De wortels van het Europese emissiehandelssysteem ETS liggen aan het einde van de vorige eeuw, toen in Kyoto internationale afspraken werden gemaakt over de reductie van CO2.
In deze eerste aflevering draaien we de tijd daarom 30 jaar terug: hoe liep die weg van Kyoto naar het ETS en waarom werd er voor dit systeem gekozen? Te gast zijn Paul Koutstaal en Alexander de Roo. De Roo (GroenLinks) was als Europarlementariër betrokken bij de invoering van het ETS; Koutstaal (PBL) promoveerde in 1996 aan de universiteit van Groningen op emissiehandel.
