waaronder die op asiel en migratie, waren dus een manier om Denemarken in de Europese Unie te houden. De voorwaarden zijn nu heel anders dan in de jaren '90, dus de kans dat Brussel nog zo'n uitzondering verleent is heel klein.
Toch staat de ambitie wél in het regeerakkoord. Waarom kijkt men in Nederland, maar ook in andere Europese landen, zo op naar Denemarken? Omdat het Deense model werkt, er vragen jaarlijks heel weinig mensen asiel aan in Denemarken. Die migranten en vluchtelingen blijven vervolgens alleen wél in Europa. En is het een 'zero-sum game’, waarbij het beleid van Denemarken direct gevolgen heeft op de migratiedruk op andere landen.
Bovendien klinkt er ook in Denemarken kritiek op het beleid. Bijvoorbeeld de werkgevers zouden graag soepeler regels zien vanwege grote tekorten op de arbeidsmarkt.
Als je stopt vluchtelingen te zien als een probleem , zegt oprichter en voorzitter Michala Bendixen, van de organisatie ‘Refugees Welcome’, dan kun je misschien wel de ‘Europese problemen’ oplossen. Vergrijzing, een krappe arbeidsmarkt, en tekorten in cruciale sectoren.
