Alcolumbre assume a liderança para derrubar o que é contrário e aprovar o que e favorável aos interesses da sociedade, deixando Motta na constrangedora situação de quem faz o contrário: deixa a isenção do IR para lá e dá prioridade a uma PEC que livra a cara de parlamentar corrupto, tornando o Congresso um chamariz para chefes de organizações criminosas ávidos por impunidade.
