Cyprus. Het is misschien wel de meest bijzondere EU-lidstaat die er is. Over het eiland loopt een grens die het Griekse zuiden scheidt van het Turkse noorden. Maar ondanks jaren van oorlog en spanningen gaat het betrekkelijk goed met die deling. Ook is Cyprus als geheel lid geworden van de Europese Unie, dus ook het noordelijke Turkse deel. Wat kunnen we daarvan leren voor Oekraïne?
Voor Noord-Cyprus gelden de Europese regels niet, ook al is het officieel wel EU-gebied. Dit voorbeeld gebruiken voor Oekraïne is ingewikkeld, legt Armin Cuyvers, hoogleraar Europees recht aan het Europa Instituut van de Universiteit Leiden, uit.
In ieder geval tot aan de Russische invasie in Oekraïne had Cyprus ook met de Russen een goede band. Tegelijkertijd ligt het land dichterbij de brandhaarden in het Midden-Oosten dan het Europese vasteland. Oorlog, vrede en geopolitieke belangen kruisen elkaar op Cyprus.
